JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
In accordance with the authority granted under 41 U.S.C. 253(c), this request for award under other than full and open competition is hereby submitted.
1. Identification of the agency and the contracting activity:
Bureau of Land Management, Anchorage Field Office, Aquatics Program
2. Nature and/or description of the action being approved:
Justification to purchase one Teledyne Marine RD Instruments RiverPro 1200 kHz and one StreamPro acoustic doppler current profiler (ADCP) for continued discharge measurements at BLM stream gage stations during high flows and under-ice to support the acquisition of instream water reservations for critical fish habitat.
Due to the circumstances described below, I request one Teledyne Marine RD Instruments RiverPro 1200 kHz and one StreamPro ADCP unit be acquired using other than full and open competition. This purchase of this equipment will ensure consistent data collection and analysis for multi-year projects.
The Bureau of Land Management Anchorage Field Office hydrology program typically uses the same equipment and software for measuring and reporting streamflow as Glenallen Field Office (GFO) and Fairbanks District Office (FDO) hydrologists, the U.S. Fish and Wildlife Service (USFWS) hydrography group, and the U.S. Geological Survey (USGS). To maintain data consistency, make use of existing BLM hardware and software, and minimize additional training requirements, the requested Teledyne Marine RD Instruments RiverPro and StreamPro ADCP units should be of the same type and specification as those used by other BLM offices, USFWS and USGS. The Teledyne Marine RD Instruments RiverPro ADCP is designed for use in deep streams to shallow rivers (8 in – 80 ft) that cannot be safely waded. The Teledyne Marine RD Instruments StreamPro ADCP is designed for use in shallow streams (4 in – 20 ft) and its smaller transducer size makes it a great option for under-ice-measurements.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value):

• Piston style 5-Beam transducer, 4- 1200 Khz 20-degree profiling beams with fifth 600 Khz, vertical beam, auto adaptive profiling with Manual Mode override installed, internal compass with heading, pitch, roll sensors, internal GPS for geo-referencing purposes
• 5m 12-VDC power and communication cable
• WinRiver II software
• QView QA/QC post processing software license for two devices
• Tools and accessories kit
• Hard-side carrying case
• Parani SD1000U USB Bluetooth radio with 5 dB antenna
• RiverRay Trimaran with folding crossbar, smart GNSS ready. Ready for RiverRay and
RiverPro ADCP. GPS mount kit, battery and charger.
• Section by Section Pro upgrade and software
• Soft Case for standard RiverRay/RiverPro trimaran and Riverboat SP. 50” padded ballistic nylon zip‐closure case with handles and wheels.
• Hemisphere V200 vector Smart Antenna GPS, with integrated antenna/receiver, enhanced (0.75 deg) heading accuracy, and adapter cable for configuration.
• External GPS/GNSS Data Cable for Smart Antenna for Hemisphere V102, V200 Vector
GPS/GNSS on a GPS/GNSS Ready tethered boat, or Q/Z-1250.
• GPS mount for Hemisphere V102/200 vector GPS on a RiverRay/RiverPro tethered boat

• 2.5 m cable, SPADCP, XDCR to electronics (extension cable for under ice measurements)
• Geode GNS3M Multi-Frequency Antenna Model (Upgradeable to Multi-Frequency)
• PARANI-SD1000U USB Bluetooth radio (for use with Geode GPS)
Total Estimated Price: $66,440
The estimated price is based on quotes obtained directly from the distributor.
4. An identification of the Statutory Authority permitting other than full and open competition:
41. U.S.C. 253(c) (1), FAR 6.302-1(b)(1)(i)
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
1. BLM hydrology personnel are trained to use Teledyne Marine RD Instruments ADCPs and associated software and equipment. Staff would need additional training to use an alternate brand of ADCPs as well as operate associated software, adding unnecessary expense to the monitoring program.
2. To ensure field data are consistent with BLM GFO, FDO, USFWS, and USGS it is critical that we are using the same equipment to measure stream discharge on moderate to large streams.
3. Frontier Precision is the only authorized dealer of Teledyne RD Instruments in Alaska.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Federal Acquisition Regulation (FAR) Subpart 5.2, and, if not, which exception under 5.202 applies:
The Teledyne Marine RD Instruments RiverPro 1200 kHz and StreamPro ADCP may be available from the following vendor:

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable, and the basis for that determination:
Pricing is offered at commercial market prices.
8. A description of the market research conducted (FAR part 10) and the results or a statement of the reason market research was not conducted:
Market research included contacting the distributor for a price quote and completing an internet search of other possible vendors for the Teledyne Marine RD Instruments RiverPro and Stream Pro ADCP. Frontier Precision is the only distributor of Teledyne Marine RD instruments in Alaska.
9. Any other facts supporting the use of other than full and open competition FAR 6.303-2(a) (9)):
Manufacturer and model and associated software are the same as used by GFO and FDO hydrologists.
10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition:
Frontier Precision provided the July 14 price quote numbers 95181 (updated July 29) and 95182.
Hence, Frontier Precision has an interest in the acquisition.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
There is no immediate plan by the BLM to replace existing inventory of in the foreseeable future.
