Statement of Work Environmental Control System Filter Changes and Maintenance A. Background
The National Fire Research Lab (NFRL) is a unique experimental facility dedicated to understanding fire behavior and structural response to fire. The NFRL, located in Gaithersburg Maryland, operates an environmental control system (ECS) that treats smoke and combustion products during fire testing. The ECS was provided by Amerex Industries, Inc. in 1998 (trains one and two) and is vital to the mission and operations of the NFRL. An additional ECS was brought online in 2015 (trains three and four) to double the exhaust flow capacity. The system must be run during every fire experiment. The combustion products that are created during a fire test travel through duct work to be treated by one to four scrubbing “trains”. Each train consists of a natural gas preheater, lime slurry dry scrubber, 1020 filter bags, exhaust fan, fan motor and a flue gas exhaust stack. Maintenance and the installation of new parts is required for the efficient operation of the system.
B. Purpose/Objectives
The NFRL requires contractor labor and materials to change out all the filter bags in the bag house of trains one and two, service the pulse jet system, clean the work area, and inspect the bag house structure and systems for deficiencies.
C. Requirements
The Contractor shall provide all labor, materials, and oversight to perform the following services:
1. Contract Kick-Off Meeting and Health and Safety Plan
a. Within five days after contract award, the Contractor shall submit badging applications to the NIST Contracting Officer’s Representative (COR) for all contractor staff that will need to be on-site for the requirement. Please see badging process requirement details in Section G below. Only once badging is successfully completed may the remaining contract requirements be performed. It is expected that badging shall be completed by the contract kick-off meeting identified in the requirement below.
b. At a mutually agreeable time within 3 weeks after award, the Contractor shall participate in a contract kick-off meeting with NIST personnel to discuss specific schedule details, site-access details, and requirements associated with placement of any temporary equipment on the NIST campus. This meeting may take place via video conference.
c. At least two days before the kick-off meeting, the Contractor shall provide a health and safety plan for the work to be performed. The plan shall include safety controls, Personal Protective Equipment (PPE) required for each task, what training has been provided to employees, an emergency response plan, and health and safety recordkeeping processes. The plan shall also address locking and tag-out plans for the ECS; such procedures shall take place before filter bags are changed out. The plan shall also address pulmonary protective equipment which shall be used while working in the baghouse. The plan shall be submitted electronically via email. The contractor shall update the health and safety plan as needed based on discussion at the kick-off meeting and re-submit within 3 days thereafter.
2. Provide Environmental Control System Materials

The Contractor is responsible for providing appropriately-qualified personnel to safely perform this activity.
c. To perform the installations, the Contractor shall remove the Environmental Control System roof door using a bridge crane supplied by NIST and safe rigging provided by the Contractor to access the bags in each fabric filter module. There are 255 bags per module and 8 modules in all.
d. The Contractor shall remove each bag skirt/cage assembly and discard the old bag as it performs the replacements. Some bags may need to be cut off the cage assembly; the Contractor shall do so as required. The Contractor shall minimize dust using trash bags and/or a trash shoot as it performs the replacements. The Contractor shall discard old bags, and trash, in a dumpster supplied by NIST.
e. Prior to installing the replacement filter bags, the contractor shall inspect, sand, and clean each of the 2,040 cages. The Contractor shall notify NIST if any of the cages is no longer viable for use; in such cases, the Contractor shall replace the non-viable cage with one of the new cages supplied under Requirement 1.b. above. Any of the 200 new cages not used for this purpose NIST will retain as backstock. All bags and cages shall be installed to Amerex manufacturer specifications or equivalent. Filter bags shall not leak.
f. While performing the bag replacement installation, the Contractor shall inspect all existing venturis for damage and repair the venturis as necessary. The Contractor shall clean and inspect all cell holes, hoppers, and inlet baffles. The Contractor shall address any problems found before the installation of new filter bags.
g. The Contractor shall install venturis, as necessary, to Amerex manufacturer specifications or equivalent. NIST anticipates that existing venturis may be reused. The Contractor shall ensure each bag skirt/cage assembly is assembled properly, according to the manufacturers’ specifications and will not leak.
h. The Contractor shall inspect, clean and repair, as needed, the Environmental Control System roof door and all the air piping and components attached to the door. The Contractor shall ensure all solenoid and diaphragm valves in the pulse jet system work properly and perform repairs as needed.
i. The Contractor shall dispose of waste materials as directed by NIST; NIST will supply disposal services in accordance with environmental laws. Dumpsters will be supplied by the NIST Office of Safety, Health, and Environment (OSHE) and be located conveniently to the bag house. The Contractor shall clean the worksite when all other tasks are completed.
