RE: Clearing of Invasive Weed Trees and Attendant Vegetation on unencumbered state lands located at Waiakea, Hilo, Hawaii, identified as TMK: (3) 2-2-044:004 (portion).
PROJECT DESCRIPTION:
Hawaii District Land Office is seeking bids for clearing of invasive trees and attendant vegetation within a 30’ wide border approximately 250’ along the northwest boundary shared with three adjacent private houselots.
The parcel of State land is located at 175 East Kawailani St. and is the location of the former Floral Resources flower packing facility. The property is 10 acres and the location of the area to be cleared is in the far northwest corner of the property adjacent to two private properties on Noelani Loop and one on Kamalii Place.
SCOPE OF WORK:
▪ Cut and drop all trees, shrubs and undergrowth within a 30’ wide approximately 250’ long border along boundary between the State parcel and the three private properties as shown on the attached map labeled Exhibit A.
▪ All material will be cut to pieces no longer than 3 feet.
▪ Cut debris is to be left on the State parcel outside of the buffer zone and laying as flat as possible; do not stack or pile.
▪ Cut stumps as close to ground level as possible (<6” high). Stump removal not required.
▪ Treat all stumps and cut debris with a growth inhibitor/herbicide.
▪ Access to be coordinated through DLNR Land Agent, Pua Ishibashi.
▪ Property is situated in a residential area, please be mindful of this when providing service. Do not use loud equipment before 8am in the morning and be mindful of windblown debris entering private properties.
▪ All work must be done under the supervision of a certified arborist. VALID
ARBORIST CERTIFICATION TO ACCOMPANY BID.
BID/CONTRACT PROVISIONS:
▪ Vendor will notify DLNR Land Agent, Pua Ishibashi, by email, 1 day prior and within 3 days after completion, to inspect job for quality and compliance with contract. Approval of invoice for payment is dependent upon satisfaction of this condition and compliance with the above scope of work.
▪ Vendor shall include finish photos of completed project with invoice.
▪ Contract is to start as soon as possible and be completed within 2-weeks after contract award.
INSURANCE REQUIREMENT:
The following minimum insurance coverage(s) and limit(s) shall be provided by contractor:
Coverage Limits (no less than) Commercial General Liability $1 million per occurrence/$2 million aggregate Automobile Liability $1 million per accident
Each insurance policy required shall contain the following clauses:
1. “This insurance shall not be canceled, limited in scope of coverage or non-renewed until after 30 days written notice has been given to the State of Hawaii, department of Land and Natural Resources, Land Division, 180 Kalanikoa Street Hilo, Hawaii 96720.”
2. “The State of Hawaii shall be added as an additional insured in respect to operations performed for the State of Hawaii.”
3. “It is agreed that any insurance maintained by the State of Hawaii will apply in excess of, and not contribute with, insurance provided by this policy.”
The minimum insurance required shall be in full compliance with the Hawaii Insurance Code.
Prior to issuance of a purchase order, the Contractor agrees to deposit with the State of Hawaii, certificates of insurance necessary to satisfy the State that the insurance provisions have been complied with.
HAWAII COMPLIANCE EXPRESS:
Vendor compliance will be conducted via Hawaii Compliance Express (HCE). It is the responsibility of the vendor to ensure they are registered with HCE and that their information is updated and accurate.
