DATED MARCH 23, 2017.
The contractor shall provide all labor, supervision, transportation, etc. necessary to provide the Design/Build services as described herein. This procurement is 100% set-aside for Service Disabled Veteran Owned businesses in accordance with FAR
Subpart 19.14. Firms submitting proposals must be registered on the Veterans
Administration website as a Service Disabled Veteran Owned Business. The NAICS for this procurement is 237310 with a size standard of $36.5 million. The PSC is Y1PA.
This is a competitive, negotiated acquisition in accordance with FAR Part 15. The government reserves the right to award without discussions (negotiations).
Per FAR 36.204 -- Disclosure of the Magnitude of Construction Projects. The estimated magnitude of construction is between $250,000 and $500,000.

The Contractor shall provide all labor, materials, and facilities, (except as may be expressly set forth in this contract as furnished by the Government) necessary to furnish the items below in accordance with the Description/Specifications/Work Statement in Section C.
Schedule of Values-This schedule shall be prepared as a cost breakdown of the contract price and be submitted with the Construction Schedule. This schedule shall include but not be limited to costs of materials, equipment, and labor for all major work categories shown on the Construction Schedule. The Contractor shall adhere to the following guidelines when developing the Schedule of Values.
1. Format - The line items in the Schedule of Values shall be the same as that of the Construction Schedule.
2. Bonds - Bonding costs will only be paid in a lump sum if they are broken out separately and included with the schedule of values. The Contractor shall provide evidence that he has furnished full payment to the surety.
3. Materials - To request progress payments for materials delivered to the construction or fabrication site, the particular category of work associated with the materials must be broken down into separate material and labor costs.

C.1 STATEMENT OF WORK/SPECIFICATIONS
Replace Ocracoke Boat Ramps Located at Ocracoke, North Carolina
1.0 INTRODUCTION
The National Park Service (NPS) Outer Banks Group (OBG) will be contracting the replacement of the public use boat ramps and the Day Use area of Ocracoke, North Carolina. The concrete boat ramps require a steeper grade to be optimal for today’s boats and trailers. This project will be a design build project, with the design and construction being approved by the OBG.
2.0 CONSTRUCTION SITE LOCATION
The Ocracoke Boat Ramps are located on the south end of Ocracoke Island off of US Highway NC12 (Irwin S Garrish Highway), at the end of the main NPS visitor parking lot on Water Plant Rd, Ocracoke, NC 27960.
3.0 BACKGROUND AND EXISTING CONDITIONS
The existing boat ramps area includes two concrete boat ramps with a bulkhead on each side. The boat ramps and bulkheads were originally constructed in circa 1960. In 2012 hurricane Sandy destroyed one bulkhead and the wooden finger piers. The wooden bulkheads were replaced with vinyl sheet pile bulkheads. The three finger piers were replaced with precast concrete panels on wood framing. A large corner of concrete boat ramps had broken and a portion of the boat ramps was replaced. The bulkhead walls protect the sides of the ramp from washout the top of the ramps down to waters edge. An asphalt parking lot serves visitors who utilize the day use boat ramps. At the end of the parking lot a gravel area provides access to the boat ramps. The gravel area is between 5 and 6 feet above sea level at the top of the boat ramps. The concrete boat ramps are approximately 80 ft long and approximately 44 ft wide.
The concrete ramps are set on sand subbase, however, the sides of each ramp are exposed and soil has washed out beneath the ramps. A survey of multiple spot measurements of the floor of the sound in the area immediately surrounding the concrete ramps has not been conducted. However, it is suspected that washout has occurred to create an irregular bottom surface to depths of 3-7 ft, depending on the tides and wind. Occasionally a cross current creates a slew or channel close to the ramps, sometimes bring sand over top of the ramps, and sometimes undercutting the ramps.
4.0 STATEMENT OF WORK
This Statement of Work is not meant to be an all-inclusive to do list for the project, but a list of the main items involved in the project. The contractor can use this list to assist them with the design and cost estimate for the project. The contractor will provide all technical support, materials, tools, equipment, and manpower required to complete the design and construction of the public use ramps and piers.
