STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS

COMBINED SYNOPSIS / SOLICITATION

COMPETITIVE

Title: Tunable Laser System for Multiphoton Microscopes

Introductory Statement

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Solicitation Number and Authority

(ii) The solicitation number is NIH-NINDS-RFQ-20-5653329 and the solicitation is issued as a Request for Quotation (RFQ).

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold.

It is the Government’s intent to award a purchase order using these procedures. Any quotations submitted MUST conform to the specifications contained in the RFQ and Attachment 1 - Purchase Description.

The Government intends to award a purchase order without discussions. But if the Government determines it is in its best interest to do so, it may conduct discussions to make an unacceptable quotation acceptable.

The Government also reserves the right to award no purchase order depending on the quality of the quotations, the availability of funding, and the continued existence of the requirement.

Applicable Federal Acquisition Circular

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05, dated February 27, 2020.

NAICS Code and Small Business Standard

(iv) The associated NAICS code is 334516 – Analytical Laboratory Instrument Manufacturing and the small business size standard is 1,000 employees.

This requirement is full and open with no set-aside restrictions.

Description of Requirement

(v) The National Institute for Neurological Disorders and Stroke (NINDS), which is a part of the National Institutes of Health (NIH), has recently established the Spatial Navigation and Memory Unit (SNMU). The SNMU laboratory is investigating the neural basis of spatial navigation and memory. The experiments in the laboratory will largely use an in vivo two-photon imaging approach to measure neuron calcium dynamics, observe neuron structural and molecular properties at the subcellular level, and modulate the activity of individual neurons.

The laboratory will include two multiphoton microscopes, which will be capable of performing the above experiments and will require a high power, widely tunable and dual-output laser system. The data collected from this system, including the microscopes and laser, will be used to understand the functional mechanism of the medial entorhinal cortex in spatial navigation.

Essential Characteristics

(vi) The NINDS SNMU requires one high power, broadly tunable and dual-output laser (tunable beam and fixed wavelength beam), which must have the following characteristics:

System

• Advance Replacement service strategy to minimize user down time, supported by a remote service facility.

• Laser head footprint <0.4m2 to optimize optical table space.

• HALT designed, HASS tested for highest reliability and long lifetime

• Upgradable platform to add fully integrated power modulation of both outputs via fast AOM control

Tunable beam

• Tuning range of 660nm to 1320nm

• Average power > 2 W at 700nm, >3 W at 800nm, > 2.7 W at 900nm, >2 W at 1000nm, >1.7 W at 1200nm, > 1.4 W at 1300nm

• Pulse duration 100fs at 900nm (sech2 pulse shape)

• Automated dispersion compensation on the tunable output of 0-50000fs2 at 680nm, 0-27000fs2 at 800nm, 0-16000fs2 at 950 nm, 0-12000s2 at 1050nm, and 0-10000fs2 at 1300nm (all pre-compensation values are negative). It must be possible to access the shortest possible pulses out of the box.

Fixed Wavelength Beam

• Average power >3.5W at 1040nm

• Pulse duration 140fs (sech2 pulse shape)

Responses to this solicitation must include enough information to establish the interested parties’ bona-fide capabilities of providing the product. The price quotation shall include: unit price, list price, shipping and handling costs; delivery days after contract award; delivery terms; prompt payment discount terms; F.O.B. Point; product or catalog number(s); product description; and any other information or factors that may be considered in the award decision.

Delivery Requirements

(vii) Delivery of equipment shall be FOB Destination and will take place within 45 days after receipt of order. The equipment shall be delivered to and installed at the NIH Main Campus Building 35, 35 Convent Drive, Bethesda MD 20892 between the hours of 8:00 am and 5:00 pm, Eastern Daylight Time (EDT), Monday through Friday. On-site training must take place within two (2) weeks of installation.

Applicability of FAR clause 52.212-1

(viii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.

Applicability of FAR clause 52.212-2

(ix) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The following evaluation factor information is provided as an addendum:

(a) The Government will evaluate your quotation and conformance to the RFQ’s requirements. This evaluation will include all stated terms, conditions, and other information required in this RFQ, and a determination that the Quoter is responsible.

(b) The Government will award a purchase order on a Lowest Price Technically Acceptable (LPTA) basis, which requires that award be made to the lowest-priced quotation that meets or exceeds the acceptability standards for non-cost factors. A technically acceptable quotation must include equipment that complies with the essential characteristics specified in the RFQ and Purchase Description as well as all other information required by the RFQ.

(c) If the Quoter (1) fails or refuses to assent to any term, (2) proposes additional terms, or (3) fails to submit or omits material information required by this RFQ, then the Government will consider your quotation UNACCEPTABLE.

(d) The price quotation will be evaluated based on whether the total price is fair and reasonable to the Government and will take into consideration any price reductions offered by the Quoter.
