NIST Requirements Document Single axis rate table
I. Background/Purpose:
In order to calibrate and characterize inertial sensors developed at NIST, the Government requires a single-axis rate table that can rotate sensors with prescribed angular velocities and trajectories.
II. Minimum Requirements
Contract Line Item 0001:
The Contractor shall provide a Firm Fixed Price quotation for the following:
Single axis rate table, Quantity 1
The rate table shall meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Technical Specifications:
The rate table must have the following functionalities:
1. Must be capable of rotating with arbitrary trajectories that are defined by the user. The trajectories can be in terms of position (angle) or rate, with rotations that can be a fraction of 360 degrees. For example, a rotation that is a sine wave going from -10 degrees to 190 degrees, moving through 0 degrees, with a frequency of 0.5 Hz.
2. Must be capable of operating with the rate table oriented vertically or horizontally.
3. Must include a tilt stand for setting the angle of the rate table relative to gravity.
4. Must include an electrical slip ring with at least 24 electrical lines.
5. Must include motion controller hardware and software.
6. Must include software for interfacing with the rate table, and generating prescribed trajectories, with a computer (not necessarily provided). A method for generating desired trajectories with minimal programming must be included.
The rate table must meet the following Minimum Specifications.

7. Maximum payload mass: 11 kg
8. Angular range: +/-360 degrees, continuous
9. Angular accuracy: +/- 15 arc sec or better
10. Angular resolution: 0.001 degrees or better
11. Angular repeatability: +/- 4 arc sec or better
12. Rate range: +/- 3000 deg/s or higher
13. Rate resolution: 0.001 deg/s or smaller
14. Table top diameter: 200 mm or larger
15. Maximum table top wobble: 15 arc sec or smaller
16. Slip ring electrical rating: at least 100 V, at least 1 A
17. Computer interface to rate table: Ethernet and/or USB
18. AC power requirement: single phase 115 V
19. Dimensions: 700 mm x 500 mm x 500 mm or smaller
III. Deliverables:
Delivery shall be FOB destination and shall occur within 20 weeks. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The place of acceptance shall be:

V. Installation
Installation will be completed by the purchaser.
VI. Training
No training is required.
VII. Warranty The contractor shall warrant the software and provide support for a minimum of one year after receipt of the software and shall be in accordance with terms in FAR 52.212-4
VIII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered software
2. The Government anticipates inspection will occur immediately upon download.
NOTE: Partial shipments and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
