Questions / Answers / Clarifications / Changes New Closing Date/Time: Tuesday, 9/15/2020 at 2:00 p.m. EST

1. The RFP appears to indicate that a new footing/pad may be necessary for the new fall protection installation(s), and that the footing/pad dimensions should be minimum 8 ft long x 4 ft wide x 8 in. (See change note) thick with welded wire mesh reinforcement and 3,500 psi cure strength. It is not clear however in the RFP or SOW where this footing would be located. Can you confirm the approximate location(s) in relation to the existing hatches and surrounding features? Seawater pump pit. Contractor to determine best location coordinated with COR for approval. From the site walk, we believe this is only going in the southeast corner of the seawater pump station but would like to be sure. For the cooling tower pump pit vault in particular, there does not appear to be enough space around the three existing hatch locations to install a new footing without modifications to either the existing mechanical/electrical equipment, or the site’s perimeter security fencing. No pad required at the cooling locations. Note: Change to Concrete Pad thickness to 10” versus 8”.

2. It doesn’t appear the necessary details are noted in the drawings provided to understand the engineering efforts especially related to anchoring. Are additional design or construction as built drawings available for the two pad/vault locations (seawater pump station & cooling tower pump pit) beyond the site layout that was provided? We see on drawing LC103 that there is a sub note to “see dwg LM104” which we believe shows more detailed information for the cooling tower pump pit vault(s). Similarly, the architectural drawing A1 for the seawater pump station indicates an architectural scale, however due to the file type/scan condition, this scale cannot be used to confirm the vault dimensions. This information may help to determine if new footings/pads will be required, or if the new fall protection base plates can be anchored to the existing pads/vaults. The thickness of the existing roof slabs is important for embedment requirements, for both the cooling tower and sea water vaults. See additional drawings LM104, LM110. LS108. Scale off the drawings at the contractors risk. See sections Part 1, 1.08 and Part 3, 3.01, 3.10.

3. The core mount sleeves noted on the material spreadsheet require 9-1/4 inch embedment depth. Please confirm if the existing concrete thickness where these sleeves will be installed is greater than 9-1/4 inches. Concrete is 8” thick. See change from core mounted sleeves to floor mount sleeve on updated equipment list (attached)

4. The RFP CLIN table indicates a licensed engineer must approve all installations to local standards, however the SOW indicates a qualified engineer must approve all installations to local standards. There are differences between qualified engineers and licensed engineers. Please clarify engineering requirements for this solicitation. Qualified engineers may be certified to design and inspect fall protection systems, however may not be licensed professional engineers with the state of New Jersey. Licensed professional engineers for this scope of work may include licensed PE for civil and/or structural engineering.

Licensed Engineer is required.

5. The SOW also indicates that the facility superintendent, safety supervisor, and COR will inspect the installations. Is the intent to have a final site walk/inspection with the noted facility personnel as well as contractor representative and engineer (pending confirmation of qualified vs. licensed)? We ask to better understand onsite visitation/inspection efforts and coordination. Government reserve the right to inspect and access at anytime during construction or installation. Final walk through shall include the general contractor.

6. Are signed/sealed professional engineer drawings required for shop drawings and/or as-builts? Will the facility require civil/survey drawings to show locations of the new fall protection equipment, areas of work, etc.? Final drawings shall require a signed /seal licensed engineers stamp. Civil/survey drawing showing locations not required.

7. The equipment spreadsheet does not appear to indicate make/model/type of anchoring hardware for the fall protection installation. Does the facility have specifications for anchoring hardware which should be used? Per the contractors engineer’s requirements and accordance to manufacture instruction.

8. The equipment spreadsheet also appears to have two columns noting different quantities for the materials. Please confirm which column should be used, and/or if the intent is to provide the sum of both columns for each item noted. See new updated Equipment List.

9. The SOW notes that the contractor needs to supply restroom facilities. There are similar solicitations for the same site which note that restroom facilities will be provided by the NOAA facility. Please confirm. Per section 1.06 Use of Premises

10. Will NOAA facility personnel require training by the selected contractor for equipment use/operation? If so, how many staff members will need to be trained, and will the training require practical training, i.e. donning/doffing safety equipment and test usage, or will review of the equipment operation and maintenance manuals suffice? Training of personnel not required. Review of equipment operation and manuals will suffice.

11. What additional coordination is required (if any) in addition to notification of intent to enter the vaults, submittal of safety plan, and execution of contractor’s confined space entry permit? Will equipment isolation/lockout/tagout be required for any of the installation locations? We understand the vaults are entered and used daily by facility personnel.

Access to the vaults may need to be limited or excluded during installation of the fall protection equipment. Are there specific time frames when access to the vaults is not required, and the selected contractor needs to schedule work for? Under normal circumstances access to the vault can be temporarily limited. Access to the vault shall not be restricted over weekends or holidays. Coordinated with COR in advance if access is anticipated to be restricted more than 24 hours.

12. In addition to the sexual assault training noted in the RFP, is any additional NOAA site training required for the selected contractor? AGO to supply link (AGO requirement)

13. The SOW notes that the storage boxes should be watertight, lockable, and mountable.

Please confirm the approximate minimize of the storage boxes. Are there any preferred materials of construction, or any materials that should not be used? Should the boxes be mountable to a vertical face/wall or to a floor/pad? And please confirm if they should be lockable. Watertight, lockable, and mountable, weather tight, corrosion resistance.

Approximately 30” D X 27” X 72”w. 1/8” Thick , military grade aluminum, semi-truck tough locks, a bulletproof full-length piano hinge, and a rugged powder coat finish that'll stand up to the weather. Similar to Dock-Boxes products or approved equal.

14. Please confirm if both the sea water vault and cooling tower vault locations have facility electric/power outlets (15 amp minimum) and water source/hose bibs within 100 feet of the work areas. Sea water vault Yes/Yes Cooling tower vault yes/yes

15. Are drawings available for the cooling tower vault and hatches which show the existing interior access, mechanical, electrical and structural features? Are drawings available which show arrangement of the hatches at both the cooling tower vault as well as the seawater vault in addition to their door open/shut orientation? No there are no available drawings depicting this.

16. The material spreadsheet appears to indicate 3-4 options for davit mast anchoring mounts.

The options are noted for use at the sea water vault and include models DH-7SS, DH- 9SS, and DH-20SS. A model DH-AP-12 is also noted for use at both the sea water vault and cooling tower vault locations. Please confirm if pricing for all materials with their noted quantities (quantity columns to be confirmed) should be included in the lump sum CLIN bid value? Please confirm which mount type should be used at each hatch location.

Individual pricing for each item is not required. See updated equipment list.

17. Drawings A1, LC109, and LE114 appear to show the 2 northern hatches at the seawater vault straddle a total of 4 vaults beneath. The RFP and SOW indicate that fall protection is to be installed in 2 locations at the seawater pump station; the first at Aeration Vault #1, and the second at Aeration Vault #2. From the drawings noted it appears that the western hatch straddles both Aeration vaults, and that the eastern hatch straddles a Decant vault and a Deaeration vault. Please confirm if the intent is to provide a single means of fall protection for both the eastern as well as western hatch, or if two means of fall protection are to be installed at just the western hatch (for the two aeration vaults). Please confirm no fall protection will be installed at the southeastern hatch at the saltwater pump station vault. See updated equipment list, additional drawings and photo’s (attached).
