1.0 SCOPE OF WORK

The Contractor shall provide all tools, equipment, labor, material and supervision to construct a new flat deck barge for the NASA Stennis Space Center. The barge will be used primarily within the Stennis Space Center canal system which contains brackish water pumped in from the East Pearl River, however, the barge will occasionally enter into salt water when in route to the NASA Michoud Assembly Facility located in New Orleans, LA.

2.0 SPECIFICATION/REQUIREMENTS

The new barge shall meet the following specification/requirements:

A. LENGTH: 120’- 0” to 160’- 0”(molded) B. BREATH: 30’- 0” to 35’- 0” (molded) C. HULL DEPTH: 6’-11” – 8’- 0”(molded) D. DECK TYPE: Flat (cargo), anti-slip with raised bow and stern E. DECK PLATE: 3/8” (minimum) F. SIDE PLATE: 3/8” (minimum) G. BOTTOM PLATE: 3/8” (minimum) H. DESIGN DECK LOAD: 2000 PSF(minimum) I. DISPLACMENT: 120 long tons J. HULL PROTECTION: One (1) 1” x 6” plate (Typical – Port & Starboard) K. CARGO TIE DOWN RAILS: 4” Standard Pipe (Typical – Port & Starboard) L. COMPARTMENTS: 6 (minimum) M. MANHOLES: 8” x 24” (minimum) opening above each

Q. VESSEL CLASSIFICATION: American Bureau of Shipping (ABS) Class “A1, Barge, River Services, Reinforcement B”

The barge shall be capable of receiving ballast water in void tanks to ballast barge down to various elevations.

In addition to the above requirements, the Vendor shall submit the following information for review:

– General arrangement drawings to review.

– Design calculation for deck loading.

– Two (2) sets of As-Built drawings.

– Surface cleanliness to standards specified for all blasted cleaned surfaces, including surface specified profile measurements.

– Inspection reports performed by Coating Representative which shall include but not limited to: environmental conditions, abrasive blast cleaning, surface profile and coating applications performed in accordance with the Manufacturer’s recommendations.

– Sacrificial anode design including calculations, hull anode specification and dimensioned drawings that show the location and layout of all anodes attached to hull.

– Two (2) complete sets of final construction drawings.

– Materials of construction and mill certificates.

COATING SYSTEMS

Specified products are listed as the standard of quality and the "or an approved equal" clause shall apply. No substitution will be considered unless a written request for approval has been received by the Owner at least 10 days prior to the date for receipt of bids. Each such request shall include the name of the specified material for which a substitute is being requested, the name and number of the proposed substitute material and a complete description of the proposed substitute including performance and test data. Submittals shall include the performance and test data as certified by a qualified testing laboratory. Coatings Representative The Contractor shall provide for the periodic attendance of a manufacturer's (PPG) coatings representative for inspection of the paint application, and who shall report without prejudice the findings in writing to the prime contractor. The Contractor shall provide to the Contracting Officer within 2 days a copy of the manufacturers report.

Manufacturer's Recommendations The Contractor shall adhere to the coatings manufacturer's recommendations as to the particulars of the coating's storage, thinning, mixing, handling, application, and curing of the product. The manufacturer's recommendations shall be deemed part of the scope of work.

The Contractor shall follow the recommended mixing, thinning, and application procedures as stated on the manufacturer's Product Data sheets. The Contractor shall follow the recommended recoat windows. Coatings and solvents for thinning shall be of the same manufacturer.

Environmental Conditions The Contractor shall monitor the environmental conditions during application of paint for Temperature, Humidity, and Dew Point. A log of these conditions shall be maintained during application and cure of coatings and be available for review by the Contracting Officer's Representative for the duration of the contract. A copy of the log shall be provided to the Contracting Officer's Representative upon completion of work on the barge.

Painting The contractor shall paint the vessel in accordance with the following requirements. A PPG paint system or an approved equal shall be used. Any deviations from the requirements below shall be requested prior to application with a letter from the PPG representative stating that the proposed changes shall apply to coatings / methodology equal to or superior to the requirements. Any deviations shall be approved by the Contracting Officer prior to application of coatings.

1. Pre-Construction Primer – Applied to all new steel plate for new construction surface Surface Preparation: SSPC SP-10 with a 1.5 – 3.0 mil blast profile.

Coating System:

1st Coat: PPG Sigma Weld 199US applied at 0.75 – 1.25 mils DFT.

2. Underwater Hull Surface Preparation: SSPC SP-10 with a 2.0 – 4.0 mil blast profile

Coating System:

1st Coat: PPG Amercoat 240 Oxide Red applied at 4.0 – 6.0 mils DFT.

2nd Coat: PPG Amercoat 240 Haze Gray applied at 4.0 – 6.0 mils DFT.

3rd Coat: PPG ABC#3 Red applied at 4.0 – 6.0 mils DFT.

4th Coat: PPG ABC#3 Red applied at 4.0 – 6.0 mils DFT.

3. Freeboard, Main Deck Surface Preparation: SSPC SP-10 with a 2.0 – 4.0 mil blast profile Note: Broadcast Amercoat #888 Non Skid Additive over the entire deck while the Amercoat 240 is still wet.

Coating System:

1st Coat: PPG Dimetcote 302H applied at 3.0 – 4.0 mils DFT 2nd Coat: PPG Amercoat 240 Buff applied at 4.0 – 6.0 mils DFT.

3rd Coat: PPG Amercoat 240 Haze Gray applied at 4.0 – 6.0 mils DFT.

4. Ballast, Voids Surface Preparation: SSPC SP-10 with a 2.0 – 4.0 mil blast profile

Coating System:

1st Coat: PPG Amercoat 240 Buff applied at 5.0 – 6.0 mils DFT.

Stripe Coat: PPG Amercoat 240 Off-White 2nd Coat: PPG Amercoat 240 Off-White applied at 5.0 – 6.0 mils DFT.

All work shall be performed in accordance with: American Bureau of Shipping (ABS)

Period of Performance – Schedule to be provided by Contractor. The Contractor shall complete all work included in this statement of work and applicable documents with 180 calendar days upon receipt of signed purchase order.
