Statement of Work

Restripe Faded Pavement Markings at

Blue Ridge Parkway in

Virginia

PART 1: GENERAL

1-1 DESCRIPTION OF WORK: Work includes furnishing all labor, materials and equipment necessary to install pavement markings in accordance with these contract specifications, along a portion of the Virginia section of the Blue Ridge Parkway. This project represents a shift from restriping with a standard acrylic waterborne paint to restriping with a more durable waterborne acrylic paint with 100% acrylic emulsion cross-linking resins. This change will allow a thicker mil thickness of paint to be applied and use of the larger size glass beads for enhanced durability and reflectivity. Included in the work is all traffic control measures, layout of work and surface preparation required to install the following traffic markings. All work shall be performed under a single contract.

A. BASE BID: In accordance with these specifications, install approximately

899,000 linear feet (LF) of retro-reflective yellow painted centerline striping and approximately 6,100 LF of white non-reflective parking lot striping along the Blue Ridge Parkway roadway, at the following locations:

1. Milepost 106.1 to Milepost 121.4 (Section 1M) yellow retro-reflective centerline striping and 2,651 LF of white non-reflective striping at pull off parking and edgelines.

2. Mill Mountain Spur Road (starting near Milepost 120.4 and extending approximately 2.3 miles) yellow retro-reflective centerline striping.

3. Milepost 121.4 to Milepost 136.1 (Section 1N) yellow retro-reflective centerline striping.

4. Milepost 136.1 to Milepost 144.2 (Section 1P) yellow retro-reflective centerline striping.

5. Milepost 144.2 to Milepost 155.3 (Section 1Q) yellow retro-reflective centerline striping.

6. Milepost 155.3 to Milepost 165.4 (Section 1R) yellow retro-reflective centerline striping.

7. Milepost 165.4 to Milepost 174.0 (Section 1S) yellow retro-reflective centerline striping and 1,932 LF of white non-reflective striping at pull off parking and edgelines.

8. Milepost 174.0 to Milepost 183.5 (Section 1T) yellow retro-reflective centerline striping and 217 LF of white non-reflective striping at pull off parking and edgelines.

9. Milepost 183.5 to Milepost 193.3 (Section 1U) yellow retro-reflective centerline striping and 1,281 LF of white non-reflective striping at pull off parking and edgelines.

1. Contractor shall provide shall provide one (1) electronic copy or three (3) print copies of each of the following items to the Contracting Officer or their designated representative.

2. The Contracting Officer retains the right to require other submittals as need arises.

3. Material requiring approval shall not be delivered to the project site or used in the work of this contract until the Contractor receives approval from the Contracting Officer.

4. Allow approximately 14 calendar days for review and return of the submittals.

B. Traffic Paint: Contractor shall provide manufacturer’s product cut sheets on the paint, describing it and showing that it meets the referenced specifications.

C. Glass Beads: Contractor shall provide manufacturer’s cutsheets on the glass beads, showing they meet the requirements of AASHTO and these specifications.

D. Warranties and Guarantees: Contractor shall provide any warranties or guarantees on manufacturer’s installed products.

E. Certification: Contractor shall provide proof of certification for each Pavement Marking Technician performing the work of this contract.

F. Traffic Control Plan

1. Contractor shall provide a detailed and comprehensive plan of how traffic will be dealt with in a safe and effective manner during the work of this contract.

2. Operation methods and safety measures shall be listed and explained.

G. Paint Spill Cleanup Plan

1. A plan shall be submitted listing the procedures, equipment and materials to be used to clean up any paint spills that might occur within the parkway during the course of this project.

2. The plan should anticipate cleanup methods not only for spills on asphalt pavement but also on grassed shoulders or adjacent natural ground landscapes.

1-3 QUALITY ASSURANCE:

A. Contractor’s Qualifications:

1. The Contractor and/or his designated subcontractor(s) must be regularly engaged in and skilled in the type of construction required to complete the work of this contract.

2. Use adequate numbers of skilled workers who are thoroughly trained and experienced in the necessary crafts and who are completely familiar with the specified requirements and methods needed for the proper performance of the work of this contract.

3. Each striping crew shall have a Pavement Marking Technician, certified by the Commonwealth of Virginia, present during all pavement marking operations.