This project is to be completed in two pieces:
Phase 1 consists of designing an acceptable means and method to remove the existing concrete boat ramp while retaining the existing bulkhead and finger piers. Design will include obtaining a 404 permit for work in the water.
Phase 2 consists of the demolition and construction portion of the project after the design has been approved.
The major project components are listed below but are not limited to the following:
Base Bid: Design the replacement of the existing concrete boat ramps and replace with new concrete boat ramps which meet the requirements listed below.
A. Design a full replacement of the concrete boat ramps. The design should have the following elements which must be approved by the NPS prior to construction start:
i. Topographical survey of the existing bulkheads, concrete boat ramps, finger piers, concrete and other rip rap shoreline protection in the water, and surrounding area.
ii. Design of a coffer dam which will enclose the existing concrete boat aprons and provide room to install new. The finger piers do not need to be fully enclosed within the cofferdam, but only that portion necessary to fully remove the existing concrete boat ramps and replace with new.
iii. Coffer dam design may include removal of portions of the existing finger piers if required to allow complete demolition and construction of new work. Store the removed finger pier portions on site and set back in place in proper alignment after boat ramp work is complete.
iv. Demolition plan for the concrete boat ramps.
v. Extension to existing bulkhead to provide proper side protection for the bulkhead soils and the new concrete boat ramps
vi. Grading plan for the new concrete boat ramps to meet the criteria below.
vii. Slab design for the new concrete boat ramps including the transition from existing slope to the final slope of the ramp. The clear width of the boat ramps between finger piers may not be reduced.
viii. Details of the slab design including sections and turndown edges.
ix. The design must account for the size of the new boat ramps, trailers, and vehicles using the boat ramps, so that the vehicles do not enter the water to drop off a boat.
x. Design must include filling out proper documentation for permitting for this project. Permitting is expected to include a Consistency Review by the North Carolina Department of Environmental Quality (NCDEQ) Coastal Area Management as well as a 404 permit (special or nationwide) by the Corps of Engineers. The designer must fill out permit applications, provide drawings or other information, and include permit costs as part of design process. Construction may not begin until permitting is completed.
B. Design and construction parameters are as follows:
i. Any amount of unsuitable soils immediately beneath the existing concrete ramps which must be removed to properly install the new ramps is included.
ii. The new concrete boat ramps must be approximately 42 ft - 50 ft long below water level, depending on final design slope. The length of concrete boat ramp above water will vary slightly depending on the exact design layout of concrete ramps.
iii. The slope of the new concrete ramps shall not exceed 14% and shall not be less than 13%.
iv. The concrete ramps must extend so that the end of the new ramp is at least 6 ft vertically below water level at low tide. Any fill material required to fill the depressions or unevenness of the immediately surrounding areas at the bottom of the boat ramps is included so that the new boat ramps are supported by appropriately compacted material, according to the engineer’s design. Any excavation required to create the appropriate grade of suitable material to meet the designers compaction requirements is included.
v. All base course or other stone and fill material and compaction is included.
vi. The new ramps must be constructed of a cast in-place concrete suitable for salt water environments, to include epoxy coated reinforcement or concrete mix additive such as Calcium Nitrite at the concentration suitable for high corrosion environments. Exact size and location of reinforcement, thickness of concrete, thickness of base course, etc., will be determined by the contractor during design phase.
vii. The surface of the new ramps is to be grooved diagonally across the surface with approximately 1 inch deep grooves.
viii. The boat ramps must transition from the level ground at the top of the boat ramp to the final slow at a consistent rate with no sharp edges or abrupt changes in slope which cause boats, trailers, or vehicle tow hitches or frames to scrape the concrete.
ix. Concrete must be designed above and below water level with turn down edges or other edge protection so as not allow washout from the sides or ends of the newly poured ramps.
x. The finger pier sections removed must be placed back at a flush finish.
xi. Concrete must be placed to provide a flush and level transition from the new boat ramps to the finger piers. Extensions to the finger piers, if required by the designer, to provide a level transition from the new concrete is included. Replacement of through bolts, piles, pile caps, stringers, or other finger pier components to properly reinstall the finger pier sections is included.
xii. New finger pier components must match NPS approved precast dock section components, similar to Carr Precast Concrete Pier Panels, or approved equal. Framing including pile size, pile caps, stringers, borders, etc. is to be per manufacturer’s recommendation unless modified by the designer of record.
