Great Smoky Mountains National Park

Pack and Move of Museum Collection Scope of Work

Project Description:

The National Park Service (NPS) has constructed a new curatorial storage facility in Townsend Tennessee. Great Smoky Mountains National Park will be moving all archival and cultural history collections from their current storage locations into this new facility. All museum collections, supplies and equipment must be moved from a leased storage space (4,300 square feet) before September 23, 2016. The move cannot begin until after August 28, 2016 to allow the installation of compacting shelfing at the new curatorial storage facility. In addition, archival collections and art work must be moved from a second location to the new curatorial facility.

The Contractor shall furnish all labor, supervision, materials, equipment and expertise to ensure museum collections, supplies and equipment are safely moved to the Collections Preservation Center (CPC) located at 8440 State Highway 73 in Townsend Tennessee. Currently the collections, supplies and equipment are located at the Office of Scientific and Technical Information (OSTI) located at 1 Science.gov Way, Oak Ridge TN, 37830. Archival collections are located at the Sugarlands Visitor Center adjacent to the Park Headquarters at 107 Park Headquarters Road, Gatlinburg TN 37738. Handling of all collections (both boxed and unboxed) shall follow standards set forth in the NPS Museum Handbook.

NPS staff will pack all small items in boxes prior to the move. Approximately 650 boxes of varying sizes are to be moved. Packed boxes must be transported upright. All boxes should be handled with care to prevent damage to the boxes or their contents. Some boxes have been marked as top load or fragile and special care must be taken in handling, placement and transport of these boxes. Additional items are packed in bubble-wrap and wrapped in padded paper.

Items wrapped in padded paper should be handled with additional care and not placed under boxes.

For all collection items not packed in a box or in padded paper, the Contractor shall supply the blankets, padding, and other material needed to safely pack the items for shipment. Some of these collection items are currently stored on pallets and may be moved on those pallets if they can be secured to the pallet in a manner that allows for safe transport. The following is a sample of the number and type of collection items that are not to be boxed or previously wrapped in padded paper by NPS staff. Participation in a site visit is strongly suggested to understand the number and type of items being moved.

The contract also includes moving fixtures from the OSTI facility to the CPC. Included in the fixtures to be moved are two rolled textile racks to be placed by the contractor on a compacting

3 | P a g e shelving unit at the CPC facility. These racks are 48” D by 60” W by 120” H. The textile rack cantilever support bars and the tubes they support are to be removed from the racks before transport. No other disassembly of the textile racks is possible. Park staff will reattach the support bars and tubes at the CPC.

The shelving fixtures to be moved are of varying sizes and type. The contract includes the disassembly of this shelving at the OSTI facility and the reassembly of approximately 25 of these shelving units at the CPC facility. The following is the park’s best estimate of the number and size of fixtures to be moved.

Archives to be moved from the Sugarlands Visitor Center are currently boxed in archival quality document boxes and will not be packed into secondary boxes. Care must be taken to transport these boxes upright to prevent shifting or loss of the contents. There are approximately 940 linear feet of archive boxes to be moved. There are approximately 45 framed pieces of art work that will be boxed or packed by NPS staff to be moved by the contractor to the CPC. Furnishings to be moved are minimal and include one multi-drawer card catalog and twelve single drawer card files.

NPS staff will not be physically involved with the relocation. NPS staff will be available to answer questions. NPS staff will be present at the move locations during the duration of the move to provide direction and answer questions.

Scope of Work Statement for the Contractor

The CO, or NPS designee, will have the authority to direct Contractor staff to stop work any time that the CO, or designee, feels any situation may impair or threaten to impair the safety and integrity of any collection object or the CPC or OSTI facilities. Any time that the CO, or designee, directs the Contractor to stop work, the Contractor shall document this work stoppage.

If the Contractor believes that the work stoppages are unreasonable or unnecessary, s/he may submit a Request for Equitable Adjustment subject to contract clause 52.242-17, Government Delay of Work. The Contractor may contact the CO, but shall not disregard the work stoppages without specific authorization of the CO.

