2. Nature and/or description of the action being approved:
a. Project title: Senior consultant support services
b. Acquisition purpose and objectives:
The NINR Office of the Director requires a contractor to provide leadership to the most senior staff of the Institute, to represent the Institute at national meetings, and to develop material in support of the Intramural and Extramural programs.
c. Project background:
The National Institute of Nursing Research supports clinical and basic research to establish a scientific basis for the care of individuals across the life span- from management of patients during illness and recovery to the reduction of risks for disease and disability, the promotion of healthy lifestyles, promoting quality of life and care for individuals at the end of life. The Institute is organized into a number of major activities, including extramural and intramural research programs and research management and support initiatives.

This acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c) (1) as set forth in Federal Acquisition Regulation (FAR) 6.302-(1).
This acquisition is conducted under the authority of section 4202 of the Clinger-Cohen Act of 1996.

5. Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited:

b. Describe why only the requested supply/service will meet the government’s needs:
The Senior Consultant/Advisor is required to provide consultative services to the Director and Deputy Director, NINR Office of the Director; the Director, Division of Extramural Science Programs (DESP) and the Scientific Director, Division of Intramural Research (DIR).
The contractor will be required to develop and present workshops for mid-career nurse scientists; review manuscripts, abstracts, research protocols and other material related to nursing science; coordinate NINR’s Common Data Elements initiative; represent NINR on a trans-NIH/trans-agency/private sector-public sector task force and write a subsequent manuscript on the topic; and attend NINR symposiums and mentoring sessions.
Work products and documentation evidence related to the review of manuscripts, abstracts, research protocol, outreach activities, training and education in biomedical research programs, workshop material, and any presentation materials will be deliverable upon request.
c. Describe why only the proposed contractor is capable of providing the requested supply/service.
The National Institute of Nursing Research is required to provide appropriate procedures and guidance related to programs within the Institute. This requires appropriate staff and resources with extensive knowledge and the ability to translate that knowledge into useable resources by the NINR staff.
Joan K. Austin, DNS, RN, FAAN is a widely recognized nurse-scientist and an educator with 30 years of experience, which include positions of Distinguished Professor of Nursing and Dean of a School of Nursing. Her methodological contributions to the field of nursing research and experience in assessing post-doctoral Fellows and Nurse-Scientists along with her background and experience as a researcher and academic leader provides the necessary and required expertise to perform this important and vital function. Dr. Austin is well known within the NIH community as well as NINR’s extramural community and has participated in grant review committees throughout NIH. Additionally, Dr. Austin is working closely with the NINR Intramural and Extramural Research Programs and is very knowledgeable about the associated training programs and projects.
Additionally, changing would jeopardize projects and training programs by causing long delays.
Dr. Austin has the requisites that NINR is requiring for this support:
Master of Science in Nursing, Ph.D. in Nursing, published author in an area of nursing science, distinguished track record of contributions to nursing science, history of extramural funding, leadership and visionary capabilities in her scientific focus area(s), strong oral and written communications, interpersonal and team building skills, strong project management, program development and evaluation skills, and she has demonstrated leadership and customer service skills.
6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOpps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies:
