Questions & Answers

Solicitation No. NIST-RFQ-24-7301395 Environmental Control System Filter Changes and Maintenance

1. In our experience with Amerex style filter bags and cages, the bags are 169.5" and the cages are 169", but the solicitation references a longer length. The wire gauge identified in the solicitation also differs from our experience. Would you please confirm the bag and cage lengths and the wire gauge?

The Government affirms that bags shall have a diameter of 6” x 176” overall length, 22-ounce woven Fiberglass with Teflon B coating and PTFE membrane.

The Government affirms that cages shall be 5-7/8" x 175.5" long.

11-gauge wire is sufficient for the cages. The Statement of Work has been revised to reflect this update to specifications.

2. Please confirm whether or not replacement or spare venturis will be required and, if so, how many.

No replacement venturis are required. The existing venturis shall be sanded and cleaned for reuse. That Statement of Work has been revised to clarify this requirement.

3. Is the contractor expected to unload materials at the NIST site, or will NIST receive, unload, and store materials for the Contractor?

NIST will receive, unload, and store the materials for the Contractor.

4. Please confirm acceptable working hours for this requirement.

7:00 AM to 7:00 PM Eastern Time are the acceptable working hours for this requirement. The Statement of Work has been revised to state these hours in the Period of Performance section.

5. Who is responsible for providing lifting equipment for access to the baghouse and movement of materials to/from the baghouse?

The contractor shall be responsible for providing lifting equipment and for the movement of materials to and from the baghouse.

6. Will the Government confirm that the baghouse area and equipment will be clean at the start of the project, including empty and clean hoppers?

Yes. The baghouse area and equipment will be clean at the start of the project, including empty and clean hoppers.

7. Have the filters been changed before and, if so, is there a known incumbent?

Yes, the filters have been changed before. However, there is no known incumbent; the last service was approximately 10 years ago.
