Statement of Work Online Safety Data Sheet (SDS) Subscription Scope.
This Statement of Work (SOW) defines the effort required for the build, maintenance, and capability requirements of the Online Safety Data Sheet (SDS) Subscription to be available for Marshall Space Flight Center (MSFC) users.
Subscription Requirements.
1. Vendor shall have the capability to convert NASA supplied PDF file SDS’s (picture or text) to searchable SDS Subscription format.
2. Provide the ability to print GHS compliant labels (29 CFR Part 1910.1200(f)) for MSFC employee’s secondary containers (must be able to print to standard generally and widely available label formats, not be limited to any specific label format).
3. Provide for the electronic transfer of the data specific from all applicable sections (1-16) of the Global Harmonization Standard (GHS) selected by the MSFC user at time of use.
4. System shall have the ability to provide the aforementioned data (bullet 3.) electronically over a secure connection (TLS 1.1 or better) using a recognized Certificate Authority, for use in an MSFC database system.
5. Provide functionality for MSFC employees to download PDF version of SDS.
6. Enable MSFC to correlate each SDS to MSFC’s assigned SDS number.
7. Any SDS generated or shared for the purpose of the SDS Subscription, during the period of performance of this contract, shall be and remain the irrevocable property of NASA/MSFC and the Government.
Maintenance Requirements.
8. Allow for the management of SDS versioning to include access to all prior versions.
9. Provide the ability to obtain SDSs for new products and have them available in the system within five days working days or less from the time of the request by MSFC.
10. Ensure that, at least ever two (2) years from the date of the SDS entry into the Subscription, the SDS Subscription contains the most current version of the manufacturer’s SDS.
User Access Requirements.
11. Provide authenticated administrative access for management of SDS documents and data identified for MSFC use. Subject access will be available to at least two MSFC users, requiring this level of access.
12. Provide access to SDS search and download functions to all non-administrator MSFC employees without the need for login credentials. A requirement of this system is that all personnel on the MSFC site shall use the service as the primary resource for obtaining new SDSs without the use of individual logins.
Period of Performance Requirements.
13. Five (5) years after receipt of order: includes One (1) Base year, and four (4) one (1) year options, to be exercised in accordance with Federal Acquisition Regulation (FAR) clauses included in the awarded purchase order (PO).
