About this file
This statement of work describes requirements for a Project 25 radio test system to support research at the National Institute of Standards and Technology. The system must include one base station and one mobile station capable of transmitting and receiving Project 25 signaling on eight frequency pairs between 770-774 MHz and 800-804 MHz. Deliverables are due within 180 days and include installation of the base station at NIST's Table Mountain facility. The base station must operate from NIST's Green Mountain tower and support modulation standards for Project 25 Phases I and II. The mobile station must operate from a vehicle. Both devices must output raw I/Q data, demodulated bit streams, positioning data, and error statistics. The five-year contract includes a one-year warranty. The opportunity was posted as a combined synopsis solicitation by the Department of Commerce NIST with a low security risk level.

STATEMENT OF WORK
TITLE: Project 25 Radio Test System LAB REQUESTING SERVICE: Communications Technology Laboratory (CTL), Public Safety Communications Research (PSCR) Division
I. BACKGROUND INFORMATION
PSCR laboratories provide research, development, testing, and evaluation to foster nationwide communications interoperability. To conduct test and measurement tasks in public safety communications, PSCR requires a simulation, test, and measurement system for Association of Public-Safety Communications Officials International (APCO) Project 25 radio signaling.
The overall goal is to transmit and receive signaling that emulates the physical layer of P25 compliant radio systems and allows for recording of demodulated symbols and identification of bit errors in the transmitted data streams. P25 trunked and conventional radio systems typically transmit in uplink/downlink frequency pairs in pre-determined bands/frequencies with two sets of physical layer standards for Phase I and Phase II.
PSCR will conduct measurements and identification of P25 physical layer bit errors in both uplink and downlink frequency pairs (up to eight pairs at once) that will be used to characterize P25 radio performance based on real propagation conditions across geographic areas (i.e., a metropolitan area). Raw demodulated data bit streams by location will be used to identify where bit errors would occur in a P25 stream, and PSCR can simulate many different streams of data against the measured bit error locations.