1. Contractor general requirements:

a. Scheduling of the move shall be coordinated with the Contracting Officer (CO), or designee to allow the NPS adequate time to ensure sufficient NPS representation at both the pick-up and delivery locations and notification of security staff at the OSTI facility.

b. A safety plan shall be submitted for NPS review and approval prior to Notice to

Proceed (NTP) being given.

c. All work performed at the CPC facility shall occur between the hours of 7:30 AM and 4:30 PM. NPS representatives must be present.

d. All work performed at the OSTI facility shall occur between the hours of 8:15 AM and 4:45 PM. NPS representatives must be present.

e. All work performed at the Sugarlands Visitor Center facility will occur between the hours of 7:30 AM and 4:30 PM. NPS representatives must be present.

f. All items being moved shall be handled such that they remain in an upright position when they are picked up, moved, and re-positioned at their new location.

g. The Contractor shall transport NPS property in such a way that the property is secure and protected from damage from handling, vibrations, moisture, weather hazards, and all other causes. Strategies such as padding and plastic wrapping shall be used to provide optimum protection for NPS property from the time it is removed from its current location to the time it is placed in its new location.

h. At no time shall the Contractor leave NPS property unattended or in unsecured areas. Absolutely no items are to be left in trucks overnight.

i. The Contractor shall provide adequate protection for the floors, wall surfaces and corners, doors, door frames, windows, shelving, furnishings and other features of all three facilities. Effective use shall be made of protective materials such as plywood, corrugated board, and Styrofoam corner protectors. The Contractor shall be responsible for any and all loss or damage to buildings, building sites, NPS property and DOE property by theft, accident, or other means during the performance of the project.

j. The Contractor shall keep all work areas clean and free of debris. Contractor generated trash and debris shall be removed at the end of each work shift and legally disposed of by the Contractor at public or private dump areas. Use of OSTI dumpster(s) is not allowed. There is no dumpster at the CPC facility.

k. The Contractor shall provide proof of basic carrier liability insurance as well and standard insurance and bonding which covers the company and its employees against neglect, accident, theft and damage.

l. If awarded and exercised, the Contractor shall provide additional insurance in the amount of $1 million using a qualified insurance underwriter. Insurance certificate shall be provided to the CO prior to issuance of Notice to Proceed.

m. To assure the safety and protection of the collection throughout all phases of this project, the Contractor and/or representatives of the Contractor, shall not advertise/publicize/cite their involvement with any phase of the project in any way (including, but not limited to, websites, handouts, flyers, brochures, newsletters, reports, traditional media and social networking sites (e.g. Facebook, Twitter, Foursquare) until after contract closeout.

2. Logistics for the OSTI Facility (origin #1):

a. The OSTI facility is a Department of Energy (DOE) owned and operated facility that houses offices and operations other than the NPS leased space. DOE employees and contractors will be working in other offices in the building. They

6 | P a g e will also be using the hallways and other common areas of the building during the move.

b. The OSTI facility is a secure location and moving staff accessing this location must be US citizens to enter the facility. DOE may require a local police department background check. The Contractor shall have a background check for each of the moving staff accessing the building on file and available for the DOE upon DOE request.

c. Moving staff shall check into the OSTI facility each day and shall have appropriate government photo ID such as a driver’s license to gain access. Once checked into the OSTI facility the movers will be provided visitor ID badges which shall be worn and visible at all times. These badges shall be turned in at the end of each work shift.

d. Certain items are prohibited within the OSTI facility. A complete list will be provided at badge in but excluded items include weapons and drugs. Electronic equipment is not allowed without approval. Cell phones are allowed but no photographs may be taken.

e. Only approved entrances, exits and routes through the building may be used by move staff. Move staff is not allowed in other areas of the OSTI facility.

Restrooms are readily available at the OSTI facility.

f. No open entrances to the OSTI facility can be left unattended. NPS representatives will be stationed at all points being used for loading or unloading trucks and at all times they are in use.

g. The loading dock is a standard height for semi-truck and box truck delivery. This loading dock is located approximately 450 feet (through interior hallways) from the rooms where the NPS collections are stored.

h. An exit doorway (without a loading dock) may also be used during the move if the CO is notified a minimum of 72 hours in advance to allow for sufficient NPS representation on site. This exit may not be used during inclement weather (for example rain, hail, snow, high wind). This exit is approximately 75 feet from the collection storage space. Caution shall be used at this location as the ramp can be slippery. Also this entrance is used by employees as access to a designated smoking area and right of way must be maintained for employee traffic.

i. Room 235-A (approximately 13 feet by 12 feet) within the area leased by the NPS may be used by the contractor as a staging area. Inside equipment may also be left at the loading dock or in quad 6 hallways. However an open pathway shall be maintained through all areas and the use of these areas is to be coordinated with OSTI’s facility operation manager.

j. Use of pallet jacks is allowed so long as damage isn’t occurring to any flooring.

Any such equipment, if needed, shall be Contractor furnished.

k. Trucks or other contractor vehicles shall not be left on site at the OSTI facility overnight. A designated exterior staging area for trucks and other vehicles will be provided.