C. The existing concrete apron between the existing boat ramps and parking lot is to be demolished, and the subgrade soils re-graded to provide a shallower transition from the level parking lot to the concrete ramps than the existing concrete ramps which show signs scraping and gouging in the concrete due to sharp change in slope. The intent is to provide a gradual slope change above water from the parking lot to the concrete ramps and avoid sharp changes in slope which cause scrape from trailers and vehicles, but steep enough grade by water’s edge to float boats without tow vehicles entering the water.
D. The Contractor will be responsible for all demolition and required pile removal.
E. The Contractor will be responsible for providing and installing any additional items required for a complete and useable boat ramp and finger pier system.
Bid Option: Regrade behind bulkhead walls.
A. Install clean top soil behind existing bulkhead wall to bring grade back to level of top of bulkhead and surrounding grass area. Top soil must be acceptable soil from the local area with no invasive species of plant or non-native soil content. Beach sand is not acceptable.
B. Seed new top soil heavily with 50% rye grass mixture and 50% other native grass mixture. Over seed with 100% rye grass and water daily or weekly according to designer’s recommendation or until growth is established.
Bid Option: Add cleats to new Finger Piers.
A. Install 12 inch heavy duty type 316 stainless steel open dock cleats on the existing finger piers.
Approximately 6 cleats per finger pier spaced evenly. Exact location may be determined in the field by the
COR.
NOTES: 1. It is suspected that the sand at the ends of the concrete ramps has been washed out inconsistently to a depth of 4-6 ft deep. The intention of this project is to properly shape the ground beneath the new concrete ramps with appropriate materials, including small rip-rap and base course stone suitable for support of the concrete ramps. It is also the intention of this project to correct any found depressions which would lead to the immediate and short term undermining of the new ramps.
Therefore, for bidding purposes, please consider approximately 30 cubic yards of space will have to be filled in.
2. The Contractor is responsible for coordinating road closures or parking lot closures due to delivery, mobilization, and all construction activities with the NPS, NC DOT Ferry, and the U.S.
Coast Guard.
3. The Contractor must supply all signage, fencing, and other safety related materials to secure the construction site.
4. Construction activities will not be allowed to start until an approved design is completed.
5. Disturbance of the surrounding shoreline is prohibited. Disturbance to the surrounding grass and parking area is to be kept at a minimum. Any disturbances will be repaired as part of this project.
5.0 CONTRACTOR REQUIREMENTS
The contractor (including General Contractor and sub- contractors) shall have proven experience and expertise in:
- Concrete installation in salt water conditions
- Salt treated deck framing with composite wood deck planks
- Marine pile driving
- Installing and maintaining cofferdam system
- Bulkhead installation
Prior to the Contractor submitting an estimate for the project a site visit will be available and is highly recommended.
The contractor shall be responsible for visiting the site and verify all measurements prior to ordering materials.
Additional site visits will be coordinated with the Park Point of Contact (POC), with the approval of the Contracting Officer (CO). The POC’s and the CO’s contact information is listed below.
6.0 DELIVERABLES
Design Requirements: The design portion of the project shall include design drawings and specifications submitted by the Contractor. All design drawings shall be accomplished with Autocad computer aided drafting software, Autocad 2010 or later version. The Contractor shall be responsible for providing a 50% design within 30 days of Notice to Proceed. The Contractor shall submit the following documents as part of the 50% design submittal:
Two hard copies of the design drawings plotted on 24” x 36” paper and one electronic copy in pdf format.
Two hard copies of design specifications and one electronic copy in pdf format.
The Government will provide comments on the 50% design submittal within 14 days of receiving the hard copy design submittal. The Contractor shall submit a 95% design which incorporates the Government comments within 30 days of receiving the Government comments. The Contractor shall submit the following documents as part of the 95% design:
One electronic copy of the Government’s 50% design comments with written responses by the Contractor.
