Alaska Fisheries Science Center Network Cat6A Cabling Infrastructure in Building 4 Statement of Work

PR # NF-FS7500-21-03058

Purpose

This Statement of Work (SOW) supports the National Oceanic & Atmospheric Administration (NOAA), Alaska Fisheries Science Center’s (AFSC) VoIP Project which involves the installation of new Cat6A copper cabling within Building 4 on the WRC campus located in Seattle, WA.

Background

The Alaska Fisheries Science Center has requirements to upgrade their network cabling infrastructure to attain increased performance, reliability and security in order to support a campus-wide enterprise-class Voice over IP (VoIP) and update/upgrade existing network cabling. VoIP technology will replace existing telephony systems and have a positive impact towards improved business productivity, collaboration, and employee satisfaction. The AFSC is seeking to replace the current outdated phone system with modern VoIP and cabling is required to meet the minimum requirements for the new system.

Objective

The primary objective of this project is to provide a cabling infrastructure to upgrade and support a local area network (LAN) and future VoIP expansion.

Scope

The contractor shall be responsible for planning, design, and install of an intra-building cabling system. This structured cabling system will include Cat6A cable between endpoints which may include Staff Workstations, Cubicles, Offices, Conference Rooms, etc. and the cable management system in the communications rooms/intermediate distribution facilities (IDF). The main components of this cabling system shall be the actual cable, cable pathways, connecting hardware, and support facilities. This will include but not limited to: cables, equipment rack, patch panels, patch cords, plugs/jacks, path and raceway components, J hooks, D rings, cable support, pull lines and accessories to provide a complete and working cable system.

Part of the installation activities is the end-to-end testing of the installed cable and documentation of installed cabling and machine printed labeling is part of the scope of work.

Tasks

1. General Information:

a. All cabling is to be installed according to the latest EIA/TIA-568 and 569 standards and the latest BICSI proposed installation procedures.

b. Provide Cat6A cabling products. or their equivalents. Cabling Products shall be CAT6A cable MID compliant. See Appendix A, Table 1, Cabling Products or Equivalent (Brand Name or Equivalent).

c. Each cable connection is to be installed at the location marked on Appendix A, Table 2, Closet 2033 Cabling Locations.

d. Each cable is to be labeled with a permanently attached label at each end, bearing a unique identification to be supplied by the AFSC Point-of-Contact (POC).

e. Each cable is to be routed through the appropriate cable management and/or cable conduits in place, specified by the AFSC POC.

f. No surface or exposed cable tray/conduit shall be installed without the written approval of the AFSC POC. Requests for necessary additional conduit shall be in writing and sent to the AFSC POC at least 24 hours in advance of any work beginning.

g. All cables are to be tested after installation and connected to receptacles/patch panels, with test results given to the AFSC POC.

h. All damage must be repaired to its original state. Stations, hallways, communication rooms, ceiling tiles, etc. must be left clean and tidy, with all packaging material removed.

i. Work must be carried out during normal working hours (8:00am to 5:00pm PDT), with exceptions coordinated with the AFSC POC.

j. All work and all items of equipment and materials shall be warranted for a minimum period of one year from the date of acceptance of the work. The contractor shall, upon notification of any defective items, repair or replace such items within 3 business days without cost to the government.

2. Building #4 Horizontal Backbone:

a. Cat6A Copper Cabling: Provide and install all necessary Cat6A plenum rated cables (Yellow (VoIP) and Blue (Data) to identified locations. See Appendix A, Table 2, Closet 2033 Cabling Locations.

b. Cat6A Patch Panels: Provide and install 24-port Cat6A termination patch panels to IDF as needed.

c. Wall Jacks: Provide and install Wall Jacks, Faceplates, covers and termination of all wall jacks/plates for all installed Ethernet cables.

· Wall Jacks/Plates must sit flush wall or existing conduit

· Surface Mount Jacks must be approved in writing prior to installation

· Must be compatible with Cat6A cabling

Delivery/Period of Performance

Work shall be performed within 90 days of award.

Security Considerations

Appropriate notifications will be made with campus security. NOAA employees will escort contractors at all times during work being performed. Contractor must wear a face mask or face covering while on or in NOAA premises and buildings.

The following forms of identification may be required after the time of award [Real ID Act of 2005 (Public Law 109-13)]:

· Enhanced Driver's License from the states of Washington, Minnesota, and New York

· U.S. Passport

· U.S. Passport Card

· U.S. Department of Defense CAC

· U.S. Federal agency HSPD-12 compliant ID cards

· U.S. Veterans ID

· U.S. Military Dependent's ID Card

· U.S. Trusted Traveler Card – Global Entry, SENTRI, or NEXUS

· U.S. Transportation Workers Identification Credential (TWIC)

· State issued Real ID Compliant Driver's Licenses and Identification Cards.

Other Unique Requirements and Considerations

Site Walk-Throughs: NOAA strongly recommends the scheduling of a walk-through of the buildings to survey and to assess building construction. Walk-throughs of the two buildings including all common spaces can be done in a single day. It is anticipated that vendors will use the information gathered during the walk-throughs to more accurately develop their quote.

Place of performance

All work will be completed in Building 4 of the NOAA Western Regional Center, 7600 Sand Point Way NE, Seattle, WA.

The supply portion of this procurement shall be Brand Name or Equal in accordance with FAR Part 52.211-6 Brand Name or Equal. Quoters proposing to furnish “equal” products shall provide the following description for the product: Manufacturers Name; Address: Product Name and Catalogue description. Quoters shall be responsible for submitting, as a part of its quote, demonstrating how their product quoted meets the requirements of the solicitation in specific detail and all additional information on the quoted products necessary for the Government to determine whether the product meets the brand name as listed in the SOW.
