Statement of Work National Oceanic & Atmospheric Administration (NOAA)

SUMMARY

The NOAA Facility located at 726 S. Kihei Rd, Kihei, Hawaii on the island of Maui currently has three buildings with various HVAC (air condition) systems all requiring routine servicing, maintenance, and repair (as needed) by a professional HVAC company. In addition, one split HVAC unit needs to be replaced in the server room of the Conference Room building.

SCOPE OF WORK

Provide routine cleaning and maintenance as well as needed repairs to the facility’s HVAC systems. The Service Contract Labor Standards Act applies for Maui County.

1. Scheduled Maintenance Service Periodic cleaning and maintenance of the air conditioning systems (HVAC) will be generally defined by an interval of at least four times a year (quarterly) with the option to schedule more or less frequently, depending on the need of the HVAC systems or recommendation of the contractor. The contractor shall provide an itemized quote for this periodic cleaning and maintenance service, which lists the costs for all parts, labor rate, and estimated man hours to complete the basic service. In addition, any preventative maintenance recommendations will be carried out after approval by NOAA. Any repairs completed without prior authorization from the Contracting Officer will be subject to non-payment by the Government.

A. Scheduled cleaning and maintenance will be arranged with the facility and consist of the following minimum work for each system as applicable.

B. Replacing all filters C. Check all temperature splits D. Treat evaporator coils E. Treat drain lines F. Check belts G. Wash or blow out condensers where applicable.

H. Check blower wheel I. Check refrigerant levels

2. Repairs or Non-routine Service All other repairs or service provided outside the maintenance listed above shall be billed at the same labor rate and all parts and materials shall be itemized and provided to the Program Specialist listed below before proceeding with the repair. Any repairs completed without prior authorization from the Contracting Officer will be subject to non-payment by the Government.

3. Installation of one (1) split air conditioning system New split air conditioning system will consist of one (1) indoor air handling unit in the server room in the Conference Room building. This will replace the existing unit that is currently installed, a Fujitsu model ASU18CL. The one (1) outdoor unit should be placed outside the Conference Room building.

A. Remove and properly dispose of existing AC unit installed in server room, Fujitsu model ASU18CL, including both indoor and outdoor components and associated wiring and plumbing.

B. Install a split air conditioning system rated to approximately to 18,000 BTU capacity including both indoor and outdoor components and associated wiring and plumbing, brand name or equal to the Fujitsu model ASU18CL. All wiring and plumbing must be new unless existing lines are in good condition and have been approved to remain by NOAA.

C. All renovations to the existing building’s walls, floors, ceilings and other features due to the installation should be returned to their original condition or better.

D. The air conditioning system needs to have a standard 1 year commercial warranty on parts and installation.

E. The air conditioning system should be able to be maintained and repaired with in 24-hour notice with parts readily available.

4. Existing HVAC System Information

A. Visitor Center Building Size: 2-story building, 1,276 square feet

1. 1st Floor - Two (2) Split Type AC: Fujitsu model AOU36CLX1 Use - M-F, 10 am to 3 pm (not programmable - turned on and off per use

2. 2nd Floor - Central system: Carrier Corporation model 38AUZA07ADG5A0A0A1 Use - M-F, 8 am -5 pm (programmable)

B. Wet Lab Building Size: 1-story, 1,830 square feet

1. Central system: Mitsubishi Electric model PUHY-P96TKMU-A-BS with 7 handlers Use - M-F, 8am to 5pm - (all zones programmable) 7 zones - wet lab room (one zone) adjoins the mechanical room and is on 24/7. Other zones only have AC on during occupancy.

C. Conference Room Building Size: 1-story, 5,005 square feet (air conditioned part only

1. Main Conference Room - Four (4) Central system: Skymark International model 4 paired AHUs (2 single zone ducted systems) Use - variable (7 am - 9 pm) depending on scheduling of meetings; not programmed, turned on and off per use.

2. Offices - Skymark Package Air Conditioner Model AC036F32A-A Evaporator Unit Model EH036F32A Use - M-F, 8am - 5 pm (programmable)

3. Server Room - One (1) Split system - Fujitsu model ASU18CL (this is the unit currently installed that needs to be replace).

Use - 24/7 (not programmed - always on, not sure if it can be programmed)

PERIOD OF PERFORMANCE

Base Year: June 1, 2018 – May 31, 2019 Option Year 1: June 1, 2019 – May 31, 2020 Option Year 2: June 1, 2020 – May 31, 2021 Option Year 3: June 1, 2021 – May 31, 2022 Option Year 4: June 1, 2022 – May 31, 2023

Installation of new air conditioning unit is no later than 30 days from receipt of award.