Two hard copies of the design drawings plotted on 24” x 36” paper and one electronic copy in pdf format.
Two hard copies of design specifications and one electronic copy in pdf format.
A draft Submittal Registry filled with items to be submitted prior to and during construction.
The Government will provide comments on the 95% design submittal within 14 days of receiving the hard copy design submittal. The Contractor shall incorporate the Government comments within 14 days of receiving comments from the Government. The Contractor shall submit a Final design to include the following:
One electronic copy of the Government’s 95% design comments with written responses by the Contractor.
Two hard copies of the Final design drawings signed by the designer, plotted on 24” x 36” paper, and one electronic copy of the signed drawings in pdf format.
Two hard copies of design specifications and one electronic copy in pdf format.
Submittal Registry
The Contractor shall provide cut sheets and manufactures information for all items used to complete this project prior to installation. After the construction is completed the Contractor will provide the NPS with a hard copy set of red-lined construction drawings (As-Built Drawings) detailing any modifications/approved changes to the original construction elements. The Contractor will also provide a set of electronic as-built drawings with all red-lined revisions incorporated into the drawing set.
7.0 TRAVEL
Contractor will be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

10.0 CONTRACTED SERVICES STATEMENT
Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work, specifications, and contract documents. The tasks, duties, and responsibilities set forth in the Scope of Work, Specification, and Drawing Set may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
11.0 PROGRESS/COMPLIANCE
The government requires the following from the contractor in order to monitor progress and ensure compliance.
Contractor shall provide a schedule in the form of a graph or chart which shows the proposed work schedule for the various aspects of the work. The schedule should include beginning and ending dates for each aspect or phase of the work, in order to track the progress of the contract work.
The contractor shall provide onsite supervision of the contract work, including work that may be accomplished through the use of subcontractors. The onsite supervisor shall be the contact and liaison with the National Park Service.
A final inspection and testing of all systems installed shall be accomplished by representatives of the contractor and the National Park Service. This inspection will serve as final determination of the completion and workability of the contract work. Final payment will not be made without a final inspection resulting in final acceptance of the work by the National Park Service.
SECTION D - PACKAGING AND MARKING
D.1 PAYMENT OF POSTAGE AND FEES
All postage and fees related to submitting information, forms, reports, etc., to the Contracting Officer (CO) and/or Contracting Officer’s Representative (COR) shall be paid by the contractor.
D.2 MARKING
All information submitted to the CO and/or COR shall clearly indicate the Contract Number of the contract for which the information is being submitted. [For this Solicitation, there are NO clauses in this Section]

For the purpose of this clause, the Contracting Officer's Representative (COR) named in the Designation of COR clause in this contract is the representative of the Contracting Officer. The Contracting Officer reserves the right to unilaterally designate other Government agents as authorized representatives. Should such occur, the Contractor will be notified by a written notice.
In the event work is performed unsatisfactorily, the contractor will be requested to correct the deficiencies. The COR will set the time frame for the deficiency to be corrected (for example 48 hours). If the work remains deficient, the COR may have the work accomplished by other means and deduct the cost thereof from the monthly payment. Note: This cost will include the administrative time used to get the work accomplished. See FAR 52.246-12 Inspection of Construction (Aug 1996)
E.3 CONTRACTOR QUALITY CONTROL
a. General: The Contractor shall provide and maintain an effective quality control program. The burden of proof of contract compliance is placed on the Contractor and not assumed by the Government. The Contractor's quality control will not be accepted without question and the right to inspect or verify at any time is reserved by the Government.
b. Pre-construction Conference: After the contract is awarded and before construction operations are started, the Contractor shall meet with the COR, or their representatives, and discuss quality control requirements. The contractor shall furnish the COR within 10 days after receipt of notice to proceed, the following information:
(1) The name and qualifications of the individual performing inspections, giving education, licenses, present job position and previous work experience.
