F96ACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION USING OTHER THAN FULL

AND OPEN COMPETITION – SIMPLIFIED ACQUISITION (UNDER $150,000)

Instructions to the requestor: Prepare this document and include it an attachment to the requisition. When received in OLAO, the contracting officer (CO) will review the data provided, and if it is concluded by the CO that the proposed sole source is justified they will proceed with the action.

Introduction: Pursuant to Federal Acquisition Regulation 13.106-3(b)(3)(i), the following data is furnished to the Contracting Officer to support the requisitioning office’s request that the items/services identified on the above-mentioned Requisition be obtained using other than full and open competition. The requisitioning office understands that a contract may not be awarded on a sole source/brand name only basis unless the Contracting Officer approves Other than Full and Open Competition.

1. Identification of the Agency: HHS/NIH/OD/COSWD

2. Nature and or/Description of Action Being Approved. (e.g. sole source or brand name only) – Sole Source Requirement

3. Description of the supplies and services required to meet the Agency’s needs and the estimated value. (Provide a description of the supply or service and estimate including options): The Stanford University Center for Innovation in Global Health (CIGH) will develop the Women Leaders in Global Health (WLGH) Initiative program, which will provide opportunities for students, trainees, and faculty/scientist at all levels to enhance their scientific and leadership skills. During the one year long initiative, CIGH shall plan and execute the following for the WLGH Initiative: strategy and implementation plan; marketing and public relations campaign, event planning and participant selection.

The estimated cost is $125,000 and the delivery date for access to the database and report will be 1 year from award.

4. Proposed Contractor’s unique qualifications.

c. Proprietary data: Only this vendor can provide the following service because of their proprietary connection with key faculty, students, and trainees in the field of global health. The Chief Officer for Scientific Workforce Diversity (COSWD)/NIH would like to sole source this work to Stanford University’s Center for Innovation in Global Health (CIGH) because they are uniquely positioned as the coordinating body for female faculty, students, and trainees at all levels, internationally and globally. This initiative is being championed by Michele Barry, MD, Dean of Global Health at Stanford University School of Medicine and Director of CIGH, who has already galvanized strong support from Stanford University leadership, as well as academic and scientific partners across Stanford and other leading institutions around the world who are committed to making the initiative a success. The excitement and commitment from Stanford CIGH and its institutional leadership provides optimal timing for COSWD to align efforts and amplify the reach and impact of the initiative. It is imperative that we secure CIGH as a partner in order to leverage CIGH’s established personal and professional networks that will be critical to securing leading women speakers and facilitators, and engaging most promising participants from around the world.
