PROLOGUE
NIFC 300-JWH Elevator Modernization Service
The Bureau of Land Management - National Interagency Fire Center (NIFC) has identified a requirement for an Elevator SERVICE Modernization contract that includes modernization to components that have reached their end of useful life, no longer in production, or unavailable. The upgrade service contract will include replacing all specified components on one elevator to bring them up to current code. The elevator is located in building 300-JWH on the NIFC campus at 3833 South Development Avenue, Boise, ID 83705. All upgrade service, inspection, and testing shall be completed in accordance with manufacturer standards, State of Idaho codes, and as expanded upon in this contract.
General information relevant to the 300-JWH building and the project is provided below.
1. SERVICE Period: The allowed Period of Performance (POP) is one-hundred and fifty (150) days for this complete project. The period of Elevator downtime shall be limited to fifteen (15) days. The POP will begin upon the government’s issuance of a Notice To Proceed (NTP) document issued to the contractor.
2. Scope of SERVICE work: The service to be performed on the Dover brand elevator shall be accomplished as per the specifications provided within this contract.
3. Inspection by State of Idaho: Contractor shall coordinate with State of Idaho and pay the state for appropriate inspection fees.
4. Building Occupancy: The buildings will be occupied during this construction project. Contractor shall provide all safety barriers required for contractor and occupant safety.
5. Existing Building Construction: 300-JWH is an office building with a partial basement, first, and second floor. One personnel elevator and two internal stairwells serve the basement, first and second floor. The building is masonry block construction. The building was constructed in 1992. The machine room for the existing 3-stop elevator is located within a distinct room on the basement floor.
6. Security: NIFC is a secure site with a controlled security entrance.
a. Prior to commencing work, the contractor shall provide a list to the Contracting Officer containing names for all contractor personnel who will work on NIFC. Any changes to the list shall be provided to the COR a minimum of one day prior to arrival.
b. All contractors’ personnel shall present an official US Government or State Government issued photo identification at the security gate. ID’s will be compared to the contractor’s personnel list.
c. All the contractors’ personnel shall wear NIFC furnished visitor badges in a visible location at all times while on the campus and return the badge at the end of each day, or at the completion of the project. Badge turn-in is at the discretion of the NIFC Security Manager
d. Contractor personnel shall not enter the site more than 30 minutes prior to the start of the scheduled workday and must leave the campus within 30 minutes of the scheduled workday completion.
e. Contractor is expected to consolidate work efforts in the two rooms when possible. No power outages are allowed to circuits providing data or emergency power without prior scheduling and authorization.
7. Contractor Area: A lay-down, staging, temporary generator, and contractor-provided portable toilet area will be designated for the project. The physical size of the areas required will be coordinated with the government upon award.
8. Work Hours: Construction work shall be conducted during regular office hours which are 7:00 am to 4:30 pm, Monday through Friday with exceptions for holidays and early releases. Construction work shall be conducted outside of regular office hours when shutdown of loads and changeovers are scheduled. Contractor requested work during holidays, evenings, nights, and weekends will be considered by the government Contracting Officer, on a case-by-case basis.
9. Pre-Bid Meeting: A Pre-bid meeting is scheduled for August 1st at 10 AM at the NIFC compound Facility Maintenance Shop located at 3833 S. Development Ave., Boise ID 83705.
10. COVID-19 Protocols: All visitors/contractors need to fill out before arrival and have in their possession while on campus the COVID Attestation form that is attached to the solicitation documents. Follow the procedures indicated on the form to ensure entry into the campus.
