1) Answer questions from potential offerors regarding the solicitation;
2) Insert FAR Clause 52.222-17;
3) Revisions of Attachment 6 – Technical Proposal Instructions;
4) Revision of Attachment 7 – Business Proposal Instructions;
5) Revision of Section M
Offerors must acknowledge receipt of this Amendment by identifying this amendment number and date of the amendment on each copy of the proposal submitted. Failure to receive your acknowledgement may result in the rejection of your proposal. Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.

Responses to Questions from Potential Offerors:
Question 1: I am seeing language that speaks to security. Specifically, Security Assessment and Authorization (SA&A), SA&A Package Deliverables, System Security Plan (SSP) and Security Assessment Plan/Report (SAP/SAR). Are these items meant for the move contract? If so, am I to speak to these securities in my proposal?
Response: Please speak to the security requirements in your proposal. Further discussion may occur during negotiations and other determinations will be made at the time of award.
Question 2: Fedbizops, says that the proposals are to be submitted by email, however, within the solicitation, it says that the proposals are to be submitted through the electronic Contract Proposal Submission. Please confirm which method to submit the proposals.
Response: Please submit proposals using the electronic Contract Proposal Submission website, as stated in Attachment 1 of the Solicitation.
Question 3: The due date shown on the Attachment 2: Proposal Intent Response Sheet is June 1, 2018; the same date as the proposal submission date. Please confirm this is the correct date.
Response: The Proposal Intent Response Sheet should be returned as soon as possible. Proposals are due June 1, 2018 as stated.
Question 4: On page 58, the document speaks about a Project Director. Is the Project Director an additional key personnel with the Senior Project Manager?
Response: The Project Director is not an additional key personnel; the Single Principal Investigator/Project Director and Senior Project Manager may be the same person. With the addition of the FAR Clause discussed below (FAR Clause 52.222-17), it is the Government’s intention that the names recited in Article G.2 represent the titles of individuals whom the Government wishes not to be displaced.
Question 5: Reference Attachment 3- Section 6: Will the government provide a position description for the senior project manager to include an outline of duties and years of experience required.
Response: As this is a non-displacement person provided by the incumbent, the Government will not be providing a position description for this. A pricing sheet is attached with the labor categories that the Government assumes will be utilized in the contract. Offerors should complete the attached sheet and may also include any labor categories that it believes should be included.

Question 6: Reference Attachment 3- Section 6- Key Personnel: Can the government provide an estimated hour required for each labor category both under this solicitation as well as historically.
Response: The contract has a minimum and maximum funding ceiling. T&M Task orders will also provide ceilings. Fixed firm Task Orders shall be priced as such. The contractor should be prepared to staff to the maximum. Historically enough work has been issued to sustain the non-displaced or key personnel.
Question 7: Reference Page 58 (b) Personnel: Please confirm that the labor categories listed under #1-2 of Single Principal Investigator and Project Director and other investigative apply to this requirement?
Response: Please see the response to question 4.
Question 8: To confirm, Key personnel that are listed as Senior Project Manager, Mover Crew Supervisor, Installer, Mover/Packer/Driver and Warehouse manager are all required to have a corporate email as well as an alternate point of contact?
Response: Yes, they must have a corporate email and an alternate point of contact, such as a phone, or other form of communication.
Question 9: Can the government define that is meant by Driver (3)? Is that the quantity required for that specific position?
Response: Current non-displaced personnel includes 3 key personnel who are titled “Mover/Packer/Driver.” Each of these individuals are expected to be able to move, pack, and drive.
Question 10: Attachment 3: Statement of Work, 6) Key Personnel: Given the Statement of Work [PWS] requirements for relocation of sensitive laboratory equipment should the required resumes include positions for a Medical/Laboratory Equipment Planner and Transition Planner?
Response: Yes. The labor categories will have job titles that the government believes are needed. The contactor can add any unit costs and descriptions in their proposal that they feel are needed to perform the SOW.
Question 11: Will contractors need to provide a minimum of (2) two individuals on-call
(ie. Not on-site) during a work week (Monday-Friday); 6:00AM-6:00PM or will they physically need to be on-site on a daily basis?
Response: This is required specifically as a guideline of expectation in Attachment 3 of the Base Award scope for a time and material task order. A task order may be issued that requires a reasonable response to daily moves or other requirement(s) over a 12 month or longer period that demands a full-time presence. This will be specified, and /or it may be referenced in such a task order.

