Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Network Contract Office 6 (NCO 6), 100 Emancipation Drive, Hampton, VA 23667 in support of the Hampton VA Medical Center.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a Brand Name Requirement for the Pharmacy at the Hampton VA Medical Center to add XTEXTEND Consoles (Full and Half Height) to the existing Omnicells to support updated Windows software. The current units are approaching the end of life as they will no longer be supported on the updated windows platform.

Estimated Amount; $549,360.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Omnicell products have to be supplied, maintained, and serviced only by either Omnicell themselves or one of their limited authorized distributers. The current Omnicell units in use at the Pharmacy at the Hampton VA Medical Center are approaching the end of life and will soon be inoperable with the Microsoft (Windows) platform and require the updated XTEXTEND Consoles to continue to be in use. No other brand name or equal product is compatible with the proprietary Omnicell infrastructure and source code.

4. Description of market research conducted and results or statement why it was not conducted:

Information provided from Omnicell in the FORCE package indicates these items are available from them on an open market basis but while conducting Market Research it was discovered that as recently as February 2025 the XTEXTEND consoles are available through their SDVOSB Authorized Distributer (Trillamed LLC).

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