B. Regulatory Requirements

1. Traffic markings and their installation shall be in accordance with the following standards, manufacturer’s guidelines and these specifications:

2. Manual on Uniform Traffic Control Devices (MUTCD) 2003 Edition, Revision 1:

a. Part 3 Markings

b. Part 6 Temporary Traffic Control

c. Available through the U.S. Department of Transportation, Federal Highway

3. Federal Highway Administration’s “Standard Specifications For Construction Of

Roads And Bridges On Federal Highway Projects (FP-03)”:

a. Section 634.05 (b) Type C Waterborne Traffic Paint.

b. Section 718.14 Materials: Type C Waterborne Traffic Paint (meet or exceed)

c. Section 718.19 Materials: Type 3 Glass Beads

1-4 DELIVERY, STORAGE AND HANDLING

A. Due to limited available storage space at Parkway facilities, the Contractor shall arrange to store all paint, beads and any other materials and equipment off Government land.

B. The only exception shall be overnight parking of the paint striping truck at Parkway facilities on a space available basis.

C. All pavement marking and glass bead materials shall be delivered and stored in the manufacturer’s original suitable container, and be clearly and adequately marked with the material, color, date of manufacture, process, batch or lot number, manufacturer’s name and location, temperature range, shelf life, and include the material safety data sheets (MSDS).

D. Glass beads shall be packaged in moisture resistant bags.

1-5 PROJECT CONDITIONS

A. Apply traffic markings only during daylight hours, when air and pavement temperatures are rising above 50 degrees Fahrenheit for painted striping markings, weather conditions are favorable, and surface is clean and dry.

B. Work should be scheduled for times of reduced traffic.

C. No restriping will be allowed during the month of October due to heavy visitation and use of the parkway.

PART 2: PRODUCTS

2-1 CENTERLINE PAINT:

A. Meet Federal Specification No. TT-P-1952E Type III for a mid-durable waterborne acrylic paint with 100% acrylic emulsion cross-linking resins, made specifically for pavement marking applications.

B. Acrylic Resin Binder: Paint to contain an acrylic resin binder of 100% cross-linking acrylic as evidenced by infrared peaks at wavelengths 1568, 1624 and 1672 cm-1 with intensities equal to those produced by an acrylic resin known to be 100% cross-linking. Acceptable paints shall have an acrylic resin binder such as Rohm & Haas Fastrack HD-21 or Dow DT-400 or approved equal.

C. Low VOC: Paint shall have less than 150 grams per liter of volatile organic content (VOC).

D. Dry to No Pick-up (NPU) Time: Shall be less than 6 minutes for a 20 mil (wet) application.

E. Paint shall be a ready mixed, homogeneously mixed paint with spraying consistency suitable for retro-reflective pavement marking. Paint shall be capable of receiving glass beads dropped by suitable pressurized means into the wet paint as it is applied to the pavement.

F. Paint shall be made specifically for pavement marking applications and comply with Part 3 Markings, of the MUTCD in standard Federal Highway yellow color.

2-2 PARKING LOT STRIPING PAINT: Provide the same paint as to be used for the centerline marking, except the color is to be the standard Federal Highway white color and no reflective beads are to be used in the paint.

2-3 GLASS BEADS

1. Glass beads shall meet AASHTO M247, Type 3, moisture resistant with flotation properties.

2. The silica content of the glass beads shall be no less than 60 percent.

3. The beads shall be manufactured from 100% recycled glass from a composition designed to be highly resistant to traffic wear and to the effects of weathering.

B. Physical Characteristics

1. The glass beads shall be colorless, clean, transparent and free from milkiness, excessive air bubbles, skins and foreign objects.

2. The glass beads shall have a minimum refractive index of 1.50 to 1.55 when tested by the liquid immersion method at 77°F.

3. They shall be spherical in shape with a minimum of 70% true spheres when tested according to Federal Lands Highway (FLH) test method T520-93.

4. They shall be essentially free of sharp angular particles, and particles showing surface scarring and scratching.

C. Gradation: Glass beads used in all pavement marking shall meet the following gradation requirements of FP-03 Section 718.19 for Type 3 (large) beads when tested in accordance with ASTM D 1214 (percent by mass passing designated sieve):

The glass beads shall be capable of flowing freely through dispensing equipment in any weather suitable for marking the pavement.