Question 12: Can the government clarify whether or not the key personnel will be required to have 100% of their time allocated to NIAID?
Response: Key Personnel that are being proposed and will be named in the Base Award will not have any FTEs allocated to the contract. The FTEs of Key Personnel will depend on the task order issued and its scope or volume of work. It is expected that key or non-displaced personnel named on the Base Award will be available first to this contract.
Question 13: On page 10, under Article G.2 Key Personnel, the government states that there are 7 FTE that are being considered as key personnel on this contract and therefore require resumes to be submitted. Considering the nature and frequency of the task orders and that the key personnel are NOT full-time FTEs, would the government consider reducing the number of key personnel to only the Senior Project Manager as the other positions listed could be the same or different person depending on the nature of the job, availability of personnel, etc… Response: See the response to Question 12.
Question 14: Reference Attachment 2 Page 2- Please define “CV’S as listed under section B item 2.
Response: A CV is a curriculum vitae (Latin for “course of (one's) life”), or “a short account of one's career and qualifications prepared typically by an applicant for a position” or a resume.
Question 15: Reference Attachment 3 Section 6 Key Personnel Requirements- Please confirm if resumes are to be submitted in the proposal or forwarded to the COR for acceptance prior to bringing the employee on-board. If the first is true please confirm whether the resumes are included in the 20-page count requirement for the technical.
Response: Resumes should be submitted with the proposal and do not count towards the 20-page limit of the Technical Proposal. Note, however, that individual resumes should not exceed 2 pages.
Question 16: Can the government confirm if any position identified as key personnel is on-site each day?
Response: No. This depends on task order issued and its scope or volume of work. It is expected that key or non-displaced personnel will be available first to this contract.
Question 17: Under Section J, Technical Proposal Attachments, both the Technical Proposal Cost Summary and the Summary of related Activities are required to be submitted with the Technical Proposal. Due to page count limitations, can the Offeror provide these as appendices and have them NOT count towards the 20-page count limitation?
Response: The Technical Proposal Cost Summary has been deleted from the

requirement. Summary of Related Activities will be counted in the 20-page count.

Response: The Technical Proposal Instructions have been revised to further clarify the requirements.
Question 19: Can the government clarify instructions regarding the submission of past performance write ups to include how many, page requirements for each write up, in what proposal they are to be submitted and whether or not they are counted towards the overall page count. There is conflicting information across the RFP such as found in Section L, on page 46 under Past Performance Information and Attachment 6 which does not include anything regarding Past Performance; however, in Section M, the technical evaluation includes past performance.
Response: As indicated in Section L (page 46), Past Performance information should be included in the Business Proposal. As indicated on page 46, Offerors should submit a list of “the last five contracts completed during the past Three years and ALL CONTRACTS currently being performed that are similar in nature to the solicitation workscope. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Offerors may also submit past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”
Question 20: Due to the fact that Section L is written towards R&D contracts and the RFP is NOT an R&D contract, can the government remove the requirements for Subcontractors found in Section L on page 65 for 8. Subcontractors and the need to provide a travel policy for each subcontractor as identified in Section L under Proposer’s Annual Financial Report?
Response: The Government is removing the requirements listed under 8.e and 8.f.
All other listed requirements are to be addressed.
Question 21: In Section M, under Technical Evaluation Factors, no weights were assigned to the factors as mentioned in the paragraph. Can the government clarify the weights for each factor under technical evaluation factors?
Response: Section M has been revised to say that each factor will be of equal weight. Please see the revised Section attached.

