About this file
This document contains questions and answers regarding solicitation number NB671000-21-01017 from the National Institute of Standards and Technology for a P25 Radio Test System. NIST seeks to obtain P25 fixed and mobile radios to conduct propagation testing using its existing test equipment, rather than procuring additional radio test equipment. The purpose is to transmit and receive signals emulating the physical layer of P25 systems and record demodulated symbols and bit errors, in order to characterize P25 radio performance based on real propagation conditions across geographic areas. The specifications reference functionality not included in an actual P25 radio system, such as imposing real channel conditions and correlating individual demodulated bit errors to location.

My reading of the documents is that NIST is looking to obtain P25 fixed and mobile radios with which to conduct propagation testing using test equipment already in the possession of NIST. There is some confusion, though, as the title “P25 Radio Test System” has lead some of us to believe that NIST is in fact seeking radio test equipment itself.
NIST is not seeking an actual P25 radio system; NIST already owns a single-site state-of-the-art P25 system and a large number of handheld and mobile radio units. This procurement is for a metrology system that allows real channel conditions to be imposed on the transmitted radio channels and individual demodulated bit errors to be correlated to location. Section I: Background Information of the SOW states this:
“The overall goal is to transmit and receive signaling that emulates the physical layer of P25 compliant radio systems and allows for recording of demodulated symbols and identification of bit errors in the transmitted data streams. P25 trunked and conventional radio systems typically transmit in uplink/downlink frequency pairs in pre-determined bands/frequencies with two sets of physical layer standards for Phase I and Phase II.
PSCR will conduct measurements and identification of P25 physical layer bit errors in both uplink and downlink frequency pairs (up to eight pairs at once) that will be used to characterize P25 radio performance based on real propagation conditions across geographic areas (i.e., a metropolitan area). Raw demodulated data bit streams by location will be used to identify where bit errors would occur in a P25 stream, and PSCR can simulate many different streams of data against the measured bit error locations."
Under Section II: Specifications, the following reference functionality that are not part of a real P25 radio system:
A.b, A.d, A.g.iii, A.h.iv, A.i, A.j, A.k.ii, A.k.iii, A.m, A.n, B.f.iv, B.g.iv, B.h.ii, B.i, B.j.ii, B.l, B.m