D. Coating: Glass beads shall be treated with an adherence coating to insure satisfactory embedment and adhesion when applied to the specified acrylic waterborne traffic paint.

2-4 PAINT REMOVAL MATERIAL

A. Contractor shall provide a safe and effective product or means for removal and cleanup of spilled or incorrectly applied marking paint.

B. The method or product shall not damage the existing pavement, shoulder or natural landscape.

C. This method or product should be fully described in the Paint Spill Cleanup Plan, for proper review and approval.

D. The plan should anticipate possible paint or solvent spills on various substrates such as asphalt pavement, grass shoulders or natural landscapes within the work site of this project.

PART 3: EXECUTION

3-1 PROTECTION OF PUBLIC AND TRAFFIC CONTROL

A. The Contractor shall be responsible to furnish all the personnel and equipment necessary to provide safe and adequate traffic control in and around the areas of the striping or marking operations, and protect freshly painted or applied traffic markings until they have dried sufficiently to resist tracking or smearing.

B. Install all traffic control measures needed to maintain safe two-way traffic on the Parkway road.

1. Suitable traffic controls such as flagmen, traffic cones and signage as required in Part 6 of the MUTCD shall be used.

2. Keep traffic delays to a maximum of 10 minutes.

3. Keep traffic on the paved roadway (do not use the road shoulder to move traffic past the striping operation).

4. Use warning signs to stop and slow moving traffic.

5. Use traffic cones and other measures to protect freshly painted pavement marking from smearing and tracking.

C. Work occurring inside tunnels will require extra measures of safety and visibility.

D. Contractor Vehicle Safety Lighting

1. All Contractor vehicles shall be equipped with white or amber strobe lights or rotating beacons installed atop the vehicles.

2. These warning lights shall operate at all times when vehicles are located at the job site, unless the vehicle is not in use and parked well away from the active traffic lanes.

E. Personnel working on the job shall have and use required personal safety apparel such as high visibility safety vests and hard hats.

F. All traffic control measures shall be explained in the Traffic Control Plan submittal and is subject to review prior to approval and any construction.

G. Whenever possible, a Blue Ridge Parkway Ranger may accompany the striping crew and assist with traffic control. However, the Contractor shall always have the primary responsibility for traffic control.

3-2 LAYOUT OF WORK

A. The Contractor shall provide all of the personnel, materials and equipment necessary to perform any layout of pavement markings.

B. Before placing any striping paint, mark badly faded existing striping locations by placing spots of paint at start and end points and at intervals to ensure accurate location of lines on the road.

C. Restriping shall generally occur on top of the old striping to match the same location and layout.

3-3 PAVEMENT SURFACE PREPARATION: Prior to applying pavement markings, the Contractor shall clean the pavement to be marked by brooming, airblasting, high pressure water, manual scrubbing with water and approved detergent, or other acceptable cleaning method. Surface must be dry, free of dust, dirt, leaves, loose gravel, oil, grease, debris and other foreign contaminants before painting.

3-4 PAVEMENT MARKING PATTERNS

A. Use correct line colors and patterns and spacings, as required by the Manual on

Uniform Traffic Control Devices (MUTCD), Chapter 3B Pavement and Curb Markings.

B. Contractor will try to match the existing pavement markings as much as possible (see Application Tolerances).

1. Centerlines in tunnels: Centerlines in tunnels are not to be painted, since they have thermoplastic striping through them and approximately 100 feet beyond each end of the tunnel.

2. Centerlines on pavement not in tunnels: 4 inch wide stripes; yellow paint with reflective beads. Separate double centerline stripes with 4 inch space.

3. Lines shall be 4 inches wide, plus or minus 1/4 inch.

C. Parking Area Striping

1. Lines shall be 4 inches wide in white non-reflective paint (no reflective beads required).

2. Tolerances for lines shall be within ¼ inch plus or minus of the 4 inch width.

D. Pedestrian Crossings

1. Shall be 8 inch wide stripes in white non-reflective paint (no reflective beads required).

2. Tolerances for lines shall be within ¼ inch plus or minus of the 8 inch width.

3-5 PAVEMENT MARKING EQUIPMENT

A. Equipment used to install the painted reflective centerline shall have the following characteristics:

1. Truck-mounted and self-contained.

2. Pressurized paint nozzles located outboard of the vehicle wheels.

3. On-off control for bead dispenser synchronized with the On-Off control for the paint nozzle.

4. Provide a pressurized bead dispenser/applicator.

5. Must have a measuring device capable of automatically and accurately measuring and totaling the stripe lengths.

a. Accuracy shall be maintained, via field calibration, within 1 percent plus or minus of actual measured length.

b. If equipment does not have field calibration capability, any error in excess of 1 percent shall be mathematically corrected for payment.

