Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Since this is Request for Information announcement, no evaluation letters and/or results will be issued to respondents. No solicitation exits. Therefore, do no request a copy of a solicitation.

The Department of Veterans Affairs VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified/verified Small Businesses capable of meeting requirement and salient characteristics below to provide VA Butler Healthcare System (VABHS) with for four (4) Air Innovation Sterile Storage Cabinets SSC4500DX-UV Series that will be utilized at the site location:

General Information

The Department of Veterans Affairs, VA Butler Health Care System, has a need for four (4) Air

Innovation Sterile Storage Cabinets SSC4500DX-UV Series that will be utilized at the site location:

Sterile Processing Services (SPS)

HCC, 2nd Floor, Room #2SP002

Butler VA Health Care System, Butler, PA 16001

Background:

Storage rooms where critical and semi-critical RME are stored temperature and humidity continues to be out of range. Facility Management Service is unable to maintain environmental controls at normal ranges and not able to make necessary adjustments/repairs when temperature and humidity are out of acceptable ranges. Sterile storage cabinets will control temperature, humidity, and pressure within the storage chamber. Sterile storage cabinets are manufactured using hospital grade 304 stainless steel payload interior construction, this cleanable white powder coated aluminum storage cabinet is designed to control temperature, humidity, and pressure within the storage. chamber. Integrated cooling and steam humidifier maintain temperature and humidity conditions within the chamber to meet desired set point conditions.

The onboard custom control system provides easy operation utilizing a digital display for monitoring temperature humidity and system status. The mobile storage cabinet is built with casters so the unit can be easily moved from room to room as required. The fan system delivers air to the internal chamber and maintains proper air change rates.

Objectives:

Sterile Storage Cabinets that store critical and semi-critical reusable medical equipment in a control temperature, humidity, and flow in accordance with sterile processing environmental control guidance which consist of temperature 66-72F, relative humidity 20-60%, positive airflow and pressure. Sterile storage must be mobile, self-contained, and does not require HVAC or plumbing hook up.

Scope:

Sterile storage closet must provide/have the following:

▪ Must be mobile (caster/wheels)

▪ Demineralized water

▪ Lockable door with keypad

▪ Able to be placed in a medical supply closet; minimal recommended room size 10’x10’

▪ 120-1-60 supply, grounded 15 AMP (10 RLA) room receptacle

▪ Building environmental conditions 60- 82 degrees F, 60 F Dew

▪ Minimal 5 stainless steel shelves, see-thru glass/window.

▪ Must meet VA Directive 1116(2), ANSI/AMMI ST79 standards.

▪ Steam humification using distilled water

▪ Doesn’t require hardware electrical or plumbing connections.

▪ Capable to interface with VA network environmental monitoring via access port.

▪ Onboard custom control system provides easy operation utilizing a digital display for monitoring temperature, humidity, pressure and status.

Delivery

Vendor to schedule delivery through a VA-approved contractor. Delivery must occur at the loading dock at VA Butler located at 353 North Duffy Road, Butler, PA 16001.

Standard working hours at VA Butler’s delivery dock are Monday-Friday, 7:30 a.m. to 4:00 p.m.

Requested delivery date will be on or before 12-14 weeks after Award Date. The exact delivery date to be coordinated between the awarded vendor and the responsible staff at VA Butler VA

Health Care System.

The VA Point of Contact (POC) responsible staff for this awarded equipment delivery will be

Installation

Upon Delivery; the VA will be responsible for unloading, uncrating cabinets.

The VA will need to fill water reservoir tank with distilled or demineralized water and plug in the unit within a conditioned space for a minimum of 24 hours before install date.

Technician will take the cabinet to its designated room. Technician will set in-place, check the cabinet and room’s humidity and temperature, start-up.

Warranty

One-year parts and labor with 90-days of no labor charges.

This RFI will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13.

Responses must be received via Contract Opportunities no later than 12:00 PM Eastern Standard

Time on June 27, 2024. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff regarding this requirement, as they are not authorized to discuss this matter related to this procurement action.

All firms responding to this Request for Information are advised that their response is not a request for proposal, therefore will not be considered for a contract award.

If a solicitation is issued, information will be posted on the Contract Opportunities web site for all qualified interested parties at a later date and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any supplies or services. The government will not pay for any information or administrative cost incurred in response to this Request for Information. Information will only be accepted in writing via GSA eBuy.
