NIFC Elevator Modernization July 2022

PART 1 - GENERAL INFORMATION

A. SUMMARY: The Bureau of Land Management - National Interagency Fire Center

(NIFC) has identified a requirement for an Elevator SERVICE Modernization contract that includes modernization to components that have reached their end of useful life, no longer in production, or unavailable. The upgrade service contract will include replacing all specified components on one elevator to bring them up to current code. The elevator is located in building 300-JWH on the NIFC campus at 3833 South Development Avenue, Boise, ID 83705. All upgrade service, inspection, and testing shall be completed in accordance with manufacturer standards, State of Idaho codes, and as expanded upon in this contract.

B. Elevator system location and characteristics:

1. 300-Jack Wilson:

a) Building number and abbreviation: 300-JWH

b) Type: Hydraulic, 3- stop

c) Installed: September 1993

d) Capacity: 3500 lbs.

e) Mfgr: Dover

f) Serial #: EE0349

g) State of Idaho Tag: N/A

C. Government identified items:

1. Emergency Communication: The existing elevator emergency voice communication systems currently calls into the NIFC central monitoring area and shall remain configured in that manner.

2. Historical Service: The elevators have been under a continuous service program since 2009.

3. Elevator is served by Emergency Power.

D. Administration: Overall administration of this contract shall be by the Contracting

Officer (CO). The CO will appoint a Contracting Officer Representative (COR) to manage the detailed activities of this service modernization contract.

E. Government Occupancy: NIFC is a fully occupied and operational campus. Provide minimum 48 hours advance notice to COR for any work that will impact normal Government operations.

F. Warranty: The Contractor shall maintain a 1 year parts and labor warranty on all upgrade and/or installations, from the date of service. The Contractor shall file any applicable manufacturer’s warranty with the manufacturer for equipment provided to NIFC.

G. Qualifications:

1. Technician: Qualified technician experienced to work on Dover specific equipment and as recognized by the state of Idaho.

2. Service Company: Licensed by the State of Idaho for work and service of Elevators

3. Inspector: Certification of Elevator Inspector.

H. Company requirements: The service shall be accomplished by a factory authorized provider. The Contractor shall have and maintain suitable modern service equipment necessary for the satisfactory execution of all upgrade service, inspecting, testing and be in compliance with State of Idaho requirements for elevator service.

I. Supervision and Inspections:

1. The Contractor or appointed lead worker shall provide adequate supervision for any sub-contractors at all times, while any upgrade service, testing, or inspections are in progress.

2. The Contractor shall inspect, test, or check each completed item to the extent necessary to verify compliance with the contract and manufacturer standards.

3. The Government CO or COR may conduct inspections of the services performed at the site and of the Contractor submitted records, upon completion of the Contractor’s upgrade service, test, or inspection.

4. The upgrade service shall ensure:

a) Operational functions, testing, and inspections performed shall meet the standards of quality and workmanship consistent with the best commercial practices and pertinent technical manual specifications as required by the current State of Idaho Division of Building Standards.

b) Operational and/or instrument load tests indicate satisfactory performance;

and overall condition of the items, with exception of the upgrade services performed, is the same as noted at the initial inspection and has no additional damage or deterioration.

c) Final acceptance of the upgrade services performed under this contract shall be the responsibility of the Contracting Officer (CO) or the Contracting Officers Representative (COR). Compliance with the specifications and requirements shall be used for determining performance and final acceptance.

J. References:

1. All equipment discrepancies shall be recorded on contractors appropriate form that is acceptable to the State of Idaho Division of Building Safety. Reports shall be clearly legible and signed by servicing technician.

2. All work shall be performed in accordance with applicable safety codes, manufacturers’ requirements and regulations for elevators and dumbwaiters. All inspection, upgrades, servicing and testing shall be in accordance with ASME A17.1, ASME A17.2, ASME A17.3, and codes adopted by the Idaho Division of Building Safety. Inspection and upgrade efforts shall be recorded and submitted to the COR for review. The forms shall include the building number, name, elevator number, cycle count, inspection and/or upgrade action taken.

K. Job-site Security:

1. Contractor shall take precautions during the work effort to insure building occupants do not inadvertently enter their work area during the upgrade service effort.

L. Invoicing:

1. Service Contract shall be paid by government in arrears for work completed.

2. Upon completion of the work, the contactor shall send a pdf copy of the invoice along with pdf copies of the elevator inspection sheets to the COR.

A. The Contractor shall furnish all materials, equipment, supplies, and miscellaneous items as needed to complete the upgrade of the elevator, service, and inspection, identified within this document. Components and work effort shall be in accordance with the equipment manufacturers’ recommendations.

B. Elevator upgrade service: Provide upgrade service and modernization that is Architectural Barrier Act compliant and 504 compliant for users of the elevator for the components as appropriate and specified below:

PART 3 - EXECUTION

A. Install and test all components identified in Section 2 Products in accordance with manufacturer standards, current elevator code, and requirements as adapted by the State of Idaho. Retain existing remote monitoring system installed by current service vendor.

B. Retain current fire alarm inputs to elevator controller that directs elevator to alternative floors based upon proof of smoke in the building.

C. Conduct 5-Yr Load Test in accordance with ASME A17.

D. Provide Independent Qualified Elevator Inspector who possesses a QEI certificate who will certify the elevator modernization and load test.

E. Reports:

1. Completion Report: The contractor must submit a report which contains scope of upgrades, major components, software versions, certificate of load test, certificate of inspection, and As-Builts drawings upon completion of the contract.