6. A heating device capable of heating and delivering paint to the spray nozzle at a minimum of 140 degrees Fahrenheit or as recommended by the paint manufacturer to improve quick dry characteristics.

7. Capable of applying hot paint under pressure directly to the pavement with a uniform width and thickness to produce clean, sharp, and smooth edges on stripes.

8. Capable of automatically or manually applying two parallel solid or broken stripes simultaneously.

9. The spray nozzle and bead dispenser shall be shielded to prevent over-spraying.

10. Mobile and maneuverable to the extent that straight lines can be followed and all standard curves can be made in true arcs.

B. Equipment used to install the painted white non-reflective parking lot lines shall have the following characteristics:

1. May be non-motorized.

2. Capable of consistently applying a neat, uniform stripe within the dimensional tolerances listed previously.

3. Not be required to heat the paint prior to application.

3-6 PAINTED CENTERLINE APPLICATION

1. The pavement marking material shall be capable of accepting an overlay of compatible material.

2. The installed pavement marking material shall have a uniform thickness and smooth surfaced cross-section throughout its entire length, while maintaining the listed tolerances and application rates.

3. The Contractor shall protect the pavement markings until they are track free.

4. Any markings tracked by a vehicle shall be removed by methods acceptable to the Contracting Officer and at no additional expense to the Government.

5. The Contractor shall be responsible for removing all pavement marking materials spilled on the road surface by a method acceptable to the Contracting Officer.

B. Tolerances

1. Edges of new markings shall match the edges of the existing old marking edges.

2. Stripes shall begin and end within 2 inches of the ends of the existing markings.

3. Any greater deviations shall be sufficient cause for requiring the material to be removed and repainted at no additional cost to the Government.

C. Application Rates

1. All longitudinal pavement marking lines 8 inches or less in width shall be applied with one pass of the pavement marking equipment.

2. Pavement marking lines greater than 8 inches in width and pavement marking symbols may be applied with multiple passes of the pavement marking equipment.

3. Spray paint at 20 mil minimum wet film thickness before glass beads.

4. Immediately apply Type 3 glass beads on the paint at a minimum rate of 12 pounds of beads per gallon of paint. Painted traffic markings which do not meet the application rates listed shall be re-applied at no cost to the Government.

D. Glass Bead Application

1. Use a drop-on method of application, where the glass beads are dispensed by a pressurized mechanical feed or a high pressurized means onto the pavement marking as it is applied to the pavement.

2. Drop-on bead dispensing methods for pavement marking lines shall not be simply dependent on gravity, or dropped by hand.

3. Approximately 70 percent of the beads shall be fully buried in paint with the remaining 30 percent embedded 50 percent into the paint surface.

3-7 IMPROPERLY APPLIED OR DAMAGED PAVEMENT MARKINGS

A. The Contractor shall be responsible for removing and replacing any improperly applied, smeared, tracked or damaged pavement markings at no additional cost to the Government.

B. Improperly applied and damaged markings shall be removed using methods that will not damage the pavement surface or leave confusing patterns on the pavement similar to the traffic markings being removed.

C. Methods used will be those that are a part of the approved Paint Spill Cleanup Plan, for paint removal.

D. Remove any excess material resulting from the marking removal and replacement pavement markings.

3-8 PAINT SPILLS:

A. Prevention

1. Contractor shall take precautions to prevent spills when transporting paint, filling striping truck paint reservoirs, and cleaning paint nozzles on the equipment.

2. Whenever possible, move equipment off of the pavement during filling and cleaning operations.

3. Use material such as building paper, plastic sheeting, drop cloths, or other disposable sheeting to protect the ground and/or pavement surface from paint spills.

B. Spill Cleanup

1. Paint spills shall be immediately cleaned up at the time of occurrence.

2. The crew shall have on hand at all times the necessary materials and equipment to perform effective spill cleanups.

3. If spills occur on road shoulders or other non-paved areas, remove and dispose of any contaminated soil and/or vegetation.

