Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

(RPO-E), Network Contracting Officer 4 (NC04), providing contracting support for Veterans Integrated Services Network 4 (VISN-04), Butler Health Care System, Station 529, Abie Abraham VA Health Care Center (HCC), 353 North Duffy Road, Butler, PA 16001.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

VA Butler Health Care System requests to purchase Sterile storage cabinets to be used for the storage of critical and semi-critical reusable medical equipment (RME). The following specific cabinets are required to provide adequate patient care.

a. Four (4) Air Innovation Sterile Storage Cabinets

b. Four (4) Air Innovations UV-C lights

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The SSC4500-UV sterile storage cabinets can store critical and semi-critical reusable medical in a control temperature, humidity, and flow in accordance with sterile processing environmental control guidance which consist of temperature 66-72F, relative humidity 20- 60%, positive airflow and pressure.

Most importantly, no hardwired electrical or plumbing connections are needed, therefore; the cabinets do not require any additional construction preparations to be operational. Having this advantage of no additional utilities installed to be operational is an immediate cost savings to the federal government.

3. Description of market research conducted and results or statement why it was not conducted:

Currently, there are no other vendors on the market that is providing the Air Innovation SSC 4500 Sterile Storage Cabinet that specifically meets the characteristics and VA Directive 1116(2) requirements for environmental controls for storage of critical and semi-critical

RME.

All the required sources have been researched; SBA, Ability One, GSA eLibrary, NAC and NEC and VIP with no results found for the specific need that VA Butler is seeking. This is primarily because this unique sterile storage cabinet model is not available on any federal contract and is only offered through Aldevra via the open market.

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
