COMBINED SYNOPSIS SOLICITATION

SOLICIATION NO. RFQ P16PS02822

A. GENERAL INFORMATION

1. This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a single firm fixed price contract to the Quoter whose quote represents the best value and is most advantageous to the Government. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation P16PS02822 is issued as a Request for Quotation (RFQ). FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-89-1 effective August 15, 2016, and are available in full text through Internet access at:

2. The North American Industry Classification System (NAICS) code for this requirement is 327390.

There is no set-aside for this opportunity. The small business size standard is 500 employees.

3. An order that results from this solicitation will be firm-fixed price.

B. DESCRIPTION OF REQUIREMENT. The full complement of general requirements and specifications are found in Attachment 1 titled ‘General Requirements / Specifications – Precast Concrete Showers/Restrooms Unit.’ Below is a brief summary.

1. One (1) Solid Precast Concrete Showers/Bathrooms unit for Ozarks National Scenic Riverways that meets ADA requirements, for delivery/set-up/installation at Alley Spring Campground, Eminence, Missouri.

2. Size of unit: 26’ x 40’ (Up to 5% variance larger is acceptable)

3. Showers/Bathrooms: The unit should house the following:

a. Seven (7) modular showers with stainless steel shower benches, one (1) of the seven showers will be ADA compliant. Each modular shower will have its own individual entrance to be accessed directly from the outside of the building.

b. One (1) Mens' Restroom with: (Vitreous China fixtures)

(1) Two (2) Sinks, one of which is ADA compliant.

(2) One (1) Urinal with Partition

(3) One (1) Standard Toilet and Enclosed Stall

(4) One (1) ADA Toilet and Enclosed Stall

(5) Two (2) Toilet Paper Dispensers

(6) Two (2) Hand Dryers

c. One (1) Womens' Restroom (Vitreous China fixtures)

(1) Two (2) Sinks, one of which is ADA compliant.

(2) Two (2) Standard Toilets and Enclosed Stalls

(3) One (1) ADA Toilet and Enclosed Stall

(4) Three (3) Toilet Paper Dispensers

(5) Two (2) Hand Dryers

8. Provide, deliver and set-up unit within sixty (60) to one hundred twenty (120) calendar days after receipt of an award.

9. Contract award is anticipated to be made in the mid-September 2016.

10. In addition to this Combined Synopsis Solicitation, consisting of three (3) pages, additional documents included in this solicitation are:

a. SF-1449 and Clauses and Provisions; consisting of 35 pages

b. Attachment 1 – General Requirements / Specifications – Precast Concrete Showers/Restrooms Unit; consisting of 7 pages.

c. Attachment 2 – Photos of Smaller Existing Unit at Ozarks; consisting of 8 photos

d. Attachment 3 – Quoter’s Response to General Requirements / Specifications; consisting of 3 pages.

C. SITE VISIT. No site visit has been scheduled for this solicitation; however, if you wish to visit the Park to acquaint yourself with the conditions of the area where the unit will be located and placed, please contact Carl Terrill, Jack Forks District Supervisor, by e-mail at carl_d_terrill@nps.gov, or by phone at (573) 323-8115.

D. CLAUSES AND PROVISIONS

Quoters must review and comply with the FAR Provisions or Clauses included with this Combined Synopsis Solicitation which are applicable to this acquisition, along with the Attachments included in this RFQ. The full text of referenced clauses and provisions may be accessed electronically at:

E. QUESTIONS

1. Questions: Quoters may request an explanation or interpretation of the solicitation, or its attachments by contacting Kathryn Logsdon, Contracting Officer, by phone at (217) 391-3225, or by e-mail at kathryn_logsdon@nps.gov Questions are to be submitted no later than Thursday, September 8, 2016 at 4:00 p.m. central time.

F. SUBMISSION OF QUOTES

1. Quotes are to be submitted via e-mail so they are received by the Contracting Officer NO LATER THAN THURSDAY, September 15, 2016 AT 3:00 P.M. CENTRAL TIME. Faxed quotes will not be considered. The e-mail addresses where quotes are to be sent is: kathryn_logsdon@nps.gov

2. At a minimum, furnish the following documents / information when submitting your quote.

a. Submit Firm’s Capability Statement

b. Please furnish at least three references from businesses/organizations/firms that have purchased a product from your company similar in size and specifications that is being requested by this RFQ.

c. Submit specifications/illustration/brochures of product being quoted.

d. Complete Attachment 3.

e. Submit Total Price (including delivery, set-up, installation)

f. Provide number of calendar days for delivery After Receipt of Order

G. EVALUATION FACTORS FOR AWARD

1. Pursuant to FAR Subpart 13.5, paragraph 13.500, Simplified Acquisition procedures will be applied in the evaluation of quotations received. Failure to submit the information called for in this solicitation may render the quote nonresponsive.

2. The Government will make a single award of a firm fixed-price contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation requirements will be the best value and most advantageous to the Government; that is, and in order of importance, the quoter who is able to provide the commercial product which best meets the general requirements and specifications identified in Attachment 1, meet the delivery time of not later than one hundred twenty calendar days (120) calendar days after receipt of order (or closest thereto), and lowest price. Of paramount importance with regards to the general requirements is Attachment 1, Item II.0004, Architectural Design.
