DRAFT – Scope of Services
Cliffshelf Headwall 11 and 12 Site Work and Revegetation
Badlands National Park Interior, South Dakota
BADL - 86786 and 203937
SCOPE: This contract is for revegetation services associated with recent road and drainage work conducted at Cedar Pass Road in Badlands National Park, South Dakota. Specifically this work will include pumping standing water from several man made holding areas, regrading and fill removal (at 3 to 4 distinct locations in the park), removal of rip-rap, replacement of rip-rap, procurement and installation of impermeable materials (pond liner), procurement and installation of Turf Reinforcement Mats (TRM), procurement and installation of Erosion Control Blankets (ECB), procurement and installation of Erosion Control Wattles (ECW), and plant material installation (potentially including seed, cuttings, and potted material).
CONFIDENTIALITY: The information developed under this task order is the property of the U.S. government and shall be kept in strict confidence.
PERFORMANCE PERIOD: The work of this task order shall be provided from approximately date of award to December 30, 2017.
PROJECT IDENTIFICATION: The work of this task order shall consist of the services described below for the referenced project. In this document, the project shall be referred to as Headwall 11 and 12 Site Work and Revegetation.
The following individuals are to be contacted with any questions, concerns, and issues regarding this Task Order. NO other individuals are authorized to make decisions regarding this Task Order during any portion of the work. Only the CO can make changes to this task order. By responding with a bid proposal the contractor understands and agrees to these terms.

