1. Since only a limited area of the Mall is being treated and managed and many areas adjacent to the work areas have water, grass, and shrubs, geese may be left in close proximity to the treated areas especially during the nesting season and the molt making the goal of 100% control 95% of the time extremely difficult. Therefore, we recommend expanding the allowable work area out to some of the adjacent areas like Constitution Park and even, perhaps as far as some of the tidal basin, if the contractor, in consultation with the NPS, sees this as beneficial to achieving the stated goals.

Answer from Park: The current scope will remain in place until it is determined in future years that it needs to change in order to attain our goals.

2. Crowd control issues could also be important. Work will have to occur in a variety of circumstances and times to be most effective. Given the crowds that can occur in the area the contractors will need to know if they are responsible for crowd control to allow the dogs to do their jobs or if the Park Police or others will be made available for assistance.

Answer from Park: The park will not provide any crowd control assistance.

3. Is the goal actually keeping 100% of the geese out of the assigned area 95% of the time or is it to reduce the damage from grazing and defecation by 95%, as well as difficult human/goose interactions? These may be two different things. If it is the former then how will that be monitored? Is it based on the numbers of times 1 or more geese fly over or land in the exact footprint on the map in the year, the number of hours they are proven to be there compared to the total number of hours in the year or some other factors? If it is be damage to vegetation and defecation, will the contractor be asked to monitor the changes over time or will the NPS supply specialists to do this monitoring and evaluation?

Answer from Park: The Performance Work Standard of 100% control 95% of the time refers to goose presence in the identified areas. This will be measured through observation by the park on a daily basis.
