Question and Answers – OPIC-17-Q-0003
1. Is this task for labor only, or will the vendor be required to provide audio-visual equipment as well?
If so, can the Government please provide specifications for the required equipment?
Answer: The contractor will be required to provide audio-visual equipment for the awards ceremony.
2. If for equipment, should respondents add a line on the pricing template for other direct costs (ODCs)?
Answer: Yes. The pricing template has been modified to include ODCs.
3. The Government specified the length of the videos, but for pricing purposes, can it also provide a representative sample video, so that respondents may also gauge the complexity and level of effort?
(Note: The videos on the OPIC website show a wide range of production complexity and thus price range — from low cost featuring talking heads to expensive with location shoots and custom scripts.)
Answer: Please refer to OPIC past videos at OPIC’s YouTube page.
4. Where on the pricing template should respondents account for labor hours associated with BPA and project management tasks, such as: attendance at the post-award kickoff meeting, management of BPA deliverables and periodic progress reports?
Answer: A row has been added to the pricing template to include labor category with labor rate (Attachment 3, BPA Price Template).
5. Are web hosting services required for this contract? Or is that handled through another contract?
The 24/7 response is generally a requirement found only on hosting-type contracts.
Answer: No, web hosting services are not required for this contract.
6. If large scale changes to the website are requested by OPIC, can the 24-hour deadline be extended to account for the corresponding level of effort/complexity?
Answer: No. For urgent web repair issues, OPIC expects prompt responses within a few hours.
On occasion, it could include weekends and evenings depending on the urgency of the situation.
7. There is no direction in the RFP documents on the format and minimum requirements of the proposal. Can you please provide specifics on the evaluation criteria for proposals and the areas which the vendors should include in their proposal for evaluation?
Answer: Format and minimum requirements can be found on pages 3-5 under Submission Requirements and Quote Due Date of the RFQ OPIC-17-Q-0003.
8. Para. 18.0 Prices for Services and Related Expenses: This paragraph states, “…BPA Task Orders may not exceed the pricing provided on the Pricing Pages…” Where are the Pricing Pages that are referenced in this statement? Are “Pricing Pages” to be provided with each Task Order?
Answer: The pricing template is Attachment 3, BPA Price Template. Yes, pricing pages are required for each task order.
9. Attachment_3,_BPA_PriceTemplate.xlsx – What is the purpose of this document? One can assume that this is an approximation of the workload for each year. Are vendors expected to fill in unit prices for these items? This would be impossible without specific details for each individual task item. For example, it is not possible to give a unit price for a ten (10) minute video without additional details.
Answer: This is the pricing template. Vendors are required to fill it out.
10. Attachment_2-_Task_Order_0001_PWS.pd – What is the purpose of this document? Is it the intent that vendors provide a cost for this Task Order in our proposal?
Answer: Attachment 2 is Task Order 0001 Performance Work Statement. OPIC is awarding a Blanket Purchase Agreement that involves awarding task orders and OPIC will award task order 0001 first. Vendors should provide a price quote for task order 0001. Please read the Submission Requirements on pages 3-5.
11. What is the evaluation criteria for rating proposals? Is Past Performance included? Is Price to be evaluated based on submitted hourly rates?
Answer: Evaluation criteria can be found on page 2-3 of the RFQ OPIC-17-Q-0003. Past performance is included. Price is evaluated based on the pricing template.
12. Given the fact that answers to questions will not be available until March 21st at the earliest, would you be willing to grant a 1 week extension (to April 3rd)?

PM.