I. GENERAL DESCRIPTION OF WORK
This work consists of traveling to Badlands National Park in the late Summer/Fall of 2017. The contractor will regrade (while soils are still dry) and scarify selected areas. The contractor will finish site prepatory and regrading work, hand broadcast and rake seed, install plant materials, and install TRM, ECB, and ECW.
There are two work areas A) Cliff Shelf area this is the road that travels from the southwest to the northeast up Cedar Pass. This work will be focused on two areas Headwall 11 and Headwall 12 and the east ditch line between the two headwalls. B) Conata Road and Picnic Areas. This work will be at a culvert along the east side of the road and in a drainage swale / ditch along the west side of the road.
II. FUNDING LIMITATIONS
The Government obligation for performance of this contract beyond this phase is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond the amount that has been authorized through the issuance of written task orders.
III. SCOPE OF SERVICES
Documentation: The contractor will provide a brief write-up documenting task outcomes and other information useful to this project and send a copy to the COR. Provide digital photos within the write-up and as external .jpg files (appropriately labeled) on a disc. The photos should be taken before, during and after the work from the same locations to document the process. A minimum of one location from each task listed is required for each project site.
General Information: Work is to begin on a Tuesday to allow travel during the work week by NPS personnel to the park.
Project closeout is to occur Monday afternoon through Friday morning. Weekend work is not permitted. All work shall be performed in accordance with IV. Quality Standards.
Existing Site Conditions: Expect conditions typical to that of Badlands National Park or silty clay (A-2-4(0)) or fat clay (A-7-6) during the spring season. In some cases hard soil can be expected and shall be anticipated by the contractor.
Task 1. Removing Rip-Rap, Importing Gravel, and Placing Pond Liner (Site A- Headwall 11 and 12)
a. The contractor will remove the rip-rap at each headwall and along the north edge of the drainage ponds.
Expect to move the material an average distance of 1 mile to area by lagoons south of maintenance yard.
Expect to remove approximately 20 cubic yards of materials at each headwall (40 cubic yards total) and up to 40 cubic yards along drainage ponds.
b. After removing rip-rap the contractor will import and install a gravel or roadbase material, material will be approved by COR after samples are submitted. (Expect to import ~135 cubic yards of material at Headwall 11and Headwall 12, total of 270 cubic yards) For final surface elevation see grading sheets for Cliffshelf.
c. Then place an impermeable fabric (pond liner) on top of road base and anchored at the edges by wrapping the liner under base material during base placement.
Task 2. Regrading (Sites A, and B)
a. Site A- 175 feet x 50 feet ~9,000 square feet. Contractor will utilize topsoil and subsoil materials in the existing “levee’s” or holding ponds. This material will be spread throughout the disturbed area. The final grade should provide for a consistent low angle drainage through, approximately, the center of the disturbed area matching the final grade of pond liner elevation, see grading sheets for Cliffshelf . This will direct water to the headwall near the road. Final grading will be approved by the COR. Also grade ditch line from north of Headwall 12 south past Headwall 11, approximately 900 feet in length.
b. Site B - Conata Culvert. There are 2 distinct regrading areas along the Conata road.
1. 25 feet x 75 feet, ~2,000 square feet. This culvert area is near the park loop road. The area near the inlet of the culvert is at a lower elevation than the outlet. Import topsoil material to fill pond area and regrade the area such that positive drainage to the inlet of the culvert is achieved.
2. 100 feet x 50 feet, ~5,000 square feet. This is a channel that is currently running close to a badland butte feature. The contractor will regrade and rechannellize the are to move the channel closer to the road.
c. Site C - Cliffshell Buttress Repair. This task also includes slope repair at Cliffshelf Buttress, Site prep, hand work to prepare surface, 125x30 feet~3750 square feet.
Task 3. Soil Scarifying (Site A)
a. Following regrading work the contractor is to scarify the soil using mechanical equipment or hand tools, to a depth of 4-6 inches. This will help to loosen the existing surface layer of soil and aid in long term vegetation establishment. Scarified soil, not receiving additional topsoil shall be smoothed by raking prior to seeding. If done with equipment scarifying will be done in a minimum of 2 passes with equipment and ripping teeth on equipment will be a maximum spacing of 8 inches apart.
Task 4. Planting
a. Area A will be strategically planted with potted shrubs (rabbitbrush, Ericameria nauseosa). Pots will be a combination of deep pot 40’s and 1-gallon sizes. Maximum planting will be 4oo plants.
b. Plants will be installed and watered upon installation per industry standards.
Task 5. Seeding (site A 14,000 square feet, Site B 7,000 square feet)
a. Hand seeding -broadcast (hand) seed evenly over disturbed area and rake seed into soil such that seed is at an average depth of ¼ inch.
b. A native seed mix will be provided by the government and will be applied evenly over the disturbed areas at a rate of 15 to 20 lbs. per acre.
Task 6. Installation of Fabric and Wattles (TRM, ECB, ECW) (Site A and B)
a. Turf Reinforcement Fabric (TRM) will be placed in the primary flow line at site A. The length of TRM will be 457 linear feet and width will be 8 ft.
b. Erosion Control Blanket (ECB) will be installed at site A at all disturbed areas. Disturbed area, not covered in TRM, is estimated at 12,200 square feet. Disturbed ground at site B will be covered with ECB. This area is estimated at 7,000 square feet. Install 125x30 feet~3750 square feet of ECB and 100 lin ft ECW. Install Erosion Control Wattles (ECW) per COR at both Site A and B.
c. All erosion control producs procured by the contractor shall be 100% biodegradable. Photodegradable netting is not acceptable.
Task 7. Traffic Control
a. This will include the use of flaggers and pilot cars for traffic control. Furnish, maintain, and relocate traffic control devices and services for control and protection of public traffic through the project in accordance with the Manual on Uniform Traffic Control Devices (MUTCD). Submit a traffic control plan for review and approval prior to beginning of work.
Task 8. Documentation
a. During on-site installation provide daily updates with photos of work accomplished to COR and PM via email. Provide documentation of daily labor utilized on the project, weather conditions (including air temperature and wind conditions), condition of seedbed (compaction, dry, wet, smooth, uniform, loose, large clods, rocks etc.), weed infestation including species present and estimated % ground coverage, seeding method, seeding rate, and seed mix utilized. Include a written summary and photo documentation of work in final report.

Site A: Headwall 11 and 12 –Cedar Pass Road
• Regrade drainage area using on site topsoil follow provided grading plan and/or guidance from COR, create positive low angle drainage to existing drainage system. Approximately 200 x 50 feet
• Headwall “apron” treatment. Remove existing rip-rap, fill area immediately in front of the concrete headwall with a roadbase material and place impermeable pond liner over roadbase. Approximate area 35x17 feet, rip-rap ~40 cubic yards, roadbase ~135 cubic yards.
• Turf Reinforcement Fabric procurement and installation. Placed along the flow line of the regraded areas at Headwall 12 and around perimeter of pond liner at Headwall 11, 457 x 8ft = 3656 square feet.
• Plant park provided shrubs. 400 ~1 gallon size plants.
• Seed entire disturbed area. Hand seed and rake. Approximately 14,000 square feet.
• Procurement and installation of erosion control fabric, entire disturbed area except TRM sections.
Approximately 12,200 square feet.
• Procurement and installation of erosion control wattles. Approximately 1900 linear feet.
• Cedar Pass Cliffshelf buttress repair (Approximate area 125x30 feet = 3750 square feet. Remove damaged
Erosion Control Blanket (ECB) and Erosion Control Wattles (ECW), hand work area to repair slide area, prepare surface for seeding and installation of ECB and ECW. Reuse any ECW that can be salvaged and waste off site the damaged ECB.

