P17PS00870 Questions and Answers, Ocracoke Boat Ramp

1. Has a geotechnical evaluation report of this ramp area been done in the past? If so, can you please share it with us? If none is available, will you require one to be included in our proposal?

ANSWER: No a geotechnical evaluation report has not been accomplished for Ocracoke Boat Ramp or in the immediate vicinity. But it is highly advisable for the design to include 1-2 soil borings to determine the appropriate amount of compaction of the sub base, base course thickness, and new concrete ramp thickness. Any geotechnical information is responsibility of the contractor. Geotechnical work must be performed by a company / laboratory familiar with coastal environments. Design data/calculations (such as a boring log or geotechnical report) should be included along with the design submittals.

2. Question: Will this require a CAMA Major Permit and 401 Water Quality Certification, or is this not necessary since it is a NPS project?

ANSWER: We do not need a federal consistency review from CAMA or a CAMA major permit. See next answer below for 401 permit.

3. Question: As for 404 permitting, is there a known Nationwide or General permit that this will involve or should this be coordinated between the bidder and US Army Corps or others?

ANSWER: We have been in discussions with the Corps of Engineers about a 404 permit and the State of NC about a 401 permit. Both will be required. Just looking at the scope of work, the Corps of Engineers has indicated that a Nationwide /General Permit will be applicable, but needs to see the design to properly permit the construction portion of the project. The State of NC also indicated that a 401 permit would follow the 404 permit, and the State would likely require the same intensity/level of permitting in agreement with the Corps requirements. The NPS will require the design to be included with the permit package to both State and Corps offices to show the full extent of the work.

4. Question for NPS: Is an as-built survey required?

ANSWER: A new survey from scratch similar to a plot map or parcel map tied in to a bench mark will not be required. Only variations or modifications included during construction -- As-built conditions that differ from design details upon installation are expected to be captured in red line mark ups throughout the construction project, and those red-lines are expected to be included in a Record Drawing and provided in auto-cad to the NPS.

5. Page 7 SF 1442 B.2. "The Contractor shall adhere to the following guidelines when developing the Schedule of Values" "The Contractor shall provide evidence that he has furnished full payment to the surety." Question - Typically, the Surety is paid once the project is awarded, not at the proposal level. How would you like this verification to be documented? Would a letter of commitment or bonding level letter by the Surety be sufficient?

ANSWER: The awardee shall provide evidence once the contract is awarded

6. Page 10 SF 1442 Para 3.0 “two concrete boat ramps” Page 77 para 4.2.3 NOTE talks about 5 boat ramps Question – Are there 2 boat ramps or 5 boat ramps in this solicitation?

ANSWER: 2 boat ramps

Page 74 SF 1442 2.1 Proposal Organization Table Volume V – Contract Documentation to include: Safety Plan and area Hazard Assessment Page 78 SF 1442 7.0 Volume V – Contract Volume 7.1 (a) The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file(s). Question – In Section 2, it requires a Safety Plan and area Hazard Assessment Plan. In Section 7, there is no mention of this plan as being a requirement. We appreciate the concern that the contractor have a thorough understanding of the site but preparation of plans prior to award is not generally required. Would a letter from our Worker’s Comp agent giving our EMR for the past three years be sufficient proof that we work with safety as a top priority?

ANSWER: No a safety plan is required detailing how you plan on mitigating safety issues throughout the performance of the requirement.

8. Page 78 – 79 SF 1442 Proposal Submission B.1. Submit your proposal…….. (Or) **Preferred ryan_pike@nps.gov Question – This section lists the address of the Contracting Officer’s office but it states that he would prefer email submittals. How do we submit electronically with a required bid bond? Is it ok to scan a copy of the fully executed bid bond, submit the scan with the proposal but mail the original bond?

ANSWER: Yes, An electronic copy with your proposal sub mission followed by a mailed copy
