STATEMENT OF WORK (SERVICES) (SOW)
GENERAL INFORMATION
Title of Project:
The Analysis of Integrated Resources (AiR) Statement of Need and Purpose:
NIMH has historically tracked financial data to provide tools for the scientists as well as executives to make informed financial decisions. How NIMH gathers, presents, and distributes that data has evolved over time. In years past, it was strictly through nVision and Excel that the data was gathered and presented. In more recent years, systems have been developed to provide a more robust and all-encompassing tool for providing this data. In order for NIMH to continue to develop a better budget tracking tool, maintenance on the current system as well as upgrades need to be made.
Background Information and Objective:
The Analysis of Integrated Resources (AiR) project is a highly visible project that involves intramural, research management services, and extramural cost tracking. As part of this project the vendor is expected to develop and maintain the AiR database, which is an internal NIMH accounting interface, as well as the associated QlikView visualizations. Both the AiR database and QlikView system have a production environment and a development environment. The development environment is utilized for testing updates prior to promotion to production.
The AiR database is distinct from NIH enterprise systems (including nVision and IMPAC II) and other commonly used systems at NIH (such as SOFie and POTS), which feed into QlikView. It provides a data entry point for information that cannot be sourced from other systems. There are currently 20 visible tables for data entry. The AiR database is hosted on NIMH servers.
QlikView uses the data provided from these systems and transforms it into a QlikView Worksheet (QVW) to allow for better data presentation for budget analysts, administrative officers, and other individuals. Currently, the data flows into the QVW via ETL processes and NIH managed QlikView Data (QVDs). The data is then displayed in the QVW on 16 visible sheets with a current total of 40 table and chart objects. In addition to the table and chart objects, list boxes are utilized to filter the data and range from 3 to 13 list boxes on the visualization sheets. Text boxes are utilized throughout the QVW for presentation and navigation purposes. There are 2 QlikView reports that are regularly generated to PDF for communication to customers. The QVW and associated files are saved on the NIH network. The QVW distribution, triggers, and reloads are managed on the NIH’s QlikView Management Console (QMC). NIMH’s Qlik NPrinting also utilizes data sourced through the QVW.

SCOPE OF WORK
General Requirements:
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:
· Maintain the current AiR database
· Provide enhancements and adjustments to the AiR database
· Maintain the QlikView interface with the AiR database and other systems
· Provide enhancements and adjustments to the QlikView interface with AiR
· Provide a monthly report on the progress and status of the AiR Project
Specific Requirements:
· Update the current visualization in QlikView for data presentation including but not limited to updating the current output reports from the generic QlikView to the new NPrinting format.
· As visualizations are developed, quality assurance measures are expected to ensure accuracy of output.
· Write robust code (SQL and other) to ensure data integrity in both the AiR database and QlikView. The code should involve transparency for potential expansion and incorporate best practices for the understanding of potential impacts in planning future requirements.
· Coordinate with the NIH QlikView Administration Team for promotion of the QVW to the Production environment.
· Provide analysis on data integrity issues and reach out to different stakeholders about these issues. The contractor must also reach out to the NIH entities who can resolve these issues (if the data integrity issue comes from an NIH system such as nVision).
· The contractor shall notify the NIMH project officer upon identification of data integrity issues.
· Attend the NIH QlikView Coordinating Team Meetings and Work Group Meetings and provide meaningful updates from those meetings to the NIMH project officer.
· Meetings are held monthly for approximately 1 hour each.
· Work Group meetings are held less frequently for approximately 1 hour each.
· Provide regular updates on the progress of the project via monthly meetings, ad hoc phone calls, and email to the NIMH project officer.
· The contractor shall provide meeting minutes to the NIMH project officer for the monthly meetings and any ad-hoc meetings.
· The monthly meetings are approximately 30 minutes each.
· Provide training on Qlik products, including but not limited to QlikView, NPrinting, and QlikSense:
· In person, on-site training sessions on the use and development of the applications for approximately 10 employees:
· Group training sessions should not exceed 8 hours
· Individual training should not exceed 24 hours
· An electronic job aid on use of the QlikView application for distribution to the various users
· Provide workflows and mapping of the data schemas for QlikView and AiR.
· On-going operations and maintenance of the AiR database and associated QlikView applications:
· Updates on the operations and maintenance should be included in the monthly report on the progress and status of the AiR Project.
· Operations and maintenance includes:
· Testing and updates to the QlikView applications based on new version releases deployed at the NIH level
· Update as new security measures are required by central NIH
· Transition data connections as new data sources are made available
· Option Years 1 and 2 will be a continuation of the base period and be similar in scope with the following exception:
· The Base Year will have an emphasis on updating the current visualizations.
· Option Years 1 and 2 will have an emphasis on adding up to 15 objects (i.e. tables, charts) each year using data from the existing architecture for analytics and reporting.
· Level of Effort modifications may be added for the generation of visualizations and reports beyond this requirement.
LEVEL OF EFFORT:
Level of Effort is based upon past performance of similar work.

GOVERNMENT RESPONSIBILITIES
The government will provide NIH computers to allow for remote service.
The government will provide a hoteling space at 6001 Executive Boulevard in Rockville, Maryland as needed for the on-site training and/or attendance to monthly meetings.
DELIVERY OR DELIVERABLES
· The contractor shall provide a monthly report on the progress and status of the AiR Project to include the following:
· Providing on-site training and associated materials (i.e. job aids)
· Updating current visualizations to leverage the use of NIH enterprise systems (i.e. nVision and IMPAC II)
· Finalize, test, and promote the visualizations
· In Option Years 1 and 2, addition of new objects
· Finalize, test, and promote the visualizations
· Providing a data integrity analysis of the current AiR database and visualizations
· Providing operations and maintenance
REPORTING REQUIREMENTS
Provide regular updates on the progress of the project via monthly meetings, ad hoc phone calls, and email to the NIMH project officer. This includes providing electronic meeting minutes. Provide electronic monthly progress and status reports to the NIMH project officer identifying accomplishments, works in progress, and resolution of any data integrity issues.
OTHER CONSIDERATIONS
Travel:
On-site training will be provided by the contractor at a conference room provided by the NIMH project officer at 6001 Executive Boulevard in Rockville, Maryland.
No travel will be reimbursed by the Government.
Key Personnel:
Project Manager Quality Analyst Developer
Key personnel need knowledge and expertise in:
· QlikView development
· Data management
· Budget systems
Information System Security Plan:
The vendor will have access to the AiR database, QlikView, and other NIH enterprise systems in order to maintain data integrity. AiR is an owned product of NIMH and access is limited to the NIMH budget.
Data Rights:
Data schemas will be the exclusive right of the government and a compilation of the data schemas must be provided upon completion of the contract.
Section 508—Electronic and Information Technology Standards:
The contractor is required to develop, maintain and use Electronic and Information Technology (EIT) in the performance of the SOW. The EIT will be used by federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. The public will not have access to the EIT.
Publications and Publicity:
Publications and publicity will not be required in the performance of this SOW.
Confidentiality of Information:
The government will provide to the contractor information and data of a personal nature about individual(s) and proprietary information and data pertaining to NIMH which is confidential. The contract is expected to generate information or data which is also confidential. The contractor should use secure servers to handle information or data prior to any release, disclosure and dissemination.
