NATIONAL GALLERY OF ART
Request for Proposal (RFP)
Cable Record System
This RFP requests proposals from qualified Vendors for the provision of software and services necessary to provide a Cable Record System (CRS) for the structured wiring system at the National Gallery of Art (hereinafter, the “Gallery”). The solution must include not only the software being acquired but also the services required to design the infrastructure needed to operate the software; perform the installation, configuration and test of the software; develop documentation for its use and operations; and provide the on-going software support services associated with the selected CRS.
I. BACKGROUND
The National Gallery of Art is in the process of upgrading the data wiring across the Gallery into a cohesive, structured wiring system. This is a multi-year project that improves Gallery pathways and horizontal and backbone cabling for the communications systems. The Gallery plans to improve the horizontal cabling within its 34 data closets and document the new cable structured wiring system in the CRS. The CRS will be the repository for the structured wiring assets that connect approximately 800 users of IT to 1,5000 IT devices.
Currently, the Gallery uses LANDesk to track IT assets and Heat to manage IT Help Desk trouble tickets.
It is desirable for the new CRS system to be able to share data among these systems for ad hoc reporting.
Additionally the Gallery has other wiring systems supporting approximately 2,000 telephones, 50 AV systems, and 800 security devices. The CRS should be able to allow for future expansion to incorporate these systems and allow for 20 percent growth of the structured wiring system.
II. SUPPLIES OR SERVICES AND PRICES/COSTS
A. Period of Performance
This contract will have a base period and four one-year option periods. The base period shall extend from the date of award through September 30, 2008, with the four option years to follow. Exercise of options will be in accordance with FAR Clause 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT, which is given in full-text in Section V.
B. Contract Type
The Gallery contemplates award of a firm-fixed price contract. All goods and services requested in this RFP shall be provided by a Vendor for the total firm-fixed price submitted by Vendor in its proposal.
The FAR clauses covering firm-fixed price contracts are in Section V.

III. SCOPE OF WORK
It is the Galley’s intent to enter into an agreement with a Contractor for services necessary to help the Gallery achieve its goals as outlined in this RFP. The Contractor shall provide the goods and services described below.
A. Cable Record System
The Contractor shall provide a commercial off-the-shelf (COTS) Cable Record System with the features identified in Table 1 below.

1.1 General Functionality
1.1.1 The system shall accommodate spaces (closets) as
an infrastructure component.
1.1.2 The system shall accommodate pathways (conduits, trays, entrances) as an infrastructure component.
1.1.3 The system shall accommodate media (coax, fiber, hybrid bundles, and twisted pair) as an infrastructure component.
1.1.4 The system shall accommodate electronic network
components (hubs, switches, repeaters, amplifiers, PBX, wireless access points) as an infrastructure
1.1.5 The system shall accommodate terminal equipment
(telephones, PCs, printers) as an infrastructure
1.1.6 The system shall be able to designate hybrid cable
with both multi-mode and single-mode fiber.
1.1.7 The system shall be able to designate differing types
of end connectors (i.e., SC, LC, RJ45).
1.1.8 The system shall be able to designate powered, copper-to-fiber adapters.
1.1.9 The data schema shall be able to designate
grounding and bonding circuits, locations, and bus bars.
1.1.10 The system must be able to designate a minimum of
eight intermediate points between the two endpoints of any line.
1.2 Install, Move, Add, and Change
1.2.1 The solution shall include Install, Move, Add &
Change (IMAC) functionality that can generate work orders and ensure the ongoing accuracy of the database.
1.2.2 The system shall generate specific patching
instructions for inclusion in a work order when new circuits are created.
1.2.3 The system shall allow workflow processes to be
defined by the user and enforced by the system.
1.3 CAD Capabilities
1.3.1 The system shall be able to import CAD drawings
and convert them to Visio.
1.3.2 The system shall be able to reflect changes in the
database that were made through the CAD interface.
1.4 Asset Management
1.4.1 If a user-defined attribute is created for an asset, the attribute shall also be created for the entire class of assets (i.e., global change).
1.4.2 The software shall meet all inside and outside cable
plant data storage requirements of the ANSI TIA/EIA 606A standard.
1.5 Endpoint Assignment
1.5.1 The system shall automatically define a route
between two user-selected endpoints.
1.5.2 The system shall provide a listing of all of the
connection points incorporated into a cable pathway.
1.5.3 The software shall be able to list all circuits on each cable with source/host port and destination jack.
2. Reporting and Data Import
2.1 The system shall be able to generate ad hoc reports.
2.2 The system shall be able to generate reports for:
assets listed by location or logical grouping, ports and their connections, circuit paths, listing of circuits which pass through a specific path or infrastructure component.
2.3 The system shall have the ability to load data via
Microsoft Excel spreadsheets.
3. Software and Database Administration
3.1 System Administration
3.1.1 The system must provide individual user accounts.
3.1.2 The system must use an SQL database with open
access to the data and an open schema to facilitate integration with other Gallery data.
3.1.3 The system must be able to be backed up by ARC
serve.
3.1.4 The database schema must be open and
documented.
3.1.5 The system must support multiple databases for
different structured cabling systems.
3.1.6 The system must log all transactions.
3.2 System Performance and Scalability and Error Handling
3.2.1 The system must support the records for the entire
structured wiring system at the Gallery with up to 45 communications closets.
3.2.2 The system shall support up to 10 simultaneous
users.
3.2.3 In the event of a workstation lockup or unplanned
shutdown, the system must save edits and pending transactions for future user confirmation.
3.2.4 The system must indicate when there is an
inconsistency in the database.
3.2.5 The system shall log errors.
B. Implementation and Training Services
The Contractor shall provide all services (reference Table 2 below) required to install, configure, and test the CRS at the Gallery. The Contractor shall train Gallery staff in the administration and use of the CRS;
appropriate documentation for each class of user shall be provided.

