1Attachment II-SpecificationsIIn the SOW Section I, BACKGROUND INFORMATION, the information states that PSCR requires capability for "mobile field measurement." Please clarify if this requirement intends to enable man-mobile, vehicle-mobile, or both?Answer: Vehicle
2Attachment II-SpecificationsIIbIn the SOW Section II, Specifications/b. Measurement Capabilities/1.6 Dynamic Range (Carrier to Interface plus Noise Ratio <CINR>) @ 20 MHz Bandwidth/(a). i Reference Signals: -26 to + 40 dB: Please clarify if this requirement is asking for possible CINR values, rather than "dynamic range"?Ansswer: Yes, CINR values.
3Attachment II-Specifications4. Measurement Tasking a) Automatic scanning, identification and tracking/logging of new downlinks for mobile operations b) Filtering of downlink tracking/logging based on target listAnswser: As this capability will be driven around, the capability needs to be able to scan for new cellular downlink transmitters, add them to a logged list, and note which ones are still available. Basically, it needs to be able to know which cell ID/sectors radio downlinks exist at any point where we are moving, and keep an accurate log of them.
Additionally, we need to be able to have a target list for the cell ID/sectors that we can enter. This enables filtering to only measure/log specific IDs we are interested in. So, if we are driving aroung and we want to target cell IDs (simple names used here for example) A, C, E, and J which all come up in our drive route but there is also B, D, F, H, and I, the latter IDs get ignored and the measurements are done on the target set.
The bottom line on this is we need to be able to see newly visible radio downlinks as we drive around and have the system to automatically log and measure them; they will be changing all the time. We need to be a ble to control this by filtering what we need so we get measurements on the radio downlinks of interest.