Question 22: Due to page limitations, will the government consider allowing the requested work order system visualizations, key personnel resumes and the draft quality control plan be submitted as appendices that do NOT count towards the 20 page limitation for the technical proposal?
Response: Yes, the Government will accept the work order system visualizations, key personnel resumes/CVs, and QCP to be submitted as appendices, not counting against the 20-page limit. Note, however, that each key personnel resume/CV should be limited to 2 pages, and the work order system demonstration and QCP should each be limited to 10 pages.
Question 23: Reference Page 64 Qualifications to Offeror: Please confirm that item (e) relates to this requirement Response: Yes, item 7.e does relate to this requirement.
Question 24: Attachment 7 (pg. 103) Section 4 - States that we should "Refer to Section L of the solicitation for documentation requirements. All relevant documentation should be included in a clearly marked section of the proposal."
Section L begins on pg. 38 of the proposal and continues through pg. 65 but other than pgs. 64 and 65 contains no specifics as to what documentation is required to be submitted. Other than the items listed on those pgs. (a. General Experience, b.
Organizational Experience Related to the RFP, c. Performance History, d. Pertinent Contracts, e. Pertinent Grants, f. Subcontractors, and 9. Proposers Annual Financial Report and a. Travel Policy) what other items are to be included in the Business Proposal, Section 4?
Response: Please include all information that is necessary to complete the activities in the Statements of Work, including that listed above along with documents to determine the realism of the proposed cost.
Question 25: Reference Page 66- Section M: Would the government please confirm the evaluation method for this contract, either best value or low cost-technically acceptable?
Response: The Government will evaluate proposals based on factors set out in Section M of the RFP and make the award to the proposal that provides the best value to the government.
Question 26: Will the government please confirm how pricing should be submitted i.e.
will the government provide a pricing sheet Response: Yes. The pricing sheet is attached and should be completed and submitted as part of the proposal in addition to a complete business proposal/ budget.

Question 27: Any labor rates wage determination that we must adhere to?
Response: Yes, determinations must adhere to the Service Contracts Act.
Question 28: Will design and reconfiguration be part of these services for modular systems and other furniture relocation?
Response: Design in the context of professional architectural and engineering work will not be part of these services. The contractor will however need to provide labor, material, and equipment to reconfigure modular systems and furniture relocation and may need to provide shop drawings. This will be spelled out in a given task or work order.
Question 29: Who is responsible for cable and data management within the Furniture?
Response: The contractor will be expected to provide a certified electrician to remove and replace date cabling and other electrical components in reconfigurations and relocations. This will be specified in a given task or work order.
Question 30: If modular systems require reconfiguration, will contractor be responsible for any additional parts or hardware for this service or will client be responsible for providing and purchasing additional hardware and parts?
Response: The contractor will be expected to provide additional parts or hardware where specified or needed depending on the Task order.
Question 31: Will contractor be responsible for providing data and electrical disconnects and reconnects as part of our services?
Response: The contractor will be expected to provide a certified electrician to remove and replace date cabling and other electrical components in reconfigurations and relocations. This will be specified in a given task or work order.
Question 32: Are there any requirements for low voltage or electrical services?
Response: The contractor will be expected to provide a certified electrician to remove and replace date cabling and other electrical components in reconfigurations and relocations. This will be specified in a given task or work order.
Question 33: To what extent will contractor be responsible for disconnection and reconnection of IT equipment? Will we need to reconnect to the server at final room placement or just make final connections and client will be responsible for server connection verification.
Response: The contractor will be expected to disconnect, breakdown, and pack components and relocate, reassemble, and reconnect PC, fax machines, and other