1.1 Implementation and Maintenance Services
1.1.1 The Contractor shall review the Gallery’s
existing structured wiring system and interview Gallery network staff and contractors.
1.1.3 The Contractor shall make recommendations for
the database organization of the CRS to facilitate the ease of managing the Gallery’s structured wiring system.
1.1.4 The Contractor shall name customizable data
fields in the CRS to reflect the Gallery’s unique environment.
1.1.5 The Contractor shall use this information to
configure the CRS to reflect the Gallery’s environment.
1.1.6 The Contractor shall provide 4 days of hands-on
training for a maximum of 4 Gallery Users who will manage the Gallery Structured Wiring System and the CRS (System Administrators).
Classes shall be held on-site from 9 am to 5 pm
1.1.7 The Contractor shall provide 1 day of hands-on
training for a maximum of 5 Gallery Staff who will use the system for reference or to generate reports (General users). Classes shall be held on-site from 9am to 5 pm.
1.1.8 The Contractor shall provide training materials
and technical documentation for the use, operation and administration of the system.
Documentation must detail specific information describing the system configurations for the Galley’s implementation.
C. Maintenance and Support Services
The Contractor shall provide the maintenance and support services identified in Table 3 below during the base period of the contract and during all executed option years.

1.1 Maintenance and Support Services Vendor Response
1.1.1 Telephone support shall be available 8 hours-per-
day from 9:00 AM to 5:00 PM EST, 5 days-per-week (Monday through Friday, excluding federal holidays) (8x5).
1.1.2 On-line support shall be available via a
knowledge database of Frequently Asked Questions (FAQs)
1.1.3 The Contractor shall provide all available
software updates during the maintenance period.
IV. CONTRACT ADMINISTRATION DATA
A. Contract Management

B. Correspondence
Prior to contract award, all correspondence shall be directed to the CO. After award, all non-technical correspondence shall be addressed to the CO, and all technical correspondence shall be submitted to the
COTR.
C. Marking All information and submittals, including forms, reports, and other materials provided to the Contracting Officer (CO) or the Contracting Officer’s Technical Representative (COTR) shall be clearly marked with the contract number.
D. Submission of Invoices
All invoices shall include the contract number and be sent to:

The Contractor shall submit proper invoices on a monthly basis for any work performed during the month being invoiced. To constitute a proper invoice, each invoice submitted shall include the following information and/or attached documentation:
(1) Name and address of the Contractor;
(2) Invoice date and number;
(3) Contract number
(4) Description, price, and quantity of services/supplies actually rendered/delivered;
(5) Delivery date or Period of performance covered by the invoice;
(6) Payment Terms;
(7) Name and address of the Contractor’s official to whom payment is to be sent. The
“Remit To” address must correspond to the remittance address in the contract.
(8) Name, title, phone number, and mailing address of contact person to be notified in the event of a defective invoice;
(9) Other substantiating information or documentation as required by the contract, including Pre and Post Inspection Forms; and
(10) The following statement on the first page of each original invoice:

The Contractor shall mark the last invoice as “FINAL INVOICE.”
E. Non-Disclosure of Information Any information made available to the Contractor by the Gallery shall be used only for the purpose of carrying out the requirements of this contract and shall not be divulged or made known in any manner to any person except as may be necessary in the performance of the contract. The foregoing restriction does not apply to any information (a) received by contractor from third parties without restriction, or (b) in the public domain. In performance of this contract, the Contractor assumes responsibility for protection of the confidentiality of the Gallery records and shall ensure that all work performed by its subcontractors shall be under the supervision of the contractor or the contractor’s responsible employees.
F. Public Use of the Name of the National Gallery of Art The Contractor shall not refer to the Gallery in advertising, news releases, brochures, catalogs, television and radio advertising, letters of reference, websites, or any other media used generally by the Contractor in its commercial marketing initiatives, in such a way that it represents or implies that the Gallery prefers or endorses the products or services offered by the Contractor. No public release of information pertaining to this contract will be made without prior written approval from the Gallery and/or the Contracting Officer.
V. CONTRACT CLAUSES

