This is a Combined Synopsis/Solicitation/Notice of Intent by the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Acquisition Management, Contracts and Grants (AMCG), intends to negotiate on a sole source basis with RADinfo Systems for Imaging Software to store archive, view, distribute and manage images. This announcement constitutes the only solicitation; quotes are not being requested and written solicitation will not be issued. The solicitation number for this acquisition is NOI-OS153180. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set aside. The NAICS code is 334614. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to perform these services, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. A solicitation will be issued to RADinfo Systems, no less than 10 days after the date of this notice unless the Government determines that any other organization has the capability to meet this requirement.

Digital Imaging and Communications in Medicine (DICOM) Software

DICOM server software that will manage temporary images in a morgue environment to store, archive, distribute and manage images Quantity needed: 6

Specifications:

· Compatible with Windows Server 2012 R2

· 5-Year warranty with critical support available, 24/7/365

· Able to provide on-site support if required (Requires additional fees)

· Built-in clean function

· Compatibility must be vigorously tested with both PACS Pro and K-PACS software (Proof of satisfactory testing must be provided and accepted by Gov.)

· Auto forward to DICOM image nodes

· Auto backup

· Be able to burn CD/DVDs

· Built-in viewer with side by side capabilities

This will be a firm fixed-price contract and the FOB Destination and Net 30. FAR provisions and clauses that apply to this acquisition; FAR 6.302-1, 6.302-2-b(2), 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.232-34, Payment by Electronic Funds Transfer Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov// in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM at www.sam.gov// prior to award, during performance and through final payment. Lack of registration in the SAM Registration will make and offeror ineligible for award.