office equipment. The Government will provide network or other testing, and the detail of this will be specified in a given task order or work order.
Question 34: What would these tasks be on a daily basis?
Response: This would-be specified in a given task order within the range of the Base Award scope.
Question 35: For project work and wage rates, will overtime need to be factored into our rates or will all work be completed during a standard work week (Monday-Friday; 8- 5)?
Response: Most work will occur during regular work hours unless otherwise specified in task order or workorder.
Question 36: What type of animals and number of animals will the contractor be responsible for at any one time?
Response: This would-be specified in a given task order within the range of the Base Award scope.
Question 37: Will contractor be responsible for de-install and re-install of items on the wall such as clocks, bulletin boards, whiteboards, literature racks, televisions, etc.?
Response: Yes, and the removal and relocation thereof as specified in a given task order or work order.
Question 38: Will contractor have use of an on-site client dumpster or recycling bin or will contractor be responsible for removing all debris from the premises and discarding appropriately?
Response: This should be dependent on the task order or work order. The government may elect to provide any equipment deemed beneficial to the government for use in the contract. This includes any tools or equipment that are needed to perform the scope of work, to support the activities of the mechanic/technicians as needed and offered as not explicitly defined in this contract or the proposal costs.
Question 39: Will Contractor be responsible for relocation of any leased items?
Response: Yes.
Question 40: Will Contractor be responsible for packing and unpacking of all reagents or just relocation services?
Response: Yes, the contractor will be responsible for packing and unpacking of all

reagents specific to any task order related to biomedical research up to the BSL2 level.
Question 41: The Scope of Work statement, pg. 71, makes reference to 'the NIAID Staging Facility'. Please define this term. Is this a physical location on the NIH campus?
Response: This is a government leased storage facility located at 10671 Industrial Dr. Gaithersburg Maryland 20877 used to temporarily stage materials and equipment.
Question 42: What percentage of the work under this contract can we expect to perform at locations other than the NIH campus in Bethesda?
Response: Historically 90% of the work is in the Washington metropolitan area. We do have facilities in Poolesville, Fredrick MD, Montana, and up to 95 other areas around the world. There are no guarantees that this percentage will stay the same.
Question 43: For international sites, does the government require any additional certifications and/or permits?
Response: The contactor will be expected to know what permits and clearances are needed to relocate anything in the scope anywhere in the world. This will be negotiated specific to a given task order.
Question 44: The metric system is not commonly used in the moving industry - for example, warehouse storage is often priced on the basis of 'hundredweight'. Does this contract have to be performed using the metric system, either Hard Metric, Soft Metric, or Dual Systems?
Response: This has been an ongoing government effort at various stages of implementation and is required to be included in all solicitations. Although it is not an everyday practice, the use of the metric system may arise in specific task orders as necessary.
Question 45: What are the warehouse requirements (size, climate control, security, distance to site)?
Response: There is currently an approximate 7000SF staging requirement that will need continuity of operation. The specifics will be enumerated in a task order.
Question 46: Who is responsible for ensuring that all appropriate utility connections (air/gas/water/electric etc.) are available at the relocation site, and in the proper locations required for each piece of equipment?
Response: That will be the responsibility of the government and its privity with those