The meeting shall develop mutual understanding relative to details of the system, including the forms to be used for recording the quality control operations, inspections, administration of the quality control system, and the interrelationship of Contractor and Government inspection.
c. Quality Control System:
(1) The Contractor shall establish a quality control system to perform sufficient inspection and tests of all items of work, including that of subcontractors, to insure conformance to applicable specifications and drawings with respect to the materials, workmanship, construction, finish, functional performance, and identification, with emphasis on the surveillance, tests and submittals required in the Technical Provisions of the contract specifications, including applicable in-plant inspection. This control will be established for all construction except where the Technical Provisions of the contract provide for specific Government control by inspections, tests or other means. The Contractor shall notify the COR or his authorized representative in writing of any proposed change to the Contractor's quality control system; no such change shall be implemented prior to acceptance in writing by the COR or his authorized representative.
(2) Review Submittals: The Contractor's control system will specifically provide for surveillance, coordination, and review of shop drawings, materials and equipment data submittals. Such surveillance, coordination and review of the aforementioned data shall be made to assure that the submission is complete and in compliance with applicable contract provisions. The Contractor's control system will be keyed to the proposed construction sequence in a manner to prevent construction deficiencies and/or delays caused by submittals lacking content and text required by the contract Technical Provisions. The Contractor will designate, by name, the quality control representative responsible for review, certification and submittal of shop drawings if different than the individual appointed as required in paragraph b.(1) above.
(3) Quality Control Procedures: The Contractor's quality control system at the job site shall follow a 3-step procedure consisting of (a) a Preparatory Inspection; (b) an Initial Inspection; and (c) Follow-up Inspections. The Contractor's quality control representative will advise the COR at least 24 hours prior to all preparatory and initial inspections. The preparatory and initial inspections will be attended by the applicable quality control representative and the Contractor's individual responsible for implementation of that portion of work at the site. Government personnel may participate in the preparatory, initial inspection and follow-up inspection.
(a) Preparatory Inspection: A preparatory inspection will be required to insure that the plant, materials and equipment meet the submittals and contract requirements. The Contractor will perform preparatory inspections as soon as possible after delivery of plant, equipment and material to the site and, in any event, prior to incorporation of material and equipment in the work.
(b) Initial Inspection: An initial inspection will be required at the start of each new phase of construction to establish that methods, techniques and standards of workmanship are in strict compliance with the contract requirements.
(c) Follow-up Inspections: Follow-up inspections will be performed on a daily or recurring basis as necessary to insure that construction is proceeding in accordance with contract requirements.
d. Quality Control Reports:
(1) The Contractor shall furnish a daily construction quality control report. The report shall be in accordance with the attached sample or such other form as may be proposed by the Contractor and approved by the COR. Additional check lists and forms for specific operations may be required to supplement the daily inspection form. The report shall include all inspections and tests made. It shall provide factual evidence that the required inspection or tests have been performed, including type and number of inspections or tests, the results, the nature of defects, cause of rejection and the corrective action taken. The daily report shall cover both conforming and defective items. It shall include a statement that all materials and equipment incorporated in the work are in full compliance with the terms of the contract except as noted. The report will cover all items and specifically include the items listed in the quality control paragraphs of the Technical Provisions. The report will be verified and signed by the prime Contractor's designated quality control representative. The daily reports will be furnished in two copies (original and one
(1) duplicate) to the COR. The report will be legibly handwritten in ink or typewritten. Reports shall be submitted not later than the close of business on the first working day following the date of the report. Reports shall have all supporting documents (such as concrete placement checklist) referenced therein. Incomplete reports will not be accepted. Negative reports are required for days during which there is no activity on the project site and will include a brief statement as to why there was no activity during a normal workday or schedule.
e. Government Inspection:
The Government reserves the right to inspect at the source, supplies or services not manufactured or performed within the Contractor's facility. Government inspection shall not constitute acceptance; nor shall it in any way replace Contractor inspection or otherwise relieve the Contractor of his responsibility to furnish an acceptable end item. When inspection at subcontractors' or suppliers' plant is performed by the Government, such inspection shall not be used by Contractors as evidence of effective inspection by such subcontractors or suppliers.
