TECHNICAL EVALUATION CRITERIA/EVALUATION FACTORS

GENERAL

The major evaluation factors for this solicitation include technical (which encompasses, technical specifications of requested boxes and understanding the performance requirements) and cost/price factors. Although technical factors are of paramount consideration in the award of the contract, cost/price is also important to the overall contract award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. In any case, the Government reserves the right to make an award to that offeror whose proposal provides the best overall value to the Government.

TECHNICAL EVALUATION CRITERIA

The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes.

1. Compatibility with NEI custom built adaptive optics instrument 75 points Provide information that shows the specifications match or exceed the exact specifications needed to interface with the NEI custom built adaptive optics instrument The design specifications of the instrument that will be replicated must meets standards set by the Medical College of Wisconsin under Contract HHSN263201400011C. Description of the technical requirements are included in the Specifications document and referenced via experimental procedures published in [Dubra, Alfredo, and Yusufu Sulai. "Reflective afocal broadband adaptive optics scanning ophthalmoscope." Biomedical optics express 2.6 (2011): 1757-1768] as well as from our own study published in [Johnny Tam, Jianfei Liu, Alfredo Dubra, Robert Fariss, “In Vivo Imaging of the Human Retinal Pigment Epithelial Mosaic Using Adaptive Optics Enhanced Indocyanine Green Ophthalmoscopy” Investigative Ophthalmology & Visual Science 57.10 (2017): 4376-4384].

2. Understanding the Requirements 25 points Custom-built adaptive optics instruments are highly complex instruments that require specialized expertise. There are no COTS solutions that can be used for this requirement. We utilize a number of different hardware modules from multiple international vendors that need to be combined and connected with these custom electronics boxes. Many of these modules are discontinued or not easily procured. Vendors should demonstrate that that they understand the unique requirements for form factor, drivers, software, and hardware to ensure continuity of operation of ongoing clinical studies underway through the active NEI protocol 15-EI-0020.
