Questions
1. Please clarify the deadline (date and time) for submission of quotes. SF 1449 states June 11, 2015 at “1500 ET”; SF 30 states June 11, 2015 at “5:00 PM ET.”
A: Amendment 0001 states response June 11, 2015 5:00 PM ET
2. Which company is the incumbent? Is this company able to bid on this opportunity? If no company, are the two individual incumbent employees supporting the government through single-award contracts that retain each person as an independent contractor?
A: Current incumbent is CSU CEMML. This is a small business set aside.
3. Historically, what is the per annum burn rate (e.g., level of effort) for each of the two key personnel currently performing the contract? Since this is a level of effort contract in which the government is only reimbursing the contractor for hours expended, it will be useful from a pricing perspective to understand how many hours each key personnel worked per year during the last government fiscal year.
A: Estimated hours per amendment 0001 is an estimated 1880 hours per year. This is a labor hour contract.
4. Which company(s) has supplied one or both of the two key personnel resources at some point in the last two (2) years? This question presumes that a company(s) may have performed the service perhaps one (1) year ago and encountered a scenario where the contract expired and/or there was a gap in the period of performance, thereby warranting a new contract competition.
A: The incumbent is CSU CEMML no other information can be provided.
5. Per section A.1, sentence 2, which company(s) has been performing “…ongoing maintenance…”? This questions presumes there was a company performing the service in addition to or in complement to the two incumbent contractor employees working onsite today.
A: Only one contract was awarded to the incumbent.
6. Per section C.4.9, sentence 1, will the government change the value of subcontractor workshare to 50%, thereby revising the line to read “The contractor may subcontract up to 50% of the proposed contract value.” Setting a 20% criterion does not seem reasonable since the contract is, for the most part, for two full-time equivalents (FTE), which implies that if a subcontractor was retained it would either have to staff one of the two key positions or perform no work at all.
A: No questions asked. The contractor can subcontract up to 50% of the proposed contract.
7. Per section C.4.6, what specific type, amount, and frequency of professional development is the contractor expected to provision for its proposed key personnel during contract performance?
A: That is up to the contractor to propose.
8. In Amendment 000001, Questions and Answers, the answer to question #10 states that proposals should use “no less than 12 point character size.” May proposals use larger and smaller font size for non-body text (e.g., headings, headers, footers, captions, and tables)?
A: Font may be no less than 12 point character size, footers and captions would be no less than 10 point character size.
9. Section C.3.2 of the Statement of Work describes the required and preferred/desired qualifications for each position to be filled. Please clarify the following:
For Team Lead/Architect position, “bachelor’s degree in computer science, business, biological sciences, natural resources discipline, or closely related field” is a desired but not required qualification?
For Team Lead/Architect position, “10 or more years developing in a ColdFusion environment” and “8 or more years of work-related experience or an equivalent combination of a graduate degree and additional experience” are both desired but not required?
For Team Lead/Architect position is “Postgraduate training or certifications” required or desired?
For Senior Software Engineer position, is “Experience providing support for internal clients” required or desired?
For Senior Software Engineer position, is “Bachelor’s degree in computer science, biological sciences, natural resource discipline, or closely related field” required or desired?
For Senior Software Engineer position, is “8 or more years developing in a ColdFusion environment” and “6 or more years of work-related experience or an equivalent combination of a graduate degree and additional experience” required or desired?
These are desired qualifications for the two personnel.