who provide such utilities.
Question 47: Attachment 9: Please provide some direction on how this form is to be completed. There is no explanation of what these hours and costs are to be based on.
Response: Attachment 9 is being removed from the solicitation and replaced with the Labor Rates Worksheet that is being added to revised Attachment 7, Business Proposal Instructions.
Question 48: Please clarify what types of biological and hazardous chemicals will be required to handle and move? Pg. 72 #13 Response: All and any related to bio-medical research up to the BSL 2 level.
Question 49: Please clarify what types of temperature sensitive specimens and materials will be required to handle and move? Will the contractor be held liable for these items? Pg. 72 #14 Response: All and any related to bio-medical research up to the BSL 2 level. Yes, the Contractor will be liable for such items, as specified in an individual task order.
Question 50: What is NIAID’s expectation for the “surplus furniture”? Is it the governments intent to dispose, recycle or take to the GSA warehouse (Attachment 5
- Sample Task 2, 2.a)?
Response: Historically there is always a certain amount of equipment and furniture that is either surplused or staged/stored from the point of origin. It is an assessment that the contractor would be expected to make based on the scope and drawings and site visit or interview of the end-user. For this exercise the bidder should make a calculation based on the existing and proposed or modified conditions It is expected that they can make a cost allowance based on their experience dealing with reuse product.
Question 51: Will the successful bidder be responsible for electrical connections and disconnections for furniture, demountable wall and lab equipment (Attachment 5 - Sample Task 2, 2.b)?
Response: Yes. See Response to Question 31: The contractor will be expected to provide a certified electrician to remove and replace date cabling and other electrical components in reconfigurations and relocations. This will be specified in a given task or work order.
Question 52: Please define “head to toe” cleaning. Is it the intent to wipe down the furniture at the end of installation or more of a deep upholster cleaning (Attachment 5

- Sample Task 2, 2.k)?
Response: “Head to toe cleaning” can be defined as detailing. It is expected that all aspects of an area are clean inside and out before a move in or the finalization of a move out. The government does not expect to procure separate services for this when it is needed every time a move or reconfiguration occurs. Regular facility housekeeping would resume after the personnel take occupancy. This will be addressed task specific.
Question 53: Are there comprehensive schematic drawings in DWG format (a test fit for example) that graphically describe the client’s intent for furniture installations, physical moves, interior layouts, etc. or will the design effort need to start from “square one”?
Response: That will be task order specific and both cases may apply.
Question 54: Is the Work Order system that is currently in use a proprietary system owned by the current holder of the relocation services contract or is it commercially available? If commercially available, does NIH wish to maintain the same system, thereby providing continuity and avoiding having to provide training for your staff on a new system?
Response: There is no system required on the current contract by the incumbent, but the institute is interfacing with a non-proprietary/commercial system on a similar contract. Any system that can be proven to meet or exceed the requirements will be considered. Demonstration of any such system may be included as an attachment to the Technical Proposal but must be limited to 10 pages.
Question 55: What work order system is currently being utilized?
Response: There is no system required on the current contract by the incumbent.
Question 56: Where does the government expect the work order system to reside (i.e. government server, web-based)?
Response: The scope does not address this but is clear about expectation for performance. Please address this in your technical proposal.
Question 57: What work order systems are the government open to using?
Response: A system that meets the requirements in the SOW.
Question 58: Does the work order system need to be FEDRamp approved?
Response: No. It is the intent that the system will be owned and operated by the Contractor, and the Government will have access to the same per the SOW.

Question 59: Can the government clarify which of the sample task orders are to be either firm fixed price or time and materials?
Response: Technical Proposal Instructions have been revised to clarify that both are intended to be firm fixed price.
Question 60: Please confirm that the technical progress reports are only required quarterly?
Response: Technical progress reports will be required quarterly.
Question 61: Please provide clarification on whether this is going to be awarded to more than one contractor.
Response: This will be a single award contract.
Question 62: Will the two sample task orders be awarded as well at contract award?
Response: No, they will not be awarded. At the time of awarding the Base Award, the Contractor will receive request for proposals on real Task Order to be awarded.
These are intended to be used for competitive evaluations.
Question 63: Are you able to tell me if this is a new requirement or if there is an incumbent and who the incumbent is.
Response: This is a recompete contract. The incumbent contractor is Landivar & Associates, LLC, PO Box 1930, Alexandria, VA 22313-1930.
Question 64: Will the government provide the total value of all firm fixed options under the incumbent’s current contract?
Response: No.
Question 65: Will the government provide the total value of all time and material contracts under this current contract?
Response: No.
Question 66: Can we send a proposal if our company has a different NAICS code than what is stated in the solicitation, but has all the requirements and experience?
Response: No. We can only accept proposals by offerors with the stated NAICS Code in FBO.gov.