B. 52.217-8 – OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days.

C. 52.217-9 – OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

“Unlimited rights,” as used in this clause, means the right of the Government to use, disclose, reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, in any manner and for any purpose whatsoever, and to have or permit others to do so.
(b) Allocation of Rights.
(1) The Government shall have—
(i) Unlimited rights in all data delivered under this contract, and in all data first produced in the performance of this contract, except as provided in paragraph (c) of this clause for copyright.
(ii) The right to limit exercise of claim to copyright in data first produced in the performance of this contract, and to obtain assignment of copyright in such data, in accordance with paragraph (c)(1) of this clause.
(iii) The right to limit the release and use of certain data in accordance with paragraph (d) of this clause.
(2) The Contractor shall have, to the extent permission is granted in accordance with paragraph (c)(1) of this clause, the right to establish claim to copyright subsisting in data first produced in the performance of this contract.
(c) Copyright—
(1) Data first produced in the performance of this contract.
(i) The Contractor agrees not to assert, establish, or authorize others to assert or establish, any claim to copyright subsisting in any data first produced in the performance of this contract without prior written permission of the Contracting Officer. When claim to copyright is made, the Contractor shall affix the appropriate copyright notice of 17 U.S.C. 401 or 402 and acknowledgment of Government sponsorship (including contract number) to such data when delivered to the Government, as well as when the data are published or deposited for registration as a published work in the U.S. Copyright Office. The Contractor grants to the Government, and others acting on its behalf, a paid-up nonexclusive, irrevocable, worldwide license for all such data to reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, by or on behalf of the Government.
(ii) If the Government desires to obtain copyright in data first produced in the performance of this contract and permission has not been granted as set forth in subdivision (c)(1)(i) of this clause, the Contracting Officer may direct the Contractor to establish, or authorize the establishment of, claim to copyright in such data and to assign, or obtain the assignment of, such copyright to the Government or its designated assignee.
(2) Data not first produced in the performance of this contract. The Contractor shall not, without prior written permission of the Contracting Officer, incorporate in data delivered under this contract any data not first produced in the performance of this contract and which contain the copyright notice of 17 U.S.C. 401 or 402, unless the Contractor identifies such data and grants to the Government, or acquires on its behalf, a license of the same scope as set forth in paragraph (c)(1) of this clause.
(d) Release and use restrictions. Except as otherwise specifically provided for in this contract, the Contractor shall not use for purposes other than the performance of this contract, nor shall the Contractor release, reproduce, distribute, or publish any data first produced in the performance of this contract, nor authorize others to do so, without written permission of the Contracting Officer.
(e) Indemnity. The Contractor shall indemnify the Government and its officers, agents, and employees acting for the Government against any liability, including costs and expenses, incurred as the result of the violation of trade secrets, copyrights, or right of privacy or publicity, arising out of the creation, delivery, publication, or use of any data furnished under this contract; or any libelous or other unlawful matter contained in such data. The provisions of this paragraph do not apply unless the Government provides notice to the Contractor as soon as practicable of any claim or suit, affords the Contractor an opportunity under applicable laws, rules, or regulations to participate in the defense thereof, and obtains the Contractor’s consent to the settlement of any suit or claim other than as required by final decree of a court of competent jurisdiction; nor do these provisions apply to material furnished to the Contractor by the Government and incorporated in data to which this clause applies.

F. 52.239-1 – PRIVACY OR SECURITY SAFEGUARDS (AUG 1996)
(a) The Contractor shall not publish or disclose in any manner, without the Contracting Officer’s written consent, the details of any safeguards either designed or developed by the Contractor under this contract or otherwise provided by the Government.
(b) To the extent required to carry out a program of inspection to safeguard against threats and hazards to the security, integrity, and confidentiality of Government data, the Contractor shall afford the Government access to the Contractor’s facilities, installations, technical capabilities, operations, documentation, records, and databases.
(c) If new or unanticipated threats or hazards are discovered by either the Government or the Contractor, or if existing safeguards have ceased to function, the discoverer shall immediately bring the situation to the attention of the other party.

XI. REPRESENTATIONS CERTIFICATIONS AND OTHER STATEMENTS TO
OFFERORS
A. 52.212-3 – OFFEROR REPRESENTATIONS AND CERTIFICATIONS—
COMMERCIAL ITEMS (NOV 2007)
An offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (k) of this provision.
(a) Definitions. As used in this provision— “Emerging small business” means a small business concern whose size is no greater than 50 percent of the numerical size standard for the NAICS code designated.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or http://orca.bpn.gov/
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Manufactured end product” means any end product in Federal Supply Classes (FSC) 1000-9999, except—
(1) FSC 5510, Lumber and Related Basic Wood Materials;
(2) Federal Supply Group (FSG) 87, Agricultural Supplies;
(3) FSG 88, Live Animals;
(4) FSG 89, Food and Related Consumables;
(5) FSC 9410, Crude Grades of Plant Materials;
(6) FSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) FSC 9610, Ores;
(9) FSC 9620, Minerals, Natural and Synthetic; and
(10) FSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at
38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
(b) Taxpayer Identification Number (TIN) (26 U.S.C. 6109, 31 U.S.C. 7701). (Not applicable if the offeror is required to provide this information to a central contractor registration database to be eligible for award.)
(1) All offerors must submit the information required in paragraphs (b)(3) through (b)(5) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the Internal Revenue Service (IRS).
(2) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror’s relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror’s TIN.