4. Methods and materials used for paint spill cleanup shall be those approved as part of the Paint Spill Cleanup Plan.

3-9 PAVEMENT MARKING PROTECTION

A. Protect pavement markings until dry or bonded.

1. Place traffic cones at all freshly painted traffic markings, to keep traffic off wet paint markings and prevent smearing, tracking or movement of the markings.

a. Curves: Place cones at intervals of 50 foot or less in curved road sections.

b. Straight Sections: Place cones at intervals of 100 feet or less on all straight or nearly straight road sections.

c. Intersections: Place cones at ends and sides of markings.

d. On-Ramps: Place cones at intervals of 25 feet or less at on-ramps which have a tight turning radius.

e. Parking Lots: For small parking pull offs, place traffic cones or suitable barricades to close off each entrance to the parking lot until striping is placed and dry. On larger parking lots, place cones at locations to protect the sections of the parking lot striping being installed, or rope off areas, until the striping is dry.

2. Remove all cones as soon as paint has dried or cured sufficiently to prevent smearing, tracking or movement of the markings.

B. For centerline striping, the distance between the cone placement vehicle and the paint striping truck shall be maintained at no more than 150 feet at all times.

1. The cone pickup vehicle shall travel with the traffic flow and no part of the vehicle shall cross or straddle the centerline.

2. When five or more vehicles accumulate behind the cone pickup vehicle, the cone pickup vehicle should exit the roadway at the first convenient and safe location and allow traffic to pass.

3. The cone pickup vehicle shall also allow following traffic to pass at intervals not to exceed 5 minutes.

3-10 JOBSITE CLEANUP

A. The jobsite shall be kept clean and neat at all times.

B. Used packing materials for glass beads, etc. and all trash shall be stored in appropriate refuse containers.

C. Trash and empty paint drums, shall be removed from Government land daily, and disposed of in a legal manner.

3-11 ACCEPTANCE

A. Markings shall be accurately placed, and appear clean and uniform day and night.

B. All yellow centerline painting and striping shall be reflective with glass beads in it.

C. Unsatisfactory markings shall be corrected at no additional expense to the Government.

D. Once any corrections are made, the work is ready for acceptance by the Government.

3-12 CLOSEOUT

A. Substantial Completion and Final Inspection

1. Submit written certification that the project is substantially complete, and request in writing a final inspection.

2. The CO or their designated representative will make inspection within 10 days of receipt of request.

3. When the CO determines that the work is substantially complete, they will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion.

4. If the CO determines that the work is not substantially complete, they will immediately notify the Contractor in writing, stating reasons.

5. After completing work, the Contractor shall resubmit certification and request a new final inspection.

B. Acceptance of the Work: After all deficiencies have been corrected, a Letter of Acceptance will be issued to the Contractor.

PART 4: MEASUREMENT AND PAYMENT

4-1 MEASUREMENT

A. Method

1. The metered registers on the paint striping equipment shall be the primary basis for measurement.

2. Prior to the start of contract work, the Government shall verify the accuracy of the metered registers by comparison with a known or measured distance.

3. This calibration check on the register accuracy shall be repeated at the completion of 100,000 linear feet of striping, and again every 300,000 linear feet of completed striping application.

4. If register errors cannot be corrected by calibration, a correction factor will be applied to readings for payment.

5. Parking lot striping shall be measured with a meter on the application machine that has been checked by the Contracting Officer or their representative or shall be measured after installation with conventional measuring devices such as measuring wheel or cloth tape.

B. Documentation

1. The Contractor shall maintain daily reports that record:

a. Beginning and ending locations each day by Parkway milepost.

b. Meter readings from the striper.

c. Quantities of paint and beads used.

d. Application rate of materials.

e. Measurements recording all parking lot striping or crosswalk striping installed that day, and the amount of paint used for it. Keep this quantity separate from the centerline striping quantities.

f. Date and Times of work.

2. All Daily reports are to be provided to the Contracting Officer’s designated representative.

4-2 PAYMENT

A. Payment for Road & Parking Striping: Payment will be made at the contract unit price for each linear foot of painted yellow retro-reflective or painted white non-reflective traffic markings installed and accepted.
