1. STATEMENT OF WORK
The Department of Health and Human Services (HHS), Office of Inspector General (OIG), Office of Evaluations and Inspections (OEI) has a requirement for clinical consulting services to assist in developing and conducting studies of hospital management of infectious diseases that pose a public health threat, such as the Ebola virus.
1.1 SCOPE OF WORK
The contractor will work collaboratively with the Contracting Officer’s Representative (COR) to complete tasks specified at Section 1.2.
The scope of this work is to provide clinical and policy consultation and technical assistance in designing and conducting at least one and possibly two studies regarding hospital management of infectious diseases that pose a public health risk. At a minimum, this will include a study regarding hospital management in October-December of 2014 of patients diagnosed with the Ebola virus. Given recent hospital experiences with the Ebola virus and other dangerous infectious diseases, this work will require the immediate attention of a clinical consultant. OEI conducts national evaluations of Health and Human Services (HHS) programs from a broad, issue-based perspective, and provides recommendations to HHS operating divisions
1.2 TASKS
(1) Conduct pre-inspection research such as reading academic and clinical publications and contacting stakeholders;
(2) Assist in developing OEI work plan items regarding hospital infectious disease control and emergency management;
(3) Participate with OEI staff in conducting data collection interviews and briefings with operating divisions to include the Assistant Secretary of Preparedness and Response (ASPR), the Center for Disease Control and Prevention (CDC), the Centers for Medicare & Medicaid Services (CMS), and the National Institutes of Health (NIH);
(4) Contribute to the review of OEI research designs and final report products;
(5) Assist in developing protocols for and training OEI staff in hospital onsite data collection;
(6) Participate with OEI staff in conducting hospital onsite data collection, including leading discussion with chief clinical staff at hospitals;
(7) Assist in assessing hospital infectious disease and emergency management policies and procedures, and in analyzing hospital onsite data collection;

(8) Ensure that they have access to a viable internet connection in order to handle large files and quick transmissions needs by telephone, fax and internet, provided by the contractor;
(9) Make travel arrangements and travel to meet with OEI staff at designated hospital locations, expected to be five hospitals total in GA, MD, NY, NE, and TX;
(10) Make travel arrangements and travel as needed to meet with OEI staff at designated operating division locations, expected to be one-three meetings in DC/MD and GA;
(11) Submit monthly progress reports about study activities to the OEI Project Officer(s) in a format that is mutually agreeable;
(12) Produce a final report outlining tasks completed at the end of the contract period.
1.3 SECURITY
The contractor shall sign and submit the attached Commitment to Protect Non-Public Information Contractor Agreement and Non-Disclosure Agreement upon award.
