P15PS00940 SYNOPSIS TEXT

This pre-solicitation notice announces a future solicitation and contract for replacing the heating, ventilation, and air conditioning (HVAC) units at the National Park Service visitor center, North Cascades NPS Complex, Newhalem, WA. The electronic Request for Proposals will be available on approximately April 29, 2015, at www.FBO.gov and www.FedConnect.net. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however offerors who have not completed the requirements stated below prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award.

PROJECT DESCRIPTION: The 11,930 square foot North Cascade Visitor Center was built in 1991. The building is heated by a 234M BTU and cooled by a 282M BTU, 8,400 CFM AHU heat pump (Trane model TWA24083) with 45KW auxiliary supplemental heating coil. The system is distributed with eleven VAV units, ten of which are fans powered with electric re-heat (3-7.5KW). The VAV boxes are located throughout the building, within the ceiling of the space. There are 750-watt supplemental radiant ceiling panels in the Men’s and Women’s bathrooms; 1,250-watt baseboard heaters in the entries; and a 500-watt baseboard heater in the elevator/mechanical room.

This project will be performed as a design-build project to rehabilitate the above heating, cooling and control system and associated electrical and ductwork. The Contractor shall provide all materials, installation and management labor, transportation, administrative and other services to complete the proposed HVAC upgrades. Contractor shall include all costs to execute a turnkey project including removal and replacement of existing equipment, activation and testing/commissioning, disposal/recycle of removed material according to appropriate codes, all associated material and labor, insurance, permit and inspection fees required to make the HVAC work complete and operable.

Additional design-build details and system requirements will be provided in the Statement of Work posted with the Request for Proposals. The contractor will have 60 calendar days to submit the Design Development Documents and 270 calendar days to complete the construction after the contract is executed. Construction will not begin until after September 8, 2015.

Note that this requirement was previously advertised as Request for Proposals #P15PS00150, which was cancelled without award. Solicitation P15PS00940 will incorporate a revised Scope of Work and wage determination and clarify Buy American Act requirements.

PROJECT LOCATION: The North Cascades Visitor Center is in Newhalem, WA. The entrance road leaves Washington State Route 20 at milepost 120. Maps and information about the park are at www.nps.gov/noca. A site visit is planned on May 13, 2015, at 11:00 am.

DETAILS: This is a best value procurement set-aside for service-disabled veteran-owned small business concerns in accordance with FAR Part 19.14. The NAICS code for this project is 238220 and the small business size standard is $15.0 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price design-build construction contract subject to the Davis- Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000. An offer guarantee for 20% of the proposed price will be required with the offer. Performance and payment bonds will be required after award. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov.

The electronic Request for Proposals will be available on approximately April 29, 2015, at www.fbo.gov and www.FedConnect.net. Prospective offerors will be required to visit these websites periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.
