The purpose of this amendment is to correct an administrative oversight to B.8 PROPOSAL

PREPARATION AND SUBMISSION INSTRUCTIONS on page 23 of the Clauses attachment and to post questions and answers.

B.8 PROPOSAL PREPARATION AND SUBMISSION INSTRUCTIONS on page 23 of the Clauses attachment was changed from "The Government contemplates award of a Firm Fixed Price contract to the lowest price technically acceptable proposal resulting from this solicitation. " to read "The Government contemplates award of a Firm Fixed Price contract using the performance price trade-off method providing the government with the best value proposal resulting from this solicitation." This change is highlighted in yellow in the attachment titled "Revised-Clauses.rtf"

2. Question 1 - May a 26 foot box truck be driven through the park from Sugarlands Visitor

Center to the CPC in Townsend, TN.

Answer 1 - A 26 foot box truck may be driven through the park from Sugarlands Visitor Center to Cades Cove with a final destination of the CPC in Townsend, TN. A 26 foot box truck will NOT be allowed to drive through the Metcalf Bottoms area with a final destination of the CPC in Townsend, TN.

Question 2 - Relating to the 15-20 very delicate spinning yarn, spinning wheels and other very fragile pieces; how have these pieces been moved before, as to protect them and how much insurance is required?

Answer 2 - 1. Most of the pieces in Oak Ridge have been moved 2 times in the last twenty years.

One move was from a location in North Carolina to

Oak Ridge. This was accomplished by a small local moving company. The second move was handled by

NPS staff and was done over several months. This move was a more local move with the collection just moving from one building in Oak Ridge to a different building in Oak Ridge. However none of the cultural staff currently here at the park were involved in these moves and we don¿t have any information specific to how these pieces were moved.

2. Ref the SOW. The Contractor shall provide proof of basic carrier liability insurance as well and standard insurance and bonding which covers the company and its employees against neglect, accident, theft and damage. If awarded and exercised, the Contractor shall provide additional insurance in the amount of $1 million using a qualified insurance underwriter.

Insurance certificate shall be provided to the CO prior to start of work.

Question 3 - Does everyone in the crew have to be in 1 location at one time?

Answer 3 - No, but splitting the crew will require scheduling coordination to ensure sufficient NPS staff will be in each work

location. Under all scenarios for moving

(workers at one, two or all three locations), the

NPS will have to pull people from other duties so advance planning is required. Each vendor is responsible for devising their schedule; however, the coordination of the move schedule between the successful bidder and the NPS is very important.

Question 4 - Will State ID be the only requirement to access OSTI building?

Answer 4 - A picture ID and either a local police background check or a company background check if those are already on file. The local police background checks are not difficult to obtain.

Question 5 - If your items are crated, will you require them to be uncrated at the new location?

Answer 5 - Not as long as the crate was not damaged in transit. The crates shall be assembled in such a way that the NPS staff can easily open them.

Question 6 - Will we be able to split days up over weeks, or does everything have to be done straight through?

Answer 6 - Each vendor is responsible for devising the schedule within the allotted period of performance; however, the coordination of the move schedule between the successful bidder and the NPS is imperative. NOTE: SOW under 1.

Contractor General Requirements (a) ) so that we can ensure sufficient NPS staff is available to be at the work site(s). Once a schedule is set up we would want to stay on that schedule because of the difficulty in arranging for our own staffing.

All other terms and conditions remain unchanged.