QUALITY STANDARDS
Quality Standard shall be in accordance with the bae contract, commercial practices and as described in this statement of work.
General
1. The contractor will understand that its employees will be working alongside, near, and in some cases on the road.
Proper safety protocol will be the responsibility of the contractor. This includes, but is not limited to, proper signage for oncoming traffic and safety attire for employees (e.g. orange vests, traffic cones, and flags).
2. The contractor is expected to keep a clean job site. Dirt clods and any other debris are expected to be removed from the roadside prior to departure each day.
3. The contractor is expected to maintain the sites existing pavement conditions. Do not break, crack, or damage the edge of pavement.
4. The contractor is expected to work around the existing and recently re-vegetated areas.
5. NPS is not responsible for any items shipped to the park. This includes arranging any shipments, off-loading and secure storage.
6. Water is available within the park, approximately 1 mile south of the Ben Reifel Visitor Center. No other water is available within the park without prior approval; this includes all water within all waterways. The exception to this is drinking water.
Specifications
1. Equipment Cleaning Standards
a. All vehicles and equipment will be inspected by the NPS representative before their entry into Badlands National Park for mud, weeds, and other unwanted substances. Power-wash all equipment before loading for transport to the Park and conduct secondary inspection before off-loading equipment at park.
b. Be advised that NPS has very high clean equipment standards. No more than a total of ¼ cup of soil debris found on the equipment is permissible and no plant material can be found on the equipment. This includes all equipment, including rental equipment. All tools are to be clean of all soil and debris upon arrival into the park.
c. Equipment will be rejected and need to be re-cleaned if it does not pass inspection.
2. Scarifying and Soil Ripping
a. All compacted soils shall be thoroughly loosened along the contour, to a depth of up to 6” for scarifying and up to 12 inches for ripping, with tillers, agricultural discs, rippers, or other equipment approved by the Park Representative.
b. Equipment shall not damage the surrounding site or vegetation.
3. Seed
a. Apply 12.34 PLS per acre.
b. When hand broadcasting use the mix listed below. Lightly rake the seed making sure the seed is buried approximately ¼ inch throughout. Apply the erosion control blanket and wattles following the seeding.
c. For Hydroseeding - Apply the seed during the first pass when using the 2-step hydroseeding method.
d. Minimize ground disturbance, including excessive walking, in the areas following the seeding.
e. Seed will be government furnished. Provide 4 weeks’ notice to NPS prior to the expected seeding date.

4. Hand Seeding Standards
a. Apply seed evenly over entire area to be seeded.
b. Wind speeds during application shall be <10 MPH.
c. Lightly rake the seed making sure the seed is buried approximately ¼ inch throughout.
5. Erosion Control Blanket (ECBs) Standards
a. See Erosion Control Blanket Detail (below) for installation details.
b. All excess materials purchased with funds from this contract will be the property of the government
c. Furnish a long term double net machine produced, biodegradable, erosion control blanket of 100 % rocky mountain aspen excelsior wood fiber with a functional longevity of up to 18 months.
d. The erosion control blanket (ECB) shall be Excel S-2 All Natural as manufactured by Western Excelsior, 901 Grand Ave, Mancos CO 81328 (1-866-540-9810, www.westernexcelsior.com) or approved equal.
e. The erosion control blanket shall be used to prevent surface erosion and enhance vegetation establishment.
f. The ECBs shall be furnished in rolls and wrapped sufficiently to protect against moisture intrusion and extended ultraviolet exposure prior to placement. Each roll shall be labeled allowing for the identification of the material and its dimensions, and providing sufficient tracking of production for quality control purposes.
g. The ECBs shall be of consistent thickness with matrix fibers distributed evenly over the entirety of the blanket, in conformance with the product specifications.
h. The ECBs shall be free of defects and voids that would interfere with proper installation or impair performance, in conformance with the product specifications.
i. The ECBs shall be stored by Contractor in a manner that protects each roll from damage by construction activities, sheltered from weather and maintains the clean and dry condition of the material.
j. The ECB shall be mechanically (stitch) bonded on two inch centers between two bio-degradable, jute/scrim nets. Excel excelsior matrix consists of curled, machine produced fibers with greater than eighty percent longer than six inches. Stitching is comprised of cotton thread in natural color.
k. The ECB shall be identified by the following properties:

l. The erosion control blanket will be fastened down with 12” by 1” 11 gauge staples as depicted in the detail (below). Overlap shall be a minimum of 6” and all edges shall be keyed in.
m. Blanket material to be placed above the top of the slope a minimum of 2 feet and then keyed in as the diagram depicts.
n. This blanket will be placed in areas identified by the Park Representative.