Additional Comments:
• The RFP is revised to include FAR Clause 52.222-17 Nondisplacement of Qualified Workers (May 2014) in Article I.6, which will be incorporated in any award.
• Attachment 6, Technical Proposal Instructions, is revised.
• Attachment 7, Business Proposal Instructions, is revised to include a Loaded Rates and Equipment Worksheet.
• Section M has been revised to reflect how the evaluation factors will be weighed.
• Page 65 of Section L has been revised to remove 8.e and 8.f.

It is strongly recommended that offerors use the following template as the Table of Contents for the Technical Proposal. All information presented in the Technical Proposal should be presented in the order specified below.
These additional Technical Proposal instructions reflect the requirements of the solicitation and provide specific instructions and formatting for the Technical Proposal. While Section L of the solicitation provides a generic set of Technical Proposal instructions applicable to all NIH R&D solicitations, these instructions are tailored to the specific requirements of the RFP. The information requested in these instructions should be used to format and prepare the Technical Proposal, and should be used as a Table of Contents for your Technical Proposal. Offerors should follow the instructions in Section L of the solicitation, and include the information requested here.
Offerors are advised to give careful consideration to the Statement of Work, all reference materials, and attachments, the Technical Evaluation Criteria in Section M, and the solicitation as a whole in the development of their Technical Proposals.
Offerors proposing subcontracts to perform portions of the Statement of Work should clearly identify the specific tasks for which they plan to utilize subcontractors, as well as the method and level of integration/coordination between the prime Contractor and all proposed subcontractors, and the expected advantages of such an approach.
Offerors must refer to the solicitation Attachment entitled “Packaging and Delivery of the Proposal,” which details strict guidelines, including page limitations, formatting and layout of proposals, and prohibits the offerors use of links to internet web site addresses (URLs) to direct readers to alternate sources of information.
TECHNICAL PROPOSAL – TABLE OF CONTENTS
Please include in your Technical Proposal, evidence of capability to complete the activities listed in the Statement of Work, as well as in the two Sample Task Orders.
SECTION 1:
1) PROPOSAL TITLE PAGE. Include RFP title and number, name of organization, DUNS number, and identify if the proposal is an original or a copy. Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall also include the legend regarding Restriction on Disclosure and Use of Data prescribed by FAR 52.215-1 (e)]

