1. Contracting Activity: Department of Veterans Affairs, VISN 06, Network Contract Office 6
(NCO 6), 100 Emancipation Drive, Hampton, VA 23667 in support of the Hampton VA Medical Center located at 100 Emancipation Drive, Hampton, VA 23667.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a Brand Name Requirement for the Laboratory Service located at the Hampton VA Medical Center for a TissueTek Fully Automated Microtome. The laboratory already possesses a semi-automated microtome and is tooking to upgrade to a fully automated microtome to assist with staffing shortages and to speed up the workflow as this device is able to act on its own with no intervention from staff needed. A fully automated microtome can automatically face and section off the block. It can also orient its face using a laser leveling system that allows the microtome to adjust the block being cut which is far superior to the adjustment methods that a histotech has to do.
The estimated value of the proposed action is $30,146.35
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The TissueTek Microtome is the only device of its kind currently on the market and the technology is brand new. The difference between this device and others is that this machine is fully automated and can conduct the start to finish process of tissue embedding.
4. Description of market research conducted and results or statement why it was not conducted:
A search of FPDS resulted in finding five recent orders for the requested items in FY24 and FY25 from various NCO’s. The OEM (Sakura Finetek USA INC) is a Small Business, and their distributer (Government Scientific Source INC) is also a Small Business. I reached out to the distributer to confirm if their contract was still active because I couldn’t confirm on GSA and most of the past orders were done as Open Market and they responded confirming that their contract was no longer active.
