COMBINED SYNOPSIS/SOLICITATION ‘COMBO’
PUGET SOUND NAVAL SHIPYARD AND INTERMEDIATE MAINTENANCE FACILITY
Solicitation: OKUMA Maintenance Repair
1. This is a combined sysnopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. PSNS & IMF, located in Bremerton, WA, is requesting a quote from your firm for the requirement listed in the attached Performance Work Statement. Please submit your quote, along with the rest of the solicitation requirements in the current solicitation, no later than 18 May 2021 by 9:00 AM Pacific Time to Robert
Centeno at robert.j.centeno@navy.mil. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. Solicitation number N4523A21Q1321 is a Request for Quote (RFQ).
3. Solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular FAC 2021-05 Published and Effective March 10, 2021 .
4. This acquisition is solicited full and open competition without exclusions. The associated NAICS code is
811310.
5. The pricing schedule is incorporated as Attachment 1. Vendors shall completed Attachment 1 in its entirety and return with any other documentation/data as required by this solicitation.
6. The Government intends to award a firm-fixed price contract for the following:

8. FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2015) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:
8.1. To assure timely and equitable evaluation of the proposal, the vendors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
8.2. Specific Instructions: The response shall consist of one (1) part:
8.3. Part 1- Price – Submit one (1) copy of price schedule and any pertinent additional information.
8.4. Award will be made to the vendor whose quote is conforming to the solicitation and is determined to be the lowest price.

9. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:
9.1. The Government will award a contract resulting from this solicitation to the responsible vendors whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

9.2. Price will be considered. The Government intends to evaluate quotes and award without discussion, but reserves the right to conduct discussions. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
9.3. This will be a lowest price purchase.
• Minimum Qualifications: Contractor must be able to provide the products in accordance with
Attachment 1 and Attachment 2 (Statement of Work).
A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the
Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision).
10. Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors
Representations and Certifications--Commercial Items (Apr 2016), are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
