ATTACHMENT 1
GENERAL REQUIREMENTS / SPECIFICATIONS
PRECAST CONCRETE SHOWERS/RESTROOMS UNIT
I. BACKGROUND
0001 The National Park Service, Missouri Major Acquisition Buying Office (MABO) in
Springfield, IL is seeking sources who have an interest in and the ability to provide, deliver/set-up/install one precast concrete showers/bathrooms unit.
0002 The unit will be delivered to National Park Service, Ozark National Scenic Riverways located at Alley Spring Campground, Alley Spring, Missouri, located 5 minutes west of Eminence, Missouri on State Highway 106.
0003 This facility will service 160+ family camp sites at a maximum of six persons per site and group sites that accommodate 7 to 45 people.
0004 The area where the current facility is located, and where the new unit would be placed has been flooded six (6) times within the past two (2) years
0005 The requirements of the item being sought by the government are specified below.
Photos of an existing showers/bathrooms unit located at another location within the Ozarks National Scenic Riverways are included as Attachment 2. The building shown in the photos is smaller in size than that which is being specified in this specifications document. The photos are being provided for informational purposes only.
II. GENERAL REQUIREMENTS
0001 One (1) Solid Precast Concrete Showers/Bathrooms unit for Ozarks National Scenic
Riverways that meets ADA requirements.
0002 Size of unit: 26’ x 40’ (Up to 5% variance larger is acceptable)
0003 Showers/Bathrooms: The unit should house the following:
A. Seven (7) modular showers with stainless steel shower benches, one (1) of the seven showers will be ADA compliant. Each modular shower will have its own individual entrance to be accessed directly from the outside of the building.
B. One (1) Mens' Restroom with: (Vitreous China fixtures)
(1) Two (2) Sinks, one of which is ADA compliant.
(2) One (1) Urinal with Partition
(3) One (1) Standard Toilet and Enclosed Stall
(4) One (1) ADA Toilet and Enclosed Stall
(5) Two (2) Toilet Paper Dispensers
(6) Two (2) Hand Dryers
C. One (1) Womens' Restroom (Vitreous China fixtures)
(1) Two (2) Sinks, one of which is ADA compliant.
(2) Two (2) Standard Toilets and Enclosed Stalls
(3) One (1) ADA Toilet and Enclosed Stall
(4) Three (3) Toilet Paper Dispensers
(5) Two (2) Hand Dryers
D. One (1) Utility/Service Room
0004 Architectural Design:
A. For aesthetics and uniformity of like facilities throughout the Ozarks:
(1) The concrete exterior walls shall be a simulated barnwood texture;
color would be determined by the Park.
(2) The concrete roof shall be a simulated cedar shake texture; color would be determined by the Park.
B. The design of the unit must be able to withstand multiple forces of nature from snow load, floor load, earthquakes, wind loads and flood events, with little to no maintenance repairs needed after the event.
C. Exterior and interior walls will be sealed/painted with a water repellent product that will prohibit the possibility of moisture collecting and bacteria growth.
D. Enables for minimal custodial maintenance and more effective sanitation of facility.
E. While some of these type facilities require the pouring of concrete footings upon which the unit will be placed, such type of foundations have the potential of erosion and a high possibility the unit will lift due to a flooding event. Because of the frequent flooding which occurs in the Alley Spring Campground area, the showers/bathrooms unit must be designed so as not to require footings or concrete pad; rather, be designed so it is architecturally intended for the placement of the unit to be on a compacted level chat area.
0005 Warranty: Will provide a warranty against defects in material or workmanship for a minimum period of twenty (20) years on all concrete components. All other non-concrete components will carry a minimum of one (1) year warranty.
0006 Delivery:
A. The vendor will make a site visit to the delivery site prior to the installation.
B. Coordinate, schedule, and arrange the transport/shipping and delivery of the unit. Verify travel route for weight restrictions and height limitations of roads, overpasses, bridges, etc. or other impediments which would affect delivery and costs for delivery. There will be no adjustment to the contract price for failure to verify information prior to submitting a quote.
C. Delivery will be made to Alley Spring Campground in Alley Spring, MO; about five minutes west of Eminence, MO on State Highway 106.
D. Must be able to provide, deliver and set-up unit within 60 to 120 calendar days after receipt of an order.
0007 Set-Up and Installation:
A. Arrange, coordinate, and schedule for crane operator and labor to set the unit.
B. Setting the vaults over a properly prepared sub-base (sub-base will be prepared by the Government to the vendor’s specifications), application of appropriate sealants, and ensuring building is square / square-rectangle.
C. Make all final connections, installation of all amenities, final seals, and ensure unit is complete and installed as intended, and ready for use.
D. Once this is completed the Park official and the vendor will do an inspection of the unit, noting any deficiencies. Vendor will make repairs; and damaged items will be promptly replaced. Government acceptance will occur when there are no noted deficiencies and/or all deficiencies have been corrected to the Government’s satisfaction.
III. SPECIFICATIONS
0001 Concrete:
A. Will conform with ASTM C33 Standards Specifications for concrete
B. Colors Additives to Concrete: Will conform with ASTM C979 Standard
Specifications for Pigment for Integrally Colored Concrete
C. Concrete Reinforcement: Will conform with ASTM A615 and ASTM A185 standards
D. Concrete Finish: Interior floor and exterior slabs will be floated and troweled.
All exterior building walls and exterior screen walls will be textured to selected design by customer. All exterior surfaces of the roof panels will be cast to simulated texture that is selected by customer. The underside of the overhang will have a smooth finish.