3. Logistics for the Sugarlands Visitor Center (origin #2)

a. The items being moved from the Sugarlands Visitor Center are in a basement location. A set of stairs is the only means of access.

b. There is no loading dock.

c. The Sugarlands Visitor Center is a busy public location and movers shall be prepared to move through pedestrian traffic.

4. Logistics for the CPC Facility (destination):

a. The shipping and receiving room at the CPC can be utilized by the contractor for staging.

b. A 30” loading dock is available at the CPC facility.

c. All collection items shall be placed on the main floor of the facility however some supplies and/or shelfing shall be placed on a second floor. There is no elevator.

d. Use of pallet jacks is allowed so long as damage isn’t occurring to any flooring.

Any such equipment, if needed, shall be Contractor furnished.

e. Parking and maneuvering space at the CPC is extremely limited. No traffic or parking on lawn or landscaped areas is allowed.

5. Contractor staff:

a. All work shall be performed in a safe and professional manner.

b. All Contractor staff shall wear name badges and a form of identification that is clearly discernible (T-shirts bearing the company name, for example) at all times during the move.

c. The Contractor shall ensure that his or her employees comply with NPS and DOE facility regulations while at work sites. Employees shall refrain from eating, drinking (including water), or smoking except in designated areas and at all times when handling the items being moved. Work sites, including outdoor areas, shall

8 | P a g e be kept free from food wrappers, drink containers, and the remains of cigarettes.

Items being moved shall be handled with clean hands.

d. The Contractor shall designate a move supervisor to manage all labor at both origin and destination. The supervisor shall work with the CO, or designee, during all phases of the wrapping, packing, crating and move and shall support all decisions made by the CO, or designee, concerning temporary work stoppages that impact the safety and protection of the staff, the collections or the facilities.

6. Contractor vehicles and move to/from Storage Facility:

a. The Contractor shall provide trucks with air-ride suspension, rear lift gate, dual drivers, and constant communication ability with their main office through GPS tracking or other secure method. All trucks shall be clearly marked and identified as part of the contractor fleet of vehicles.

b. Contractor trucks used to transport collection objects shall be hard sided and clean with no residue of foodstuffs, chemicals, hazardous materials, or stains from previous use.

c. Contractor vehicles shall not leak and there shall be no possibility that water can get inside the truck during inclement weather.

d. The Contractor vehicles that will transport the museum collections shall carry fire suppression (fire extinguishers) equipment and staff trained in its use to be immediately available in case of emergencies.

e. The collection shall be secured in the Contractor trucks with appropriate Contractor-provided locks and security seals for the cargo area during transport.

At any time the collection, or any part thereof, is loaded in a truck, and doors of the vehicle are not locked, at least one member of the Contractor staff shall be present to monitor all access to the vehicle.

f. The Contractor staff is not authorized to open any box unless requested by the CO, or designee.

g. Other than the observance of traffic laws, vehicles shall not make stops during the park to storage facility transport.

7. Contractor shall supply:

a. All necessary supplies required for wrapping, packing and crating items that have not been previously boxed by NPS staff.

b. All necessary supplies required to palletize items or boxes.

c. All necessary supplies to protect the walls and floors in the structure.

d. All necessary heavy equipment such as pallet jacks.

e. All necessary loading/unloading equipment such as ramps, dollies, carts, hand trucks and lifts, etc.

f. All necessary hand tools required for fabricating/adjusting boxes and crates and for disassembly and reassembly of shelving.

g. Power supply/Generator (if needed).

8. Guidelines and requirements for the delivery of collection is as follows:

a. The Contractor shall be responsible for the placement of the items being moved into the CPC according to the mapping scheme to be provided by the NPS. Where specified, the Contractor shall ensure that exact order for placement is maintained.

NPS staff will be responsible for unpacking of boxes.

b. The Contractor shall place and secure the Textile Racks onto the designated compacting shelving unit at the CPC at the direction of the CO or designated NPS representative.

9. Shelving disassembly and reassembly:

a. Once emptied, shelving at the OSTI facility shall be disassembled and transported to the CPC facility. All shelving parts and hardware for reassembly shall be maintained in manner allowing easy reassembly of the shelving.

b. The Contractor shall reassemble approximately 25 of the disassembled shelving units at the CPC and place these shelving units in the CPC at the direction of the CO or designated NPS representative. Some of these assembled units shall be placed on the second floor of the CPC.

c. The remaining disassembled shelving units shall be placed at the direction of the

CO or designated NPS representative while still maintaining good organization of all parts and hardware to allow for later reassembly. Some of these disassembled units shall be placed on the second floor of the CPC.
