Questions and Answers

1. Q. Given a fixed labor hour contract type, does a bidder have the flexibility to bid a unit of ‘year’ and ‘quantity’ of one, or does the Government require the unit to be ‘hour’?

A. The fixed labor cost is ‘hour’ for an estimated 1880 per year.

2. Q. If the unit must be ‘hour’, does the Government require a specific ‘quantity’? If not, the bids could range from 1720 to 1880 hours, or so, per year and it would be difficult to evaluate bids equally. It is my understanding that the current leave policy at CSU is up to 35 days’ vacation/sick days, along with the 10 Government holidays yields about 1720 hours per year. Recommended the Government add a fixed ‘quantity’ of hours for each labor CLIN to achieve equal treatment for bid price evaluation.

A. The estimated number of hours per year is 1880. This is a labor hour contract so only hours worked will be billed.

3. Q. I have a query regarding subject mention Solicitation. What is the submission criteria? Email? Hard Copy? Or either way is acceptable? If it’s an email which email –id you want us follow thils response? Please confirm.

A. Either email or paper submission is fine. The email address to send the proposal to is, Jaime_mijares@nps.gov the address to submit paper is on the solicitation.

4. Q. Section B.1.3 says, we need to describe how our background and experience will enable us to at least meet the technical provisions, functional performance and information, documentation, and support requirements. How this needs to be described in our proposal?

A. Must be compliant with the GPAT attached to the proposal. Background and experience meet the GPAT.

5. Q. Please clarify as how to show the following two in our proposal

(a) (4) 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards (FEB 2012) (Pub. L. 109-282) (31 U.S.C. 6101 note).

(b) (5) Terms of any express warranty[P15PS00939 Final- Pg 1- Section (b)] A. Contractor must be compliant with 52.204-10. Warranty will not be part of this solicitation since it is IT Services.

6. Q. SF1449 says “This is a request for quote for two onsite personnel for the Natural Resources PEPC Support”, however, SOW Section C.3.2 says “The contractor shall present resumes of all personnel who are proposed to work under this contract.” Do we need to propose more personnel for this contract or only provide two resources?

A. This requirement is for tow personnel listed in the statement of work of the proposal.

7. Q. If two or more offerors will submit resume of a same resource. How will you evaluate then A. Evaluation criteria will be followed: Management Approach, technical approach and capabilities, past performance, and price.

8. Q. How many key personnel are required for this contract in addition to the given two onsite personnel?

A. This requirement is for two personnel.

9. Q. SF1449 - “00030 Travel for PEPC Support per statement of work”, do we need to provide pricing for travel as well in the pricing proposal?

A. The cost sheet only shows a rate per hour, travel is not included.

10. Q. Are there any formatting or page limitations associated with the proposal response?

A. Format/Quantities of Proposal The quote must be submitted in volumes, as indicated: 1) Technical 2) Past Performance 3) Price No pricing information should be included in the non-price volumes. Any pricing information included in the non-price volumes will be removed prior to the technical evaluation team receiving the technical responses.

B. The maximum length of the IDIQ Technical Proposal shall be limited to 25 typewritten pages. The maximum length of the Task Order Technical Proposal shall be limited to 25 typewritten pages. (double sided pages count as two typewritten pages; anything in excess of these page limits will not be considered) on 8 by 11 inch paper, using no less than 12 point character size and no less than ¾ inches all around for margins. The following items are excluded from the above stated page limitation: transmittal letter, cover page, table of contents, dividers, and resumes. Fold-out figure pages are considered in the total number of 8 by 11 inch pages. Offeror is strongly urged to be as succinct, clear, and concise as possible in writing the proposal and adhering to the page limitation.

The Past Performance submission is limited to no more than 3 references.

11. Q. Do we need to submit this proposal in separate volumes e.g. Technical Volume, Pricing Volume?

A. Yes proposal should be in separate files or volumes: technical, pricing, and past performance,

12. Q. Please provide proposal submission guidelines.

A. Proposals should be submitted by email to Jaime_mijares@nps.gov or by mail per the solicitation.
