COMBINED SYNOPSIS / SOLICITATION - COMPETITIVE
Neural Data Acquisition Systems
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is NIHDA201800149-CSS and the solicitation is issued as request for quotation (RFQ).
This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures;
FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 / January 24, 2018.
The associated NAICS code 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing, and the small business size standard 1250 employees. This requirement is a total small business set-aside.
The Purchase Description, for a Brand Name or Equal item, labeled as Attachment #1 PD, is provided as an attachment to this notice.
FAR 52.211-6 Brand name or Equal is applicable.
(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by—
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer;
and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an
“equal” product, the offeror shall provide the brand name product referenced in the solicitation.

The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.
Offeror shall provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.
Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. In compliance with FAR 13.106-2, Technical Capability, Price and Past Performance shall be used to evaluate offers.
The Offeror is to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer.
The FAR clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.

The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices.
The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement.
Responses to this solicitation must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination, Origin, etc), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.
In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”

PURCHASE DESCRIPTION
1. Statement of Need and Purpose: The purpose of this request is to acquire 10 Neural Data Acquisition Systems to upgrade lab’s single unit recording equipment.
2. Background Information and Objective: The Behavioral Neurophysiology Neuroscience Section’s laboratory is interested in the neural circuits mediating associative learning and decision making and how alternations in those circuits contribute to maladaptive behaviors in neuropsychiatric disorders such as addiction. The BNNS uses rats as a model system to study behaviors and neural circuits that are believed to have direct relevance to understanding the human brain. The laboratory uses behavioral tasks based on principles derived from learning theory, combined with single unit recording, lesions, pharmacological and genetic manipulations to test hypotheses. Recording ensembles of single units from awake, behaving rats is the core competency of the lab. The purchase of this equipment allows more channel count for neural recording on rats, real-time biofeedback, calcium imaging and other expanded capabilities. These expanded capabilities will allow the lab to conduct 2-3 recording experiments at once without waiting months to run each additional experiment.

5. Salient characteristics System shall be equipped with ten single unit 128 channel recording systems, with simultaneous 40kHz A/D conversion on each channel at 16 - bit resolution with 40kHz sampling rate on each channel.
• Systems shall be scalable to 512 channels, with all acquisition and processing happening in one system (i.e. cannot be multiple lower channel count systems “daisy-chained” together)
• Systems shall be equipped with software programmable digital filtering (e.g.
Common Average Referencing (CAR), Common Median Referencing (CMR), channel-to-channel referencing) for wide - band, field potential, and spike frequency band isolation
• Systems shall have Real - time spike sorting in single electrode, stereotrode, or tetrode mode. Online sorting in both waveform space (time/voltage) and directly in feature space (PCA, Maxima/Minima, and others). Box, line, band, and template spike sorting in time/voltage space. 2D contour, 2D ellipse, and 3D ellipse spike sorting in feature space
• Systems shall have automatic sorting using valley - seeking and t - distribution expectation/maximization algorithms.
• Systems shall have automatic threshold setting based upon mean and standard deviation, and also “robust statistics” threshold setting (i.e. the use of the median as a robust statistic instead of the mean, or the use of the median absolute deviation (MAD) instead of the standard deviation.)
• Systems shall have Real - time spike timestamp, waveform, and digital event data link to user - defined Matlab and C++ Clients, for customer - specific on -line analyses. Shall have Real - time Perievent histogram plots.
• Systems shall have Real - time data link with NeuroExplorer data analysis program, cross - correlation analyses, for real - time JPSTH plots, Perievent raster and histogram analyses, burst analyses, etc. NeuroExplorer is software package for neurophysiological data analysis for presentations.
• Systems shall have real - time interspike interval histogram display, with warning indicator for spike with interspike intervals less than user - defined refractory period.
• Shall have up to 32 digital inputs for external synch and experiment state variables from behavioral equipment, as individual TTL lines or multi - bit strobed words (see further requirements for this below).
• Shall provide lifetime Technical Support for all software and hardware
• Systems shall have 32 digital outputs for controlling third-party devices.
• Systems shall have 32 “auxiliary” analog inputs, for non-neural signal acquisition
(i.e. EMG, EEG, blood pressure, speed).
• Systems shall fit within existing space on custom training rack, standard 19” rail spacing, approx. 9” high opening. Company will install the systems at our convenience, in between ongoing experiments (requiring several separate installation visits), validate their function with either artificial data or live subjects at our discretion, and validate that the systems interact with existing equipment detailed below.
• Systems shall output data in the pl2 format, which fits within our current workflow (i.e. we will not have to change any existing analysis scripts, post-processing steps, etc.).
• Systems shall be capable of receiving 15-bit words from custom lab behavioral computer to detect events, triggered via a strobed bit on the I/O card. Company shall demonstrate sub-ms resolution at event detection and detect accurately 65565 different events used in the task. Event detection shall be validated on install and guaranteed to be backward compatible with existing behavioral programs in the lab currently, or contract will be void and equipment will be returned.
• Systems shall be capable of interfacing with and controlling PlexBright Optogenetics hardware that is currently used in the lab for experiments. This includes passing signal for recording data through the PlexBright digital commutators. Company will validate this on install or contract will be void and equipment will be returned.
• Systems shall be capable of interfacing with and controlling CineLyzer Photometry system and CinePlex tracking equipment.
• Systems shall utilize connectors at the headset and/or between the headset and the subject that are compatible with custom 16 and 32 channel electrode designs used in the lab. Company will validate this on install or contract will be void and equipment will be returned. In addition, company will commit to develop customer 64 chan and 128 chan headstage interface.
• Systems shall be guaranteed to work with new Windows OS when current Windows 7 OS is no longer supported and sunsets, currently projected to occur in 2020.
• Company shall remove existing Plexon MAP systems from our training racks, consolidate current hardware into 32 channel systems, including the purchase of any required hardware to make this consolidation work properly.

Neural Data Acquisition Systems ATTACHMENT: Technical Evaluation Criteria
The Government will award a contract resulting from this requirement on the basis of best value, technical factors and price considered. Technical factors together shall be considered more important than price and all technical evaluation factors are detailed below.
Factor 1: Technical Approach (80 Points)
The Contractor shall be evaluated for understanding of the requirements in accomplishing the statement of work. The offeror’s technical approach shall indicate compliance with the requirements as outlined in the purchase description.
Factor 2: Past Performance (20 Points)
The Contractor shall provide at least one (1) past performance references with knowledge of the contractor’s relevant skills and experience related to the requirements outlined in this Statement of Work. References shall include the following information:
a) Name of Organization
b) Description of Contractor’s Responsibilities as they relate to this SOW
c) Contract Period of Performance
d) Contact Name and Title
e) Telephone Number

Past Performance shall be evaluated for relevance to the current requirement.
Documented successful past performance reflecting knowledge of NIH policies and programs, meeting planning experience, and expertise in travel support.
Technical proposals will be evaluated using a summary adjectival rating in accordance with the following scale:
