Notice of Intent to Award a Sole Source Contract
This is a notice of intent to award a sole source contract and is not a request for competitive proposals.
The United States Department of Interior (DOI), Bureau of Land Management (BLM) Alaska State Office intends to award a sole source purchase order to Frontier Precision, Inc for Teledyne RD Instruments.
Requirements:
The BLM requires Teledyne RD products with warranty for the products listed below.
- One (1) RiverPro1200 kHz ADCP with following components: Power and communication cable, WinRiver II software, QView software, tools and accessories kit, carrying case, USB Bluetooth radio with antenna and the following optional accessories and upgrades: Section by Section Pro firmware upgrade and software, Hemisphere V200 Vector Smart Antenna GPS and adapter cable, external GPS/GNSS data cable for Smart Antenna for Hemisphere V102/V200 Vector GPS/GNSS, and GPS mount for Hemisphere V102/V200 Vector GPS on a RiverRay/RiverPro tethered boat.
- Two (2) RiverRay Trimaran with folding crossbar, GPS mount kit, battery, and charger and optional soft case for RiverRay/RiverPro Trimaran.
- One (1) StreamPro ADCP with the following components: Trimaran float, carrying case, WinRiver
II software, QView software, USB Bluetooth radio with antenna, tools/spares kit and the following optional accessories and upgrades: Section by Section Pro firmware upgrade and software, 2.5 m cable, SPADCP, XDCR to electronics, Geode GNS3M multi-frequency antenna model, Parani-SD10000U USB Bluetooth radio for Geode.
The proposed contract action is for commercial items for which the Government intends to solicit in accordance with (IAW) Federal Acquisitions Regulations (FAR) 13.5, Only one responsible source and no other supplies or services will satisfy agency requirement. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13.
The North American Industry Classification (NAICS) for this acquisition is: 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
This is not a solicitation for competitive quotes, however, if any other interested party believes that it can provide the required products, it may submit a statement of capabilities. Capability statements must display sufficient detail and evidence to determine if the party has the ability to provide the required products. The statement of capabilities must be furnished in writing and emailed to kmaldona@blm.gov by September 17, 2024, at 5:00 pm Alaska Standard Time (AST). The government will not pay for information received in response to this announcement.
A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This is a notice, and a competitive solicitation will not be issued. Oral communications will not be accepted in response to this notice.
