About this file

The document is a Vendor Response Form from the State of Maryland, designed to capture feedback from potential vendors who are either declining to submit a proposal or wish to provide suggestions about a solicitation. The form allows vendors to indicate reasons for not proposing, such as other commitments, lack of experience, unclear specifications, capacity limitations, or competitive constraints. If a vendor chooses not to bid, they can select from a predefined list of reasons or specify an "Other" rationale in the remarks section.

The form is structured to improve the state's procurement process by soliciting direct feedback from potential contractors. It provides space for vendors to explain their reasons for not participating, with options to elaborate on issues like specification clarity, proposal requirements, or previous contract experiences. The form includes fields for the master contractor's name, contact person, date, phone number, and address, allowing the state to follow up or maintain records of vendor interactions and procurement insights.
