VENDOR QUESTIONS & ANSWERS # 2

RFP 15-29 | Video Production Services

The questions & answers below supplement the previously provided questions & answers, hence the question count starts at 145.

145. We understand from Q&A #12 that only proposals will be accepted from EDWOSB concerns. And we understand that all subcontracting must be conducted in accordance with

FAR clause 52.219-29 Notice of Set-Aside for Economically Disadvantaged Women-Owned

Small Business Concerns (Jul 2013). This FAR clause says nothing about the need for the subcontractors to the submitting firm to also be EDWOSB. Accordingly, can you confirm that it is not a requirement for the subcontractors to the submitting firm to also be EDWOSB?

146. Section D (Agreement) of this FAR clause 52.219-29 says that an EDWOSB concern agrees that in the performance of the contract for (1) Services (except construction), the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. Can you confirm that this contract is considered a service contract and so this 50 percent rule applies? Secondly, can you confirm that this rule indicates that 50 percent of the contract’s personnel cost must be for the submitting EDWOSB’s employees, but it does not say that 50 percent of the contract’s overall cost must be for the EDWOSB’s employees?

147. Q&A #103 asks about using local production companies as subcontractors and the supplied answer refers to the answer for Q&A #12. Can you confirm that the subcontractors to the submitting EDWOSB firm can be a corporation, and if so, that this subcontracting corporation does not have to also be an EDWOSB?

148. We understand that the proposal should be no more than 20 pages, single spaced, in 12-point font and that the Offeror Representations and Certifications (if included) shall not count towards this page limit. But does Attachment 3 (GPAT) count toward this page limit? Does the signed SF-18 (pricing table in section B.2) also count toward this page limit? Contents and/or a Cover Letter is included in the proposal, do these count toward the page limit too? Lastly, is the page limit for 20 pages single-sided, or is 20 pages double-sided acceptable?

Attachment 3 / SF-18 / any table of contents or cover letter do not count towards the page limit.

The 20 page limit is single-sided.
