Does the tilt stand allow mounting rate table such that the axis of rotation tumbles through gravity or actually rotating the rate table with respect to gravity?

We want to be able to rotate the rate table so that the table top can be horizontal, vertical, or some angle in between.

What is the range would be the range of rotation for the tilting axis, i.e. would 0 to 90 deg be acceptable?

Yes, rotating between 0 deg and 90 deg is what we want.

Would that rotation be manual or automatic?

Manual, there should be a way to lock the rate table at a fixed angle.

Is there a requirement for the resolution and accuracy of this tilt?

No. It would be useful if there was an analog scale to get the angle close to a desired value.

Is the payload center mounted on the table top or some length away from center of rotation?

The load will typically be centered but not always. We anticipate cases when the payload will be off-center. The payload would be less than one hundredth of the specified maximum payload in this case.
