SEQUOIA NATIONAL PARK

LODGEPOLE VISITORS CENTER HVAC

SYSTEM REHABILITATION

Meeting Format

Ground Rules:

o NO sidebar discussions.

o In order to maintain the integrity of the procurement, we will not answer questions on a one-to-one basis.

o All questions and their answers will be documented. This information will be shared with all potential offerors as an amendment to the solicitation and will be made available for download on the Federal Business Opportunities (FBO) website (www.fbo.gov).nbc.gov).

o Any questions that cannot be answered by referring to the drawings or specifications will be answered by amendment.

o Remarks and explanations at this conference shall not qualify the terms of the solicitation.

o The terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.

Project Description: The work includes rehabilitation/replacement of the existing Lodgepole Visitor Centers HVAC System in the developed area of Lodgepole within Sequoia National Park.

Solicitation Overview:

o Pre-solicitation – The pre-solicitation notice was announced electronically on the FBO website (www.fbo.gov) and on December 04, 2014.

o Solicitation Publication –

-- The solicitation for this project was posted electronically on December 19, 2014.

-- Proposals must be received at the address provided in the solicitation (Three Rivers) NO LATER THAN 4:00 PM Pacific Time, January 22, 2015..

-- The Scope of Service and all attachments are available online and must be downloaded from the FedBizOpps (www.fbo.gov).

-- Paper copies of the solicitation documents are not available.

-- It is the contractor’s responsibility to check the website regularly for future amendments.

-- The Federal Business Opportunities website (a.k.a. FedBizOpps) at www.fbo.gov includes a notification capability which is available for your use. This service will send an email to a designated address when new postings are made related to a particular solicitation. Please note that this service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the appropriate site for all information relevant to desired acquisitions.

Amendments Issued – o None to date o Contract Type – This will be a fixed price construction contract and award will be made to one offeror.

Offerors are required to submit both a technical and price proposal (two separate volumes) as stated in the clauses of the contract. This is a Total Hubzone set-aside, therefore, only contractors that are Hubzone certified will be considered for this project.

o Evaluation Criteria –

-- The solicitation states that all evaluation factors other than price, when combined, are approximately equal to price.

-- The Government may elect to accept other than the lowest price proposal when benefits of a higher priced proposal merit the additional cost.

-- Be sure that your technical proposal addresses each of the evaluation criteria as well as the subfactors as they are the only factors that the technical evaluation panel may use when rating your proposal.

-- The Government intends to evaluate and award without discussions; however, it reserves the right to enter into discussions.

o Contract Price Schedule –

-- The Contract Price Schedule contains six (6) items that make up the base line items and four (4) option items. Offerors are required to submit a price for all six base line items and four option items;

-- Proposals will be evaluated by adding the total price for all line items to the total price for the basic requirement.

o Stay together as a group and do not linger behind.

o There are no sidebar discussions permitted. Make a note of your questions and refrain from asking them during the walk thru. We will ask the group as a whole if there are questions; that is the appropriate time to ask your questions. .