6. Sediment Control Log/Wattle Standards
a. Furnish a 9”, long term 100%, biodegradable, sediment control log/wattle of 100% Rocky Mountain
Aspen excelsior wood fiber or 100% coir (coconut) fiber bound by a strong jute/scrim or coir twine outer netting with a functional longevity of up to 24 months.
b. The sediment control logs/wattles shall be Excelsior Bio Logs, all natural as manufactured by Western Excelsior, 901 Grand Ave, Mancos CO 81328 (1-800-833-8573, www.westernexcelsior.com) or approved equal.
c. The sediment control log/wattle shall be installed according to manufacturer recommendations.
d. All excess materials purchased with funds from this contract will be the property of the government
e. The sediment control logs/wattles shall be furnished in rolls and wrapped sufficiently to protect against moisture intrusion and exposure prior to placement. Each roll shall be labeled allowing for the identification of the material and its dimensions, and providing sufficient tracking of production for quality control purposes.
f. The sediment control logs/wattles shall be of consistent thickness with matrix fibers distributed evenly throughout the entirety of the log/wattle, in conformance with the product specifications.
g. The sediment control logs/wattles shall be free of defects and voids that would interfere with proper installation or impair performance, in conformance with the product specifications.
h. The sediment control logs/wattles shall be stored by Contractor in a manner that protects each roll from damage by construction activities, sheltered from weather and maintains the clean and dry condition of the material.
i. The sediment control logs/wattles will be fastened down with 18” wood or biodegradable stakes. Overlap shall be a minimum of 1’ and all ends shall be securely staked in.
j. The sediment control logs/wattles will be placed in areas identified by the Park Representative.
7. Imported Topsoil Standards
a. Provide a topsoil source location to the Park Representative for approval; do not obtain the topsoil source from an undisturbed, native area outside of the park. Topsoil shall be weed free as determined by the
COR.
b. Topsoil shall consist of a fertile, friable, free draining, sandy loam or loam soil free of subsoil, refuse, stumps, roots, brush, weeds, rocks or stones larger than 1 inch, or other substances that would be detrimental to the development of vegetative growth.
c. Stockpile topsoil in a location determined by the Park Representative.
d. A potential topsoil source is: Dennis Sharp, 605-433-5359. This is not a pre-approved source, but is located approximately 8 miles from the job site.
8. Stabilizing Emulsion Tackifiers Standards
a. Nonasphalt emulsions having a water soluble, natural guar gum base, blended with dispersal and hardening agents. All ingredients are non-toxic, 100% environmentally safe and natural and biodegradable. The emulsion can be used with a variety of mulch types or fibers. The emulsion shall have good cover and adherence to soil. The cured product has high resistance to wind and rain drop impacts.
b. Apply at the manufactures recommended rate consistent with the conditions at the desired location.
9. Project Closeout
a. Final construction walk-through to be completed by the Park Representative. A punch list for the contractor will be identified at this time and is expected to be completed in a timely matter.
b. Final inspection and acceptance by the Park Representative is to occur during a work week (weekend acceptance is not permitted).
c. The contractor awarded this project is obligated to complete the tasks issued in this task order to the standards specified.
d. Final Documentation is due 3 weeks following project closeout – Provide a digital copy of the documentation to: tracy_cudworth@nps.gov. CD’s will be sent to the following addresses:

10. Traffic Control
a. Furnish, maintain, relocate, and remove temporary traffic control devices and services for control and protection of public traffic through the project, in accordance with the MUTCD. A traffic control plan will be designed by the contractor and submitted for approval prior to beginning any work. Traffic control will include flaggers and when needed a pilot car as directed by the CO. Flaggers shall be certified by the American Traffic Safety Services Association, the National Safety Council, the International Municipal Signal Association a state agency, or other acceptable organization. Use pilot car operators meeting the minimum qualifications of a flagger (above). Mount a rotating amber beacon on the roof of each pilot car.
IV. SCHEDULE
a. Submit proposed schedule to the COR one week after contract award.
b. Complete work December 30, 2017
V. FEE AND PAYMENT
The Contractor shall be paid for travel and lodging in accordance with DSC-14, and Federal Travel Regulations. Travel costs and all other direct costs shall be included in the price for this task order.
After completion of the work and as a prerequisite to the final payment on this task order, the contractor shall furnish to the Contracting Officer a Release of Claims arising out of this Task Order. Such claims as are asserted by the contractor and accepted from operation of the Release shall be listed in spaces provided after the word “except” and shall be referenced to correspondence or other identifying data, together with monetary amount for each major claim item.
