The purpose of this amendment is to clarify certain responses provided in amendment 0001.

The proposals deadline is 5:00 PM EST, Monday, October 23, 2017. All proposals must be submitted via email to chaudhryu@arts.gov.

Clarification on previously issued answers:

1. On both SOW 1&2 it states that the page limit is a maximum of 8 pages, however question number 47 from the Q&A says that each proposal is a maximum of 15 pages. Can you please confirm the maximum page limit for the BPA, SOW 1 & SOW 2?

Proposals shall be no more than 8 pages, single spaced, in 12-point font. This page limit is exclusive of resumes, appendices, and all other attachments and supplemental materials. The NEA is open to alternative approaches than that proposed in this solicitation. Submissions shall include at a minimum each of the following

47. Page 18: 10 (b) proposals no more than 15 pages. Does this mean 15 pages for each 1) Research &

Analysis Services and 2) Evaluation & Performance Measurement Services?

Correct. 15 pages per item: The BPA and the two task orders each have a 15-page limit.

CLARIFICATION: The page limits are as follows: BPA: 15 pgs. SOW # 1: 8 pgs. SOW # 2: 8 pgs.

2. Regarding Q15: The NEA confirms that each response (BPA proposal, the response to SOW 1, and the response to SOW2) should be entirely separate and that the rates proposed in the BPA must be used (or reduced) in the SOW responses. Please clarify if, in addition to separating the three responses, the NEA will accept a separate price proposal for each response? Thus, the BPA proposal would have a technical response and a separate price response, the SOW #1 response would have a technical response and a separate price response, and the SOW#2 response would have a technical response and a separate price response. This would bring the total number of separate attachments to 6 (assuming a contractor responds to both SOWs in addition to the BPA).

CLARIFICATION: Yes, including a separate price proposal is fine.

3. Regarding Q47: The NEA’s answer seems to suggest that the BPA proposal can have a page limit of 30

(15 for the Research & Evaluation Services section and 15 for the Evaluation & Performance

Measurement Services section) and that the response to SOW #1 and to SOW #2 (i.e. the two task orders) both have a limit of 15 pages each. This appears to contradict the instructions of the SOWs (see

p. 7 in SOW #1 and p. 10 in SOW #2), which both say “The proposal shall be no more than 8 pages, single spaced, in 12-point font.” Please clarify the page limit for the SOW responses. Please clarify if the page limit can be 30 for the BPA proposal if a contractor responds to both areas.

CLARIFICATION: The BPA proposal limit is 15 pgs., not 30 pgs. The limit for each SOW response is 8 pgs.
