Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Lebanon VA

Medical Center. 1700 South Lincoln Avenue, Lebanon, PA 17042

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Lebanon VA Medical Center (LVAMC) Biomed Department recently conducted a mattress inspection and identified a need to immediately replace (3) Compella bed toppers, (7) Progressa bed toppers, (1) fire barrier and (1) bottom tick assembly which are in-need of life cycle replacement. With our existing Hill-Rom beds, no other brand will be compatible. The requested hospital bed toppers and parts are needed to decrease the risk of cross contamination from fluid infiltration and mitigate risks associated with fire hazards.

Other characteristics:

• The Progressa and Compella beds need the specific dimensions and abilities to move as the beds mattresses provide lateral rotation left to right and vice versa. (CLRT) capabilities.

• These mattresses also provide turn assist to help the caregiver reposition the patient while in bed.

• The Progressa also provides percussion and vibration to help with respiratory concerns.

• The beds lengthen to provide room for the taller patients in our beds.

• A Hillrom brand mattress cover, topper and fire barrier would only meet the specific needs of these beds.

The LVAMC requires the brand-name HILL-ROM Compella and Progressa hospital bed parts listed below to ensure compliance with VHA Patient Safety Alert SR-46567.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

HILL-ROM is the brand standardized for beds and mattresses throughout our facilty, thus requiring HILL-ROM Compella and Progressa replacement parts for the existing supplies in place.

In addition, there are also existing maintenance/service contracts already in place for our HILL-ROM beds and and switching to any other brand would create unnecessary additional cost for the government and an unacceptable delay in patient care since new beds would need to be purchased alongside the replacement parts requested for this requirement.

The Compella and Progressa bed topper, fire barrier and tick assembly are required to assure our facility complies with the VA Patient Safety Alert SR-46567.

4. Description of market research conducted and results or statement why it was not conducted:

FPDS and USA Spending and yielded three SDVOSB vendors. Two of the vendors are authorized distributors: Geo-Med LLC and Disorb Systems Inc. Rule of two has been met for SDVOSB Set Aside.