0002 Sealers and Curing Compounds: Will conform with ASTM C309 standards for concrete
0003 Paint: Will not contain more than .06% by weight of lead, and conform to all Federal specifications.
A. Interior Paint: Chemical resistant urethane. Grey in color, and sealed with a clear acrylic anti-graffiti sealer.
B. Exterior Paint: Exterior slab will have a clear sealer, Exterior walls and roof will have water repellent penetrating stain same color as the walls and roof with clear acrylic anti-graffiti sealer.
0004 Grab Bars: Will be 18 gauge type 304 staninless steel with 1-1/2” clearance. Rated to withstand 300 pound top loading.
0005 Toilet Paper Dispenser; Constructed of ¼” thick 304 stainless steel. Capable of holding 3 standard roll of toilet paper. Fastening system to be able to withstand 300 pound top loading.
0006 Doors:
A. Restroom doors will be flush panel type 1 ¾” thick, minimum 16 gauge
Galvanized steel, top painted with DTM (direct to metal) ALKYD.
B. Restroom door frames will be knockdown or welded type, single rabbet, minimum 16 gauge prime coated steel top painted with DTM ALKYD, width to suit wall thickness. Three (3) rubber door silencers will be provided on latch side of frame.
C. Shower doors will be flush panel type 1 ¾” thick single sheet FRP gel coated solid core fiberglass doors, top painted with ALKYD. Door will have solid core urethane with polymer reinforcement.
D. Shower door frames will be single rabbet FRP gel coated frame with polymer reinforcement.
0007 Door Hinges: There will be 3 hinges per door with dull chrome plating 4 ½” x 4 ½” adjustable tension automatic-closing for each door.
0008 Lock set:
A. Will meet ANSI A156.2 Series 4000, Grade 1 cylindrical lockset for exterior door. Need to be compatible with Best Lock 7 pin core.
B. Lever handle both inside and out, push button lock on inside.
C. Emergency slot on exteriors so door can be unlocked. Inside lever always active. U.S. 26D finish (satin chromium finish)
0009 Dead Bolt: Standard model with double cylinder, 2 ¾” backset with U.S. 26D finish.
Cylinder will be a standard 1 1/8” mortise cylinder with compression ring and 626 finish (satin chromium finish)
0010 Door Stop: Stop will be a dome style stop meeting ANSI 156.16
0011 Door Sweep; Sweep will be provided at the bottom of door and will be an adjustable brush type.
0012 Wall Vent: Vent will be crank operated allowing unit to be opened or closed. Crank will be removable. Vent cover will be 14 gauge 304 stainless steel painted with DTM and anchored into the concrete wall with anti-rust tap con fasteners. Vent to come with insect screen. Cover to be recessed a minimum ¾” on exterior walls with a 45 degree bevel. Interior to be flush mounted. Wall vent will not protrude from the wall.
0013 Signs: Signs to have raised pictograms, letters and Braille to meet ADA. All signs inset a minimum of ¾” into wall with 45 degree bevel and anchored to concrete with concrete anchor nails.
0014 Windows: Window frames to be constructed from steel. Glazing will be 3/16” thick translucent pebble finished mar-resistant Lexan. Will be recess ¾” with 45 degree bevel. Frames will have vandal resistant fasteners.
0015 Plumbing:
A. All fixtures to meet ANSI A112.19.2
B. Waste and vent materials will be ABS or PVC plastic and will be plumbed to meet Uniform Building Codes.
C. Water material will be copper tubing Type L hard drawn. Gate valve will be provided at the inlet end of the water line. All water lines will be of a size to provide a proper flushing action based on a normal water pressure of 40 psi.
D. All plumbing will be concealed in the service area.
E. Hose bib available in the chase area
F. Main shut off valve and drain will be provided with plumbing.
0016 Toilet and Sink:
A. Toilet to be constructed of vitreous china, wall hung, with siphon jet action.
Toilet will have a back spud for concealed flush valve connection and will be mounted with the top of the seat 18 inches above the finished floor. Seat will be heavy duty solid plastic with open front.
B. Flush valve will be concealed closet flush-o-meter constructed of rough brass.
Furnish valve with integral vacuum breaker and wall mounted push button.
Valve will be of a water saver type with a flow of 1.6 gallons per flush.
C. Lavatory will be vitreous china with back splash guard, front overflow opening, equipped with brass trap and drain pipe without stopper. Sing will be 20 inches wide x 18 inches front to back x 5 ¾” inches deep with ADA trap cover.
D. Water valve will be self-closing water set with indexed push button.
0017 Shower:
A. Shower control unit will be 14 gauge 304 stainless steel recessed shower panel with 2.5 gpm flowrate, pressure balancing valve, recessed soap dish and integral stainless steel shower head.
B. ADA shower control unit will be 14 gauge 304 stainless steel valve, recessed soap dish, high low diverter valve, and high low integral stainless steel shower heads.
C. Two (2) 80-gallon high recovery water heaters.
0018 Electrical:
A. All components to be UL listed.
B. All electrical wiring will be in conduit, surface mounted in the service area and concealed in the user compartments. All wire will be copper.
C. A 200-amp breaker panel will be provided in the chase area.
D. Interior lights will be wall mounted vandal resistant 2 bulb T8 4 foot wrap around lens fixtures with low temperature ballast wet labeled.
E. Lighting on the exterior of building will be photocell activated; interior will be motion activated, chase area will be switch activated.
F. Four (4) exterior 35-watt High Pressure Sodium lights, vandal resistant
G. One (1) GFCI outlet located next to each sink
H. Two (2) restroom exhaust fans with 270 CFM.
0019 Hand Dryers: Hand dryers will be an air compression type with remote motor unit.
Push button switch located in cast nozzle housing with flexible hose connecting blower motor, housing and nozzle. Power input 120VAC, 7A (non-heated air)
0020 Shower Benches: Shower benches to be heavy duty 304 satin finish stainless steel with phenalic slats.