A. Task Area A – Fixed Price Task Orders
a. Please reference the two sample task orders included in the RFP. Proposals to these two fixed firm task orders will be used for competitive evaluations for award.
B. Task Area B – Time and Material Task Orders
a. Labor rates proposed in the Labor Rates Worksheet (part of Attachment 7) herein will be utilized in any future time and materials task orders.
SECTION 3: TECHNICAL PROPOSAL OVERVIEW
Provide a brief overview of the Technical Proposal, including:
1. The offeror’s technical proposal shall convey to the Government that the Offeror is capable, possesses adequate technical expertise and experience, possesses sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion to meet the needs of the Government. The Government will evaluate the Offeror’s technical proposal to ensure that the offeror can sufficiently perform the requirements within the SOW adequately. The technical proposal shall explain how the contractor will accomplish/satisfy the requirements. Additionally, responses to the Sample Task Order should describe, in detail, the proposed approaches, methodologies, plans and procedures for completion of activities in the SOW relative to the information provided in the sample Task Order.
2. Work order system: The offeror shall clearly demonstrate they have an active, functioning, and proven work order system that has the functions and capabilities necessary to meet the needs of this solicitation and SOW. Offeror shall provide sample of dashboard, work requests, breakouts, etc. Samples shall include scopes, sketches and schematics, estimates, schedules, and invoice breakouts.
3. Sample task orders: The offeror shall provide samples for the completion of one (1) Task order for a fixed price solution and one (1) task order for a Time and Material solution as specified in the SOW in a separate section of the technical proposal. This proposal and sample must demonstrate the offeror’s plan for completing every aspect of the task order request. Samples can be found in the SOW.
4. Work orders/trouble calls: There will be work orders associated with a task order. Offerors shall explain the process and provide three (3) sample work orders/trouble calls.
SECTION 4: CORPORATE EXPERIENCE
Provide information relevant to document:
1. Corporate experience;
2. Infrastructure support;
3. Draft phase-in plan;
4. Staffing plan; and
5. Safety plan.
SECTION 5: KEY PERSONNEL
The proposed key personnel must have the experience and technical skills listed in SOW/solicitation.
Offeror shall demonstrate adequate and accurate description on names, titles and proposed duties of additional personnel performing under this contract. Resumes are required for the Key Personnel positions. Resumes include letters of commitment for all personnel not currently employed by the offeror.
Also, letters of commitment for major subcontractor and information demonstrating capabilities to perform the duties required in the SOW
SECTION 6: QUALITY CONTROL PLAN
The Technical Proposal should document the offeror’s Quality Control Plan (QCP), including:
1. Draft QCP addressing how the offeror will ensure consistent and open communications with the
COR and contracting officer, the quality of all services provided, timeliness, and accuracy of all reports and deliverables, and cost control. The offeror shall also demonstrate their ability and experience in implementing industry recognized quality control or quality management plans.
2. Problem remediation, addressing how problems will be remediated and how these problems will be prevented in the future.

1) Technical Cost Assumptions
a. Business proposals must include an established catalog or market price list or other documentation that supports the proposed prices for each Sample Task Order. Business proposals must also include a list of ALL labor categories that could be used for this statement of work and rates for each labor category; this list will be incorporated into any final task order. Proposed rates must include a breakdown of direct (salary), and indirect (OH, G&A, fee) costs.
b. Please include in your proposal two separate cost breakdowns (one for each Sample Task Order) detailing costs associated with project management planning and logistics, as well as relocation services, as outlined in each statement of work.
c. Please provide cost breakdown for any another cost listed in the Statement of Work that is reasonable for the work to be completed.

Offerors are advised to give careful consideration to the Statement of Work, all reference material provided as attachments, the Technical Evaluation Criteria, and, the RFP as a whole, in the development of your proposal. The information requested in these instructions should be used as a guide for the development and formatting of your Business Proposal. Offerors should consider and include the information requested here, as well as any other information which will benefit the proposal.

SECTION M - EVALUATION FACTORS FOR AWARD 5.18.18
1. GENERAL
Selection of an offeror for contract award will be based on an evaluation of proposals against three factors. The factors in order of importance are: technical, cost, and past performance. Although technical factors are of paramount consideration in the award of the contract, past performance and cost/price are also important to the overall contract award decision. All evaluation factors other than cost or price, when combined, are approximately equal to cost/price. The Government intends to make an award(s) to that offeror whose proposal provides the best overall value to the Government.
The evaluation will be based on the demonstrated capabilities of the prospective Contractors in relation to the needs of the project as set forth in the SOLICITATION. The merits of each proposal will be evaluated carefully.
Each proposal must document the feasibility of successful implementation of the requirements of the SOLICITATION. Offerors must submit information sufficient to evaluate their proposals based on the detailed factors listed below.
2. COST/PRICE EVALUATION
Offeror(s) cost/price proposal will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404.

4. PAST PERFORMANCE FACTOR
The Government will evaluate the offeror's past performance based on information obtained from references provided by the offeror, other relevant past performance information obtained from other sources known to the Government, and any information supplied by the offeror concerning problems encountered on the identified contracts and corrective action taken.
The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror's likelihood of success in performing the acquisition requirements as indicated by that offeror's record of past performance.
The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in the offeror's performance.
The lack of relevant a performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.
